የኢንስቲትዩቱን የግዢና ፋይናንስ የውስጥ አሠራሩን ለማሻሻል፣ የአገልግሎት አሰጣጡን ለማፋጠንና በዘርፉ የሚታዩ ተግዳሮቶችን ለመቀረፍ፣ ግንዛቤ ለመፍጠር እና የትግበራ አቅጣጫ ለማቀድ የምክክር መድረክ አካሄደ።
የኢንስቲትዩቱ የሥራ አመራር ዋና ሥራ አስፈጻሚ ወ/ሮ ማርታ አበራ በመድረኩ ላይ እንደተናገሩት፣ የግዥና ፋይናንስ ስራ አስፈጻሚ የኢንስቲትዩቱን የምርምርና የሕብረተሰብ ጤና ሥራዎች ከሚደግፉ መሠረታዊ የኦፕሬሽን የስራ ክፍሎች የጀርባ አጥንት እንደመሆኑ በዘርፉ ያለው አሠራር ውጤታማና የተቀናጀ ካልሆነ በሌሎች የቴክኒክና የምርምር ዳይሬክቶሬቶች ሥራ ላይ ከፍተኛ አሉታዊ ተጽዕኖ ሊያሳድር እንደሚችል አመልክተዋል።
ወ/ሮ ማርታ አያይዘውም ተቋሙ ባለፉት የሥራ እንቅስቃሴዎች ያስመዘገባቸውን ስኬቶች፣ ያጋጠሙ ተደራራቢ ፈተናዎችንና በቀጣይ ትኩረት የሚሹ ስትራቴጂያዊ ጉዳዮችን አስመልክተው ሰፊ ማብራሪያ ሰጥተው፤ ግልጽነትን ማሳደግ፣ የቡድን ሥራን ማጠናከርና የፋይናንስ ሥርዓትን በጥብቅ መምራት ቀዳሚ ተቋማዊ ግቦች መሆናቸውን ጠቁመዋል።
የኢንስቲትዩቱ ተጠባባቂ የግዥና ፋይናንስ ሥራ አስፈጻሚ አቶ ሀንጣል አባይ በበኩላቸው በሥራ ክፍሎች መካከል ያለውን ትስስር፣ የታዩ ክፍተቶችንና ወደፊት ትኩረት ሊሰጣቸው የሚገቡ ዋና ዋና ጉዳዮችን ያብራሩ ሲሆን ከሬዞልቭ ቱ ሴቭ ላይቭስ (RTSL) የመጡት ወ/ሮ ምንትዋብ ግደይ ደግሞ በአጭር ጊዜ ውስጥ የተቋማዊ አሰራር ችግሮችን መለየት፣ ፈጣን መፍትሄዎችን መቅረጽና ተግባራዊነታቸውን መፈተሽ የሚያስችል ዘመናዊ አሰራር (Design Sprint) የተሰኘውን የአሰራር ዘዴ በጽሁፍ አቅርበዋል።
ይህ በአዳማ ከተማ የተካሄደው የሦስት ቀን አውደ ጥናት ከRTSL ጋር በመተባበር የተዘጋጀ ሲሆን በግዥና ፋይናንስ ክፍሎች የሚታዩ የሥራ መደራረቦችንና አሠራራዊ ክፍተቶችን መለየት፣ ፈጣንና ተግባራዊ መፍትሔዎችን ማዘጋጀት፣ በአገልግሎት ሰጪና በቴክኒክ ዳይሬክቶሬቶች መካከል ያለውን ትስስር ማጠናከር እና ዘመናዊና ዲጂታል አሠራሮችን መጠቀም ላይ ትኩረት አድርጎ በመቆየት የዘርፉን አሠራር ለማሻሻል የሚያግዝ የጋራ የድርጊት መርሃ ግብር በማዘጋጀት ተጠናቋል።

የዓለም ጤና ድርጅት (WHO) የልኡካን ቡድን በኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት ተገኝቶ ጉብኝቱን ሲያካሂድ በኢትዮጵያ የሚከናወኑ የፖሊዮ በሽታ ክትትል (ቅኝት) እና ምላሽ አሰጣጥ እንቅስቃሴዎችን፣ የላቦራቶሪ የምርመራ አቅምን ለመመልከት እና ኢትዮጵያ ከፖሊዮ ነፃ የሆነችበትን ሁኔታና ደረጃ አጠናክራ እንድትቀጥል የሚያስችሉ የጋራ ትብብሮችን ለመገምገም እና ለማጠናከር በማለም ነው።
በልኡካን ቡድኑ ውስጥ በዓለም ጤና ድርጅት የአፍሪካ ቀጣናዊ ጽሕፈት ቤት የፖሊዮ ፕሮግራም አስተባባሪ ዶ/ር ጌዲ ሞሃመድ፣ የፖሊዮ ፈጣን ምላሽ ቡድን አስተባባሪ ዶ/ር ሉሳምባ ካምባባ እና በኢትዮጵያ የድርጅቱ ጽሕፈት ቤት የቴክኒክ ባለሙያዎች የተካተቱ ሲሆን በኢንስቲትዩቱ የሚገኙትን የፖልዬና ሚዝልስ ሪፈረንስ ላቦራቶር የስራ ሂደትና ማስፋፊያ ግንባታ ስራንም ተመልክተዋል።
የሉዕካን ቡድኑን ተቀብለው ያነጋገሩት የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት ምክትል ዋና ዳይሬክተር ዶ/ር መልካሙ አብቴ፣ በኢትዮጵያ የፖሊዮ መከላከልና ምላሽ አሰጣጥ ሥራዎች የተመዘገቡ ዋና ዋና ስኬቶች፣ ያጋጠሙ ችግሮች እና በቀጣይ ትኩረት የሚሹ አቅጣጫዎች ላይ ውይይት አድርገዋል።
ዶ/ር መልካሙ በኢንስቲትዩቱ፣ በዓለም ጤና ድርጅት እና በሌሎች አጋር ድርጅቶች መካከል ያለው ጠንካራ ትብብር ለክትባት ተደራሽነት፣ ለበሽታ ቅኝት፣ ለላቦራቶሪ አገልግሎት እና ለድንገተኛ አደጋ ምላሽ ሥራዎች መሻሻል ከፍተኛ አስተዋጽኦ ማበርከቱን ገልጸው፣ የcVDPV2 ስርጭትን ለመቆጣጠር የተደረጉ ጥረቶችን እና የተመዘገቡ እድገቶችን አንስተዋል።
እነዚህን አዎንታዊ ውጤቶች ለማስቀጠልና ለማጎልበት መደበኛ የክትባት ፕሮግራሞችን እንዲሁም የተቀናጀ በሽታን የመከታተልና የምላሽ አሰጣጥ ሥርዓትን ይበልጥ ማጠናከር እንደሚገባ፣ በተለይም ያልተከተቡና በቂ ክትባት ያላገኙ ሕፃናትን በሩቅ፣ አገልግሎት አስቸጋሪ በሆኑ እንዲሁም የድንበር አካባቢዎች ማድረስ እንደሚገባ አስገንዝበዋል።
በተጨማሪም ምክትል ዋና ዳይሬክተሩ የላቦራቶሪ፣ የጂኖሚክና የአካባቢ ክትትልን ከመደበኛ ክትባትና የአደጋ ምላሽ ጋር ማቀናጀት፣ የላቦራቶሪ አቅምን በክልል ደረጃ ማሳደግ እና የናሙና ማጓጓዣ ስርዓቱን ማፋጠን እንደሚያስፈልግ ገልጸዋል።
የዓለም ጤና ድርጅት የልኡካን ቡድን በበኩሉ የኢንስቲትዩቱን ብስለት የተሞላበት አመራር ያደነቀ ሲሆን፣ በላቦራቶሪ አቅም፣ በበሽታ ቅኝትና በፈጣን ምላሽ አሰጣጥ ሥርዓቶች ላይ ያለውን ድጋፍና ትብብር ለማጠናከር ያለውን ቁርጠኝነት አረጋግጧል።
ይህ የጋራ ውይይት በዘርፉ ያሉ ክፍተቶችን በመሙላት የኢትዮጵያን ከፖሊዮ ነፃ የመሆን ደረጃ እና አጠቃላይ የማህበረሰብ ጤና ደህንነትን ለማረጋገጥ ያለውን የጸና ቁርጠኝነት ያሳየ ነው።
የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት ኢትዮጵያን ከፖሊዮ ነፃ የመሆን ደረጃ ለማስቀጠል ያለውን ቁርጠኝነት በማረጋገጥ፣ ቀጣይነት ያለው ስኬት የጠንካራ አጋርነት፣ ዘላቂ ኢንቨስትመንት፣ የተቀናጀ የሀብት ማሰባሰብና የጋራ እርምጃ ውጤት እንደሚሆን ያላቸውን እምነት ገልፀዋል።
WHO Delegation Reviews Ethiopia’s Polio Surveillance and Response Efforts
A delegation from the World Health Organization (WHO) visited the Ethiopian Public Health Institute (EPHI) to review Ethiopia’s polio surveillance and response activities, assess laboratory diagnostic capacity, and strengthen collaboration to sustain the country’s progress toward a polio-free future.
The delegation included Dr. Gedi Mohammed, WHO Regional Office for Africa Polio Programme Coordinator; Dr. Lusamba Kambaba, Polio Rapid Response Team Coordinator; and technical experts from the WHO Ethiopia Country Office.
Dr. Melkamu Abte, Deputy Director General of EPHI, and his leadership team welcomed the delegation for discussions on achievements, challenges, and priorities.
Dr. Melkamu highlighted the strong partnership between EPHI and its national and international partners, which has contributed to improvements in vaccination coverage, surveillance, and outbreak response, including efforts to control circulating vaccine-derived poliovirus type 2 (cVDPV2).
He emphasized the need to sustain these gains by strengthening routine immunization and surveillance, particularly by reaching zero-dose and under-immunized children in underserved, hard-to-reach, and border communities. He also called for stronger cross-border collaboration to improve immunization and surveillance among mobile and border populations.
Dr. Melkamu further stressed the importance of integrating laboratory, genomic and environmental surveillance with routine immunization and emergency response, while expanding subnational laboratory capacity, improving specimen transportation, and reducing the turnaround time for genomic sequencing and laboratory results.
The WHO delegation commended EPHI’s leadership and reaffirmed its commitment to strengthening laboratory capacity, surveillance, and rapid response systems. ኢትዮጵያ ድንበር ተሻጋሪ የጤና አደጋዎችን በጋራ ለመከላከል፣ በፍጥነት ለመለየትና ውጤታማ ምላሽ ለመስጠት የሚያስችል የትብብር የመግባቢያ ሰነድ የተፈራረመች ሲሆን፤ ስምምነቱ “Strengthening Cross-Border All-Hazards Preparedness and Response in Africa: From Fragmented Action to Collaborative Resilience” በሚል የተዘጋጀ ሲሆን፣ የአፍሪካ አገራት ድንበር ተሻጋሪ የጤና ስጋቶችን በተናጠል ከመመለስ ወደ የተቀናጀ፣ የጋራ ዝግጁነትና ምላሽ ሥርዓት እንዲሸጋገሩ የሚያስችል ነው።
የመግባቢያ ሰነዱ የተፈረመው በዓለም ጤና ድርጅት የአፍሪካ ቀጠና ኮሚቴ 76ኛ ጉባዔ ላይ ጎን ለጎን በተካሄደ መድረክ ሲሆን፣ የተለያዩ አገራት የጤናው ዘርፍ አመራሮች በስምምነቱ ላይ ፊርማቸውን አኑረዋል።
የምስራቅ አፍሪካ የልማት በይነ መንግስታት ድርጅት (IGAD) ዋና ጸሐፊ ዶ/ር ወርቅነህ ገበየሁ ስምምነቱ በድንበር አካባቢ የሚኖሩ ማህበረሰቦችን ከጤና አደጋዎች ለመጠበቅና የክልሉን የጤና ደህንነት ለማጠናከር ወሳኝ እርምጃ መሆኑን ገልጸዋል። እንደ ኤምፖክስ፣ ኢቦላና ሌሎች መሰል የጤና አደጋዎች ድንበር ስለማይገድባቸው፣ የዝግጁነትና ምላሽ ሥራዎችም ከአገር አቀፍ ወሰን ባለፈ በጋራ መከናወን እንደሚገባቸው አስገንዝበዋል።
በኢትዮጵያ በኩል የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት ዋና ዳይሬክተር ዶ/ር መሳይ ኃይሉ የመግባቢያ ስምምነቱን የፈረሙ ሲሆን፣ የጤና አደጋዎች በድንበር ስለማይገደቡ የአገራትን የበሽታ ክትትል፣ የመረጃ ልውውጥ፣ የጋራ ዝግጁነትና የምላሽ ቅንጅት ማጠናከር ወሳኝ ነው ብለዋል። በተለይም በድንበር አካባቢ የሚከሰቱ የጤና አደጋዎችን በፍጥነት መለየት፣ መረጃን በወቅቱ መለዋወጥና የተቀናጀ ምላሽ መስጠት የጤና ደህንነትን ለማረጋገጥ ቁልፍ መሆኑን ጠቁመዋል።
የተፈረመው ስምምነት የጋራ የጤና አደጋ ዝግጁነትን፣ የበሽታ ክትትልን፣ የመረጃ ልውውጥን፣ የምላሽ ቅንጅትንና የአገራትን ተቋማዊ አቅም ማጠናከር ላይ ትኩረት ያደርጋል ያሉት ዶ/ር መሳይ፣ ይህም የጤና አደጋዎች በአንድ አገር ድንበር ተወስነው እንዳይቀሩ በተቀናጀ መልኩ ለመከላከልና ለመመለስ የሚያስችል የጋራ አቅም ለመገንባት ያግዛል ብለዋል።

የኢንስቲትዩቱ የስትራቴጂክ ጉዳዮች ስራ አስፈጻሚ ከክልል የሕብረተሰብ ጤና ኢንስቲትዩቶችና ጤና ቢሮዎች ጋር የ2019 በጀት ዓመት የእቅድ ማናበብ አውደ ጥናት ከነሐሴ 21 እስከ 23/2018 ዓ.ም በአዲስ አበባ ከተማ እያካሄደ ነው፡፡
በኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት እና በተዋረድ በክልል የሕብረተሰብ ጤና ኢንስቲትዩቶች መካከል በ2018 ዓ.ም በጀት ዓመት በክልሎች የተካሄደውን የእቅድ አፈጻጸም ክትትል እና ግምገማ መረጃዎችን መሰረት በማድረግ ለ2019 ዓ.ም በጀት ዓመት ተግባራት እቅድን ለማናበብና የተሻሉ ውጤቶችን ለማስመዝገብ የሚያስችል የቀናጀ የጋራ እቅድ ለማዘጋጀት ነው ታስቦ በመካሄድ ላይ ያለ መድረክ ነው፡፡
የኢንስቲትዩቱ ዋና ዳይሬክተር ጽ/ቤት ኃላፊ ዶ/ር አማር ባርባ፣ የኢንስቲትዩቱን ዋና ዳይሬክተርን በመወከል እንደተናገሩት በአገር አቀፍ ደረጃ የሕብረተሰብ ጤናን ለማስጠበቅ የሚከናወኑ በርካታ ተግባራት የተሳሰሩና በቅንጅት የሚሰሩ የሕብረተሰቡን ጤና በማስጠበቅ ደረጃ የተሻሉ ውጤቶች የሚመዘገብባቸው መሆን እንዳለባቸውና የእቅድ መናበብ ስራውም በቀጣይ በጀት ዓመት በሚከናወኑ ተግባራት ላይ በአንድ የጋራ ብሔራዊ እና ክልላዊ የሕብረተሰብ ጤንነት በማስጠበቅ የሚለካ እቅድ ላይ የተመሰረተ እንዲሁም የተሻለ የሕብረተሰብ ጤና ስርዓት የሚገነባ መሆን አለበት፡፡
ወ/ሮ ህይወት አበበ የኢንስቲትዩቱ የስትራቴጂክ ጉዳዮች ስራ አስፈጻሚ በበኩላቸው በዚህ በጀት ዓመት በተካሄደው የተቀናጀ የእቅድ ክትትልና ግምገማ መሰረት የተመዘገቡ ጠንካራና ውጤታማ ስራዎቻችን ላይ መሰረት በማድረግ እንዲሁም የታዩ ክፍተቶችን ለማረም በሚያግዝ ደረጃ የተቀናጀና የተናበበ ብሎም የሕብረተሰቡን ጤና በተሻለ ለማስጠበቅ ተግባራዊ እቅድ ለማዘጋጀት ልዩ ትኩረት የተሰጠው አውደ ጥናት መሆኑን ተናግረዋል፡፡

The Ethiopian Public Health Institute (EPHI) and the UK Health Security Agency (UKHSA) have reaffirmed their commitment to strengthening cooperation on public health security, with a focus on emergency preparedness, disease surveillance, technical capacity and regional leadership.
Dr. Mesay Hailu, Director General of EPHI welcomed the UKHSA delegation and emphasized the Institute’s commitment to strengthening bilateral relations, expanding technical cooperation and enhancing EPHI’s role as a regional public health hub. He underscored the importance of strengthening leadership training and practical governance capabilities across EPHI’s management structure, noting the shared technical experience between EPHI and UKHSA.
EPHI’s Deputy Director General Dr. Melkamu Abte briefed the delegation on progress in Public Health Emergency Management, including disease surveillance, cross-border monitoring, outbreak assessment and preparedness for emerging and climate-sensitive diseases.
He emphasized the importance of multi-sectoral emergency response, real-time outbreak assessment and continuous testing of preparedness capabilities. The briefing also highlighted simulation exercises, including recent exercises conducted with UKHSA technical support, as part of efforts to strengthen readiness for high-consequence public health threats.
As part of this continued partnership, UKHSA representatives visited EPHI during the Public Health Surveillance and Response for CBRN Incidents: CPD & Case Validation Workshop, being held from 24–28 August 2026 at the EPHI National Training Centre in Addis Ababa.
The workshop is organized by EPHI in collaboration with the UK Health Security Agency’s International Health Regulations (IHR) Strengthening Project, with support from the UK Department of Health and Social Care and UK International Development. The collaboration is being supported through the IHR Strengthening Project, which works with national and international partners to enhance public health systems and preparedness for health emergencies.
The workshop provides an important platform for experts and stakeholders to validate approaches, share technical experience, and strengthen preparedness and response mechanisms for chemical, biological, radiological and nuclear (CBRN) incidents.
A UKHSA delegation also visited EPHI’s National Public Health Emergency Operation Center (PHOEC) and Viral Hemorrhagic Fever (VHF) laboratory to review progress under the UK aid-funded International Health Regulations (IHR) Strengthening Project and identify priorities for further collaboration.
The two institutions also agreed to strengthen preparedness for high-consequence pathogens, including Ebola and Marburg virus, expand laboratory diagnostic capacity, and explore artificial intelligence and advanced data analytics for disease surveillance.
The partnership further supports Ethiopia’s One Health agenda, antimicrobial resistance and zoonotic disease surveillance, as well as implementation of the National Action Plan for Health Security and One Health Strategy.
UKHSA commended Ethiopia’s cross-sectoral approach to health security and expressed continued support for emergency preparedness exercises, laboratory capacity and sub-national emergency management.

የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት የቅድመ ማስጠንቀቂያና ቅኝት ዳይሬክቶሬት የሕብረተሰብ ጤና አደጋ ስጋት ተግባቦትና የማህበረሰብ ተሳትፎ ዲቪዥን ከዩኒሴፍ ኢትዮጵያ ጋር በመተባበር የሕብረተሰብ ጤና አደጋ መከላከልና ምላሽ አሰጣጥ ላይ ያለውን የማሕበረሰብ አቀፍ የዲጂታል የመረጃ ልውውጥ ሥርዓትን ለማሻሻል የሚያስችል የጋራ መልዕክት መለዋወጫ ስልት ለማዘጋጀት ከነሀሴ 6 እስከ 8/2018 ዓ.ም በአዳማ ከተማ አውደ ጥናት አካሄደ፡፡

ዶ/ር መልካሙ አብቴ የኢንስቲትዩቱ ም/ዋና ዳይሬክተር የምክክር አውደ ጥናቱን የመክፈቻ ንግግር ባደረጉበት ወቅት እንደተናገሩት የሚዘጋጀው የሕብረተሰብ ጤና አደጋ መረጃዎችን ለማሻሻል የሚያስችል የመልዕክት መለዋወጫ ፍኖተ ካርታ ኢንስቲትዩታችን ቀደም ሲል በተቋሙ እንዲለሙ በማድረግ ወደ ትግበራ ከገቡ ዲጅታል መተግበሪያዎች ጋር ተመጋጋቢ እንዲሆን በማደረግ፣ በተለይም ማህበረሰቡ የሚሰጣቸዉን ጥቆማዎችና አስተያየቶች በፍጥነት ምላሽ ለመስጠትና ወቅቱ በሚጠይቀዉ ደረጃ የጤና መረጃዎችን ተደራሽ ለማድረግ ወሳኝ ሚና የሚጫወት መሆኑን አጽንኦት ሰጥተው ተናግረዋል፡፡
አቶ ይበይን ሙሉአልም የኢንስቲትዩቱ የቅድመ ማስጠንቀቂያና ቅኝት ዳይሬክቶሬት ተወካይ አውደ ጥናቱን አስመልክቶ ማብራሪ ሰጥተዋል፡፡ የዩኒሴፍ ኢትዮጵያ የድንገተኛ አደጋዎች እና ክትባት ማናጀር ዶ/ር ሻሂራ ማልም በበኩላቸው የኢንስቲትዩቱ ከፍተኛ አመራሮች የመረጃ ልውውጥን ለማሻሻል የሰጡት ልዩ ትኩረት አድናቆት የሚገባው መሆኑን ገልጸው፣ ዩኒሴፍ የሚያበለጽገውን የማሕበረሰብ አቀፍ የሕብረተሰብ ጤና አደጋዎች ቁጥጥር ማዕከል ያደረገ የመረጃ ልውውጥ እና ግብረመልስ ሥርዓት በአጭር ጊዜ ወደ ትግበራ እንዲለወጥ ለማደረግ ለሚደረገው ጥረት አስፈላጊውን ድጋፍ በመስጠት በትኩረት እንደሚሠሩ አረጋግጠዋል።
ወቅታዊ መረጃ ልውውጥ ስረዓት ላይ የተደረገ የጥናት ውጤት በመድረኩ ቀርቦ ውይይት የተደረገ ሲሆን በጥናቱ ውጤት መሰረት ዲዛይን ተዘጋጅቶ፣ በትግበራ ወቅት ስለሚኖረው ውጤታማነት የመረጃ ልውውጥ ስርዓቱን ሙከራ ተደርጎ ወደ ትግበራ ለመለወጥ የ90 ቀናት የትግበራ ፍኖተ ካርታ በማዘጋጀት አውደ-ጥናቱ ተጠናቋል፡፡

It was stated that ensuring access to up-to-date health information is crucial in order to provide appropriate responses to public comments and rumours related to health.
The Ethiopia Health Society’s Community Health Risk Communication and Community Participation Directorate, in collaboration with UNICEF Ethiopia, conducted a workshop from August 6 to 8 2026 to develop a joint engagement strategy and prepare a roadmap for improving the community-wide digital information exchange system related to preventing and responding to community health risks.
The main objective of the workshop was to create, through the participation of government institutions, community representatives, and partners, an integrated and fast risk-information message exchange roadmap/application framework that includes steps for implementation.
Dr. Melkamu Abte, the Deputy Director General of the Institute, stated during the opening remarks of the workshop that the message-exchange roadmap to enhance community health risk communications will be made compatible with digital applications already underway or planned within the Institute, and that it will play an important role in quickly responding to the advice and comments the community provides, as well as making health information accessible at the appropriate time and in line with what is required.
Yibeyin Mulualem, a representative from the Institute’s Early Warning and Surveillance Directorate, also provided explanations regarding the workshop.
The study findings conducted on the existing information sharing system were presented at the forum and discussed. Based on the study results, the design was prepared, and a 90-day implementation roadmap was developed to transition the information exchange system into practice by testing its effectiveness during implementation. | 3 976 |
