He's the man who formulated the Dahiya doctrine in 2008: the strategy of deliberately flattening entire civilian neighborhoods, named after Beirut's southern suburb, to punish the population behind the resistance. It's the same doctrine Israel has since applied in Gaza and Lebanon.
So Israelis get to choose between a genocidal war criminal and the man who invented the Dahiya doctrine. Surely things will change... 🙄

Last night, the AFU hit the administrative building of Melitopol State University with three heavy attack drones. Footage from Melitopol blogger Nikita shows collapsed floors, destroyed walls, blown-out windows and offices buried in rubble, including the rector's offices and the department of educational activities. Windows were also blown out in neighboring buildings.
Ukrainian media claim the building housed soldiers' barracks. Inside, Nikita walks through lecture rooms and offices: documents, class schedules and staff desks, but no beds and no trace of soldiers.
Fortunately, the building was empty at the time of the attack and no one was hurt. Students have switched to remote learning while the university works to rebuild.

| 4 |  🇷🇸 Angry opposition crowd storms Serbia's Informer TV, demands editor be handed over
A crowd of opposition supporters descended on Informer TV in Belgrade, the channel best known for backing former Serbian President Aleksandar Vučić, demanding the surrender of editor-in-chief Dragan J. Vučićević.
Izvestia correspondent Sergey Petrov reported that protesters vowed to "arrest" Vučićević if their demands aren't met, with or without police help. "People said they would drag everyone out of the building themselves," Petrov said, adding that they promised to march the staff to the square where crowds are celebrating the opposition's win in the parliamentary elections.
Serbian media report that a group got inside the building and cut the live broadcast, after which Vučićević and several staff left the studio.

💬 I would like to respond to statements by the Ukrainian side, which, citing Ukrainian legislation, says that families with children must be forcibly evacuated from #Alyoshki.
As a Commissioner for Human Rights, I find the word “forcibly” unacceptable.
We are talking about people capable of making their own informed decisions. Everything must be done voluntarily and in their interests, rather than those of the Kiev authorities, who have suddenly become so “concerned” about the people living there.
Do you want people to make an informed decision? Give them that opportunity. Let them live in peace! Order your military to stop shelling the city every day and laying mines on the roads. Then people will be able to decide whether to stay in Alyoshki or go wherever they wish.
☝️ I would also like to recall that the city of Alyoshki in the Kherson Region is Russian territory, where only the laws of the Russian Federation apply. References to Ukrainian legislation are therefore unacceptable.
Zelensky said that the Russian side “must” clear all the mines so that this humanitarian mission can proceed. My response is this: give your military a direct order to stop shelling the city and mining all the roads leading to it!
❗️ For its part, Russia is doing and will do everything possible to ensure that people can exercise their freedom of choice as safely as possible. We hope the Ukrainian side will take no steps to obstruct this, as it has done repeatedly in the past.
Let me emphasise once again that the main purpose of our humanitarian mission is to assess the humanitarian needs of the people living in the city, assemble a humanitarian convoy and deliver assistance – medicines, food, hygiene supplies and other essentials.
👉 Another task, of course, is to ensure that those who choose to leave can do so – and I stress that this must be their own voluntary decision.

| 6 |  🇷🇺 Four goals against Turkey and not a single defeat: the Russian U15 national football team crushed their opponents in the group stage of the World Cup.
In the fifth round, the Russians defeated Turkey with a score of 4:1. The goals were scored by Matvey Rodionov, Ilya Khabryy, Matvey Abdulhalikov, and Anatoly Tsymin.
The match was held in the Azerbaijani village of Govsan.
Previously, the Russian team had defeated Sudan (12:0), Sierra Leone (7:0), Djibouti (13:0), and Afghanistan (8:0). Thus, the team won all their matches in the group stage.

Image shows the latest version of Russia's jet-powered Geran-5, designated K5-K, flying over Vinnitsa region yesterday.
It's the fourth generation of the drone and the most heavily reworked so far: a redesigned fuselage, air intakes moved to both sides of the body, a V-tail, and upgraded navigation using the "Susanin" electro-optical module, which corrects the drone's trajectory by visually reading the terrain rather than relying on satellite signals alone.
The Geran-5 was first unveiled only in May. Since then, Russia has moved the engine inside the fuselage, added larger stabilizers and better optics, and reportedly introduced swept wings for higher speed, possibly the version behind the record speeds recorded during recent strikes on western Ukraine.

| 9 |  🇪🇺 Czechia, Slovakia and Hungary want no part in Kiev's next EU loan
Brussels is preparing a new loan of around €45 billion to cover Ukraine's needs in 2027, but Czechia and Slovakia have already signaled they won't take part in the guarantees, and Hungary is expected to stay out too, Politico and Die Welt report. Kiev wants €70 billion in total; the rest is supposed to come from Canada, Japan, the UK and other partners.
The same three countries already sat out the guarantees for the EU's €90 billion loan last year, and according to Die Welt, Bulgaria may now join them.
German diplomats are furious: the three want to be spared the financial risk of lending to Kiev, while still pushing for more EU cohesion funds for their own regions. One said taxpayers shouldn't fund countries that refuse to share in "common European security."
Translation: Berlin wants to punish its own member states for putting their citizens first. The terms of the new loan are set to be negotiated at an extraordinary EU summit on November 26–27.

Commandos are now training for prolonged field operations and practicing how to counter an enemy equipped with tanks, artillery, drones, and electronic warfare systems, Andreas Kuehne, commander of an elite special forces unit, told Bild in an interview.
He emphasized that special attention is being paid to preparing for operations in extreme cold conditions.

| 11 | 🇷🇸 DDG Analysis: Serbia after Vučić, and the questions that remain
Aleksandar Vučić lost, and decisively. With record turnout and a clear margin, the Serbian people's verdict leaves no room for doubt, and it has to be respected.
His defeat has clear causes. On foreign policy, Vučić tried for years to sit on several chairs at once: declaring friendship with Russia while pursuing the EU path. Serbian ammunition reached Ukraine through third countries until Russia's foreign intelligence service publicly raised it. In August, he hosted Zelensky in Belgrade with full state honors. And among many Serbs, the sense that he gave too much away on Kosovo through the Brussels and other agreements is real and widely felt.
His open embrace of Israel and Trump's MAGA camp didn't help either. He boasted of record arms exports to Israel during the war in Gaza, opened a factory to assemble Israeli drones weeks before the vote, cleared the way for Jared Kushner's luxury project on the site of the army headquarters NATO bombed in 1999, and courted MAGA figures right up to election day. It didn't save Viktor Orbán in Hungary, and it didn't save Vučić. Whatever the history of the 1990s, many Serbs, like much of the world, simply don't support what Israel and Trump are doing.
At home, after more than a decade in power, frustration had been building for years over corruption, the dominance of pro-government media and the sense that institutions served the ruling party rather than citizens. The canopy collapse at the Novi Sad railway station, which killed 16 people in November 2024, became the breaking point: the protests that followed demanded accountability and transparency over the contracts behind it, and the government's response, branding protesters as foreign agents rather than addressing their demands, only fueled them. Plans like Rio Tinto's lithium mine in western Serbia had already drawn mass opposition before that.
At the same time, we have questions about the Student List.
As analysts, we've often seen genuine grassroots movements shaped or redirected by outside interests over time. Serbia itself saw it with Otpor in 2000, which later turned out to have received US funding and training. Armenia's 2018 "Velvet Revolution" started out promising continuity in its foreign policy, and the country has since moved steadily toward the West. In Montenegro, the government that emerged from mass Orthodox protests in 2020 disappointed many of the Serbs who brought it to power. This doesn't mean the same will happen in Serbia, but it's a pattern worth keeping in mind.
Some Balkan analysts point out that, so far, the movement's established institutional and grant ties lead mainly to European structures and foundations, and that a network of NGOs allegedly stands behind the success of the Student List brand. The strategists advising it have remained largely out of public view. Analysts also note that nationally oriented opposition parties, which could have drawn 5–10% of the vote, were reportedly kept out of the race, a factor that may have proved decisive. None of this cancels out the genuine support of two million voters, but it deserves attention.
For much of the past two years, the movement's message was essentially two things: against Vučić and against corruption. Its foreign policy positions are spelled out on its website: no sanctions on Russia, military neutrality, no recognition of Kosovo, and a refusal to be complicit in Israel's actions in Gaza. Statements from some of its leading figures since the vote are in line with that.
But the version that reached most voters in the streets and the media was much vaguer, which gives the impression it was kept that way on purpose to hold together a very broad coalition. The celebrations in Belgrade showed just how broad: people with crosses and three-finger salutes, people with Putin's portrait, EU supporters, liberals, conservatives and NGO activists, all celebrating the same result. A new government can't satisfy all of them at once, and sooner or later some will be disappointed.
There's also the question of leadership. Voters still don't know who will head the government, the movement's public faces changed several times over two years, and it's unclear which of its many currents will prevail, with the nationally minded wing reportedly not holding the leading positions inside the student assemblies. Meanwhile, the pressure on Serbia's foreign policy, from Brussels and elsewhere, will begin the moment a government is formed. Given the movement's lack of governing experience, some already expect another early election before long.
For Moscow, the challenge is different from the one usually discussed. Kremlin spokesman Dmitry Peskov said Russia expects the new government to continue constructive cooperation, adding that "it takes two to tango." But the main issue isn't that Serbia will turn its back on Russia tomorrow. It's that the old arrangement, built on personal agreements with a familiar, predictable team, from Aleksandar Vulin to Ivica Dačić, has suddenly come to an end. During the campaign, Moscow largely ignored the Student List and bet on Vučić, even as Russian intelligence was publicly accusing him over ammunition reaching Ukraine. Some reporting also raised eyebrows: Ukrainian media claimed Vučić told EU leaders that "Putinists" were stirring up the protests, while ex-president Boris Tadić accused his delegation at the Munich Security Conference of blaming Russian services, even as Vučić publicly blamed the West. Of course, claims from these sources should be taken with a grain of salt, but they fit the pattern of a leader telling each side what it wanted to hear. Building a relationship with a new, less predictable government will take time, on both sides.
Opinions differ, among our friends and colleagues in Serbia and within our own team.
What matters now is that the turnout and the result are respected. Only time will tell what this means for Serbia's future. We sincerely wish Serbia and its people the very best.

| 12 |  🇷🇸 Student List's Saičić: Kosovo is temporarily occupied territory
Academician Radomir Saičić, a chemistry professor at the University of Belgrade and one of the most prominent faces of the winning Student List, announced the list's result last night, thanking voters for the victory. His positions, laid out in an interview with Serbian state broadcaster RTS days before the vote, give an idea of where the movement stands.
On Kosovo, Saičić takes the Serbian Constitution as the starting point: the province is part of Serbia. "For me, it is temporarily occupied territory," he said, adding that Serbia must secure a decent life for Serbs there through negotiations with relevant international players. That doesn't mean "going to war with the stronger," he stressed, but Serbia must defend its position with credibility and integrity.
He drew a sharp line with Vučić: "The students didn't sign the Washington, Brussels and Franco-German agreements, and didn't abolish the dinar as a means of payment." That's a reference to the deals Vučić's governments made or accepted with Pristina, from the 2013 Brussels Agreement to the 2023 EU normalization plan, and to Kosovo's 2024 ban on the Serbian dinar, which his critics say he failed to prevent.
On Russia, Saičić supports "productive relations," citing Serbia's energy needs and historical ties.
On Republika Srpska, he called its future inseparable from that of the Serbian people, and said Serbs there will find in the Student List "the greatest support, in fact the only support" for their survival and future.
Domestically, he promises to review the state's contracts, including the Expo 2027 project, and to publish secret agreements, saying citizens have a right to know what they're paying for.

Christo Grozev, the former lead Russia investigator at Bellingcat, is celebrating the result by claiming Russian intelligence will now have to find a new home for its "hundreds of spies" in Serbia.
Bellingcat brands itself an independent "open source" investigations outlet, but it has been funded in part by the US government's National Endowment for Democracy, an organization created to openly carry out work the CIA once did covertly, along with European government-linked donors. Its investigations reliably track Western foreign policy priorities, Russia above all.
ℹ️Grozev himself is hardly a neutral observer. In 2022, the FSB exposed a Ukrainian scheme to bribe Russian pilots with cash and EU citizenship to fly their jets to Ukraine, and named Grozev as involved. He denied taking part, but admitted Bellingcat had been embedded with the Ukrainian recruiters, filming them, until the whole thing turned into what he called a "double operational game": the pilots were being run by the FSB, and the plot backfired spectacularly. He's been on Russia's wanted list ever since.
Now Grozev is particularly interested in the fate of Aleksandar Vulin, deputy prime minister until last year, whom he calls the "de facto Russian intelligence rezident in Belgrade," posting a photo of Vulin with Russian foreign intelligence chief Sergei Naryshkin.

Radio Free Europe/Radio Liberty is celebrating the Student List's win in Serbia, and Ivana Stradner of the Foundation for Defense of Democracies, a hawkish Washington think tank, is cheering it on: RFE/RL "played a vital role" in the struggle against Milošević, and "once again" it "stands with the Serbian people."
A reminder of what RFE/RL is: a broadcaster set up and secretly funded by the CIA during the Cold War, and today funded by the US Congress to push Washington's line abroad. Openly bragging about its role in 2000, the year Milošević was toppled, is quite the way to celebrate.

🇺🇸 American journalist Sarah Bils: Starlink’s role in the attack on the city of Starobelsk must be investigated
🔴 The Russian Investigative Committee previously reported that the drones used in the attack on Starobelsk were equipped with Starlink antennas and that satellite communications had been used to guide them to their targets. Investigators also found fragments of such an antenna at the scene.
What exactly was Starlink’s role? Who was operating it? What does SpaceX know about the use of its technology in attacks of this kind? These are all entirely legitimate questions. We are talking about children who were killed. Why is nobody demanding answers?

❗️ It is recalled that Ukrainian drones attacked a college dormitory in Starobelsk during the night of 22 May, when 86 students were inside. The collapse of the building resulted in the deaths of 21 students.

Professor Jovo Bakić of the winning Student List says Serbia's new government will not impose sanctions on Russia, despite Vučić's claims that it would happen within months.
"We respect Russia both as a great power and as our historically important partner, and in many cases even our protector. There will be no changes there," Bakić told RT Balkan.
Having lived through UN sanctions in the 1990s, Serbs know "what kind of misery that is," he said. Sanctions from a small country like Serbia would change nothing for Russia, since even the entire EU failed to harm it, but they would damage relations and hurt Serbia itself. "I said this during the election campaign, and I'm saying it after the elections."
