| 15 |  🔆 TEBHAGA MOVEMENT (1946–47)
Subject: Modern Indian History
📍 Introduction
✅ The Tebhaga Movement (1946–47) was a major peasant movement in Bengal led by the All India Kisan Sabha (AIKS) under the influence of the Communist Party of India (CPI).
✅ “Tebhaga” means two-thirds share, demanding that sharecroppers (Bargadars) retain 2/3rd of the produce instead of the prevailing half-share.
📍 Background
✅ Under the Adhi (half-share) system, Bargadars cultivated land owned by Jotedars and surrendered 50% of the produce.
✅ Jotedars exploited peasants through illegal cesses, forced labour and eviction threats.
✅ The Bengal Famine (1943) and post-war economic distress intensified peasant grievances.
✅ The Floud Commission (1938–40) recommended that sharecroppers should receive 2/3rd of the produce.
📍 The Movement
✅ Launched in September 1946 by the Bengal Provincial Kisan Sabha.
✅ Slogan: “Adhi Noy, Tebhaga Chai” (We want two-thirds, not half).
✅ Sharecroppers began storing crops in their own granaries (Khamars) and offered only 1/3rd share to Jotedars.
✅ The movement witnessed clashes, police repression, arrests and firing.
✅ Urban students and Communist cadres actively mobilised peasants.
📍 Outcome
✅ In 1947, the Bengal Bargadars Temporary Bill accepted the principle of Tebhaga, but political developments and Partition halted implementation.
✅ The Bargadari Act, 1950 legally recognised the 2/3rd share for cultivators providing inputs.
✅ Effective implementation came later through Operation Barga (1978) under the Left Front Government in West Bengal.
📍 Significance
✅ Marked a turning point in India’s agrarian movements.
✅ Strengthened political consciousness among poor peasants and tribal sharecroppers.
✅ Laid the foundation for land reforms and tenancy rights in West Bengal.
✅ Became one of the most significant peasant movements in modern Indian history.

✅ Launched by: Ministry of Ports, Shipping & Waterways (MoPSW).
✅ Implementing Agencies: Inland Waterways Authority of India (IWAI) + Inland & Coastal Shipping Ltd (ICSL).
✅ Aim: Promote long-haul cargo transport on national waterways → cut logistics cost & reduce road/rail congestion.

• NW1 – River Ganga
• NW2 – River Brahmaputra
• NW16 – River Barak
📍 Key Features
✅ Incentives: Cargo owners get up to 35% reimbursement of operating costs (for >300 km).
✅ Scheduled sailings: Kolkata–Patna–Varanasi–Pandu (Assam).
✅ Validity: Initially 3 years.
✅ Target: Modal shift of 800 million tonne-km by 2027 with ₹95.4 crore investment.
