🔆 CAQM Mandates Cleaner Light Goods Vehicles in Delhi-NCR, Tightens Stone Crushing Dust Rules 📍 Why in News? ✅ The Commission for Air Quality Management (CAQM), in its 29th Full Commission Meeting (18 August 2026), approved Direction No. 102 and Direction No. 103 to strengthen air-pollution control in Delhi-NCR. ✅ Direction 102: Phased transition of Light Goods Vehicles (LGVs) towards cleaner technologies. ✅ Direction 103: Technology-enabled monitoring and stricter dust-control measures for stone crushing units. 📍 CAQM: Key Facts ✅ Established under the Commission for Air Quality Management in NCR and Adjoining Areas Act, 2021. ✅ Replaced the Environment Pollution (Prevention and Control) Authority (EPCA). ✅ Jurisdiction: Delhi, Haryana, Rajasthan, Uttar Pradesh and Punjab. ✅ Its directions override those of CPCB and SPCBs within its jurisdiction, subject to the Supreme Court. ✅ GRAP serves as its emergency response framework for tackling deteriorating air quality. 📍 Direction No. 102 — Cleaner LGVs N1 LGVs | GVW ≤ 3.5 tonnes ✅ Delhi: From 1 January 2027 ✅ High Vehicle Density districts — Gurugram, Faridabad, Sonipat, Ghaziabad & Gautam Buddha Nagar: 1 July 2027 ✅ Remaining NCR districts: 1 January 2028 N2 LGVs | GVW 3.5–12 tonnes ✅ Delhi: From 1 January 2028 ✅ HVD districts: 1 July 2028 ✅ Remaining NCR: 1 January 2029 ➡️ Cleaner modes include electric vehicles, hydrogen fuel-cell vehicles and other approved zero/low-emission technologies. 📍 Direction No. 103 — Stone Crushing Units ✅ CPCB’s Environmental Guidelines for Stone Crushing Units, 2023 to be incorporated into Consent to Operate (CTO) conditions. ✅ Mandatory continuous PM2.5/PM10 monitoring and video surveillance. ✅ Wheel-washing systems at exits to prevent dust from being carried onto roads. ✅ Units facing closure must submit corrective evidence and a notarised affidavit before resumption. ✅ SPCBs/DPCC must verify compliance and recover Environmental Compensation (EC). ✅ CAQM Flying Squads can conduct random inspections; violations can lead to fresh closure. 📍 Other Key Decisions ✅ GRAP Stage-I: Invoked 19 May 2026 and revoked 29 May 2026 — remained active for 11 days. ✅ 6 thermal power plants penalised ₹61.85 crore for failing biomass co-firing targets in 2024-25. ✅ Direction 65: Alternate-fuel relaxation extended till 13 September 2026 amid West Asia energy-supply disruptions. ✅ Plantation target for 2026-27: 4.61 crore; 2.53 crore achieved by 4 August 2026. ✅ 1,816 units cumulatively issued closure orders; 1,461 considered for resumption after compliance. ✅ ₹3.26 crore approved for 4 air-quality research projects. 📍 Air Quality Governance — Key Laws ✅ Environment (Protection) Act, 1986 — umbrella environmental legislation; Section 5 enables binding directions. ✅ Air (Prevention and Control of Pollution) Act, 1981 — legal framework for air-pollution control and CPCB/SPCBs. ✅ NAAQS — standards for permissible concentrations of major air pollutants. ✅ NCAP, 2019 — national programme targeting reduction in particulate pollution in non-attainment cities. ✅ BS-VI norms — India’s current stringent vehicle-emission standards. 📍 GRAP: Four Stages 🔹 Stage I: Poor — 201–300 AQI 🔹 Stage II: Very Poor — 301–400 AQI 🔹 Stage III: Severe — 401–450 AQI 🔹 Stage IV: Severe+ — >450 AQI 📍 Key Challenge ✅ Delhi-NCR’s pollution problem is structural and multi-sectoral, involving transport emissions, road/construction dust, industries, biomass burning and other regional sources. ✅ Emergency measures such as GRAP can address pollution episodes, but sustained improvement requires source-specific, coordinated and year-round interventions. 📍 UPSC Mains Question 🔹 “Delhi-NCR’s persistent air pollution reflects not merely an emergency-response challenge but a structural governance problem.” Critically examine the institutional design of CAQM and evaluate the effectiveness and limitations of GRAP in achieving sustained improvement in air quality.
