Portugal wants to include Russia in the list of tax havens The Portuguese government has requested the Assembly of the Republic to authorize a revision of the national list of jurisdictions considered non-cooperative in tax matters. If the initiative is approved, Russia and Vietnam will be added to the Portuguese list. They are currently not included in Portugal's national list. According to financial consultant Natalia Smirnova, including Russia in the Portuguese blacklist would mean that residents of Portugal would be required to declare all assets held in Russia, and there would also be a risk of applying a higher tax rate of 35% to income and transactions related to Russia. Being included in the Portuguese blacklist has direct consequences for companies and individuals conducting operations with that country. Financial institutions are required to annually report all transfers to such jurisdictions to the tax authorities, and this information is submitted to the government portal for finance.
