The Ugandan government has announced a major change to medical training that will end government allowances for medical interns and integrate internship into the formal undergraduate training process beginning with future cohorts.
According to Health Minister-designate Dr. Chris Baryomunsi, the government argues that internship is primarily a continuation of professional training rather than employment. Officials say the growing number of medical graduates has made the current allowance system financially difficult to sustain.
However, the decision has triggered strong opposition from medical professionals.
The National Senior House Officers Secretariat and other medical groups warn that removing internship allowances could undermine healthcare delivery, weaken clinical training, and negatively affect morale among young doctors.
Medical organizations emphasize that interns are not merely students; they provide essential services in wards, operating theatres, emergency units, labor suites, and outpatient departments while undergoing supervised training. They argue that eliminating allowances risks increasing financial hardship for trainees and could worsen staffing challenges in public hospitals.
The debate has quickly become one of the most discussed healthcare policy issues in Uganda, with doctors' groups calling for broader stakeholder consultations before the reforms are implemented.
Uganda already faces significant healthcare workforce shortages. Many public hospitals rely heavily on medical interns for day-to-day patient care, making the outcome of this dispute important not only for trainees but also for healthcare service delivery nationwide.
