🔆 GLOBAL AEROSOL DIVERSITY & CLIMATE CHANGE 📍 Why in Focus? ✅ A new global study has identified 7 major aerosol types and their regional distribution, helping improve understanding of their impact on climate and atmospheric heating. 📍 Key Findings ✅ Study analysed 171 AERONET monitoring sites across 6 continents using over 30 years of data. ✅ South Asia is dominated by dust-pollution mixtures, producing high Aerosol Radiative Forcing (ARF) and atmospheric heating. ✅ Northern Africa: Pure dust dominates. ✅ Tropical regions: Strongly absorbing aerosols, often linked to biomass burning, dominate. ✅ Europe & North America: Less-absorbing aerosols are more prevalent. ✅ Strongly absorbing aerosols produce the highest atmospheric forcing — 30.14 ± 8.04 W/m² — and can disrupt weather and cloud formation. 📍 Significance ✅ Better aerosol classification can improve climate models, satellite remote sensing, air-quality monitoring and assessment of impacts on human health and ecosystems. 📍 Mains Question Discuss how the regional diversity of atmospheric aerosols complicates climate modelling. 🔆 UDISE+ Report 2025–26 Released 📍 Why in News? ✅ Ministry of Education released the UDISE+ (Unified District Information System for Education Plus) Report 2025–26, highlighting improvements in school education indicators across India. 📍 Key Highlights ✅ Number of teachers increased to 1.03 crore, an 8.3% rise since 2022–23. ✅ Pupil-Teacher Ratio (PTR) improved to 10 (Foundational), 12 (Preparatory), 17 (Middle) and 21 (Secondary)—better than the NEP 2020 norm of 30:1. ✅ Secondary GER increased from 68.5% to 71.7%, while secondary retention improved from 47.2% to 51.9%. ✅ Secondary dropout rate declined from 8.2% to 7.0%; preparatory dropout fell to 1.8%. ✅ 69.9% schools now have computers and 67.4% have internet connectivity; 95% have electricity and 99.5% have drinking water facilities. ✅ Female teachers now constitute 54.9% of the teaching workforce, while girls’ enrolment reached 48.4%. #Education

🔆 FCRA: Foreign Contribution (Regulation) Act 📍 Why in Focus? ✅ The FCRA (Amendment) Rules, 2026 were notified on 22 June 2026 and are in force, while the FCRA Amendment Bill, 2026, introduced in Lok Sabha on 25 March 2026, is under consideration. 📍 About FCRA ✅ Governs receipt and utilisation of foreign contributions by Indian individuals, associations, NGOs, trusts and companies. ✅ Administered by the Ministry of Home Affairs (MHA). ✅ Core objectives: transparency, accountability and protection of sovereignty. ✅ FCRA registration is valid for 5 years; foreign contributions must first enter a designated account at SBI, New Delhi Main Branch. ✅ Administrative expenses are capped at 20% of annual foreign contributions. 📍 Key Changes under FCRA Rules, 2026Activity & State-specific registration: Certificates must specify exact purposes and States/UTs of operation. ✅ Minimum utilisation for renewal: Organisations must have utilised at least ₹10 lakh in foreign contributions during the preceding 2 years. ✅ Enhanced reporting: Project-wise and activity-wise utilisation, website/social-media details and identification of the ultimate foreign donor. ✅ Permissible faith-based activities have been explicitly specified. 📍 Proposed FCRA Amendment Bill, 2026 ✅ Creates a Designated Authority to manage foreign-contribution assets after registration ceases. ✅ Provides for provisional vesting, with restoration of assets if registration is restored. ✅ Protects the religious character of places of worship. ✅ Provides revision within 90 days and appeal before the District Judge. ✅ Proposes automatic cessation of registration if not renewed before expiry. ✅ Reduces maximum imprisonment for FCRA violations from 5 years to 1 year. ✅ State agencies would require Central Government approval before initiating FCRA investigations. 📍 UPSC Significance ✅ FCRA seeks to balance civil-society participation and international cooperation with financial transparency, democratic accountability and national sovereignty. ✅ In 2024–25, around 16,200 associations reportedly received approximately ₹22,963 crore in foreign contributions. 📍 Mains Question “Regulation of foreign contributions requires a careful balance between national sovereignty and the operational autonomy of civil society organisations.” Discuss in the context of the FCRA framework. #Governance #InternalSecurity
