Middle East Eye, citing senior Iraqi and regional officials, reported on 11 July that Iraq, Syria, and the United States are preparing to announce a plan to revive the roughly 500-mile Kirkuk–Baniyas oil pipeline, creating an export route from northern Iraq to Syria’s Mediterranean coast that would reduce Baghdad’s dependence on the Strait of Hormuz.
The agreement is expected to be unveiled during Iraqi Prime Minister Ali al-Zaidi’s upcoming White House meeting with US President Donald Trump, with Syria’s Foreign Minister Asaad al-Shaibani also expected to attend the signing.
The pipeline, completed in 1952 with a capacity of about 300,000 barrels per day, was shut by Iraq in the 1980s after Syria backed Iran during the Iran–Iraq war and was later heavily damaged following the 2003 US invasion.
MEE says the line is now effectively defunct and would require major reconstruction, including new storage tanks, pumps, and electrical systems. One regional official said it may need to be replaced almost entirely, with work likely taking two to three years, and that a consortium of US companies has already been enlisted.
The project has gained urgency as Iran asserts control over shipping through Hormuz during the US–Israeli war. Iraq relies on the strait for around 95 percent of its oil exports, while oil revenues make up roughly 90 percent of the state budget.
MEE notes that Iraq began moving limited quantities of crude by truck through Syria during the war, while Vortexa data showed Iraqi seaborne exports in May had fallen to just 8 percent of the previous year’s average.
According to MEE, US envoy Tom Barrack has been working on the agreement as part of a broader effort to promote US-backed infrastructure and economic projects across the region.
Iraq has already approved a preliminary arrangement involving US firms Capital TI and Chevron, alongside a Qatari company, to study pipeline routes from Kirkuk and Haditha to Baniyas.
The project also reflects Baghdad’s changing approach toward Damascus after Syria’s new government moved closer to Washington, Turkiye, Qatar, and Saudi Arabia. | 18 |
