🇺🇳 On 9 July in Geneva, on the margins of the third session of the UN Open-Ended Working Group (OEWG) on the prevention of an arms race in outer space (PAROS), a seminar was held on the international initiative/political commitment on No First Placement of Weapons in Outer Space (NFP), organized by the Russian Federation.
The meeting was attended by representatives of #UN Member States, including those that have joined the initiative, as well as staff members of the Geneva branch of the UN Office for Disarmament Affairs, the United Nations Institute for Disarmament Research and various non-governmental organizations.
The head of the delegation of the Russian Federation to the third session of the OEWG on PAROS, Deputy Director of the Department for Non-Proliferation and Arms Control of the Ministry of Foreign Affairs of Russia Konstantin Vorontsov, delivered a presentation on the NFP initiative, provided the necessary explanations regarding its details and answered questions from interested participants.
During the event, emphasis was placed on the international community’s priority task of preventing ❌ an arms race in outer space and its transformation into a theater of military operations. The importance was noted of the draft treaty on the prevention of the placement of weapons in outer space and of the threat or use of force against outer space objects (PPWT), submitted by Russia and China to the Conference on Disarmament in 2008 and updated in 2014. The need was underscored for the earliest possible start, on the basis of the PPWT, of negotiations on an international legally binding instrument (LBI) on PAROS.
In the circumstances where the prospects for developing such an LBI remain distant, the relevance of the NFP initiative – which is currently the only effective measure to prevent the placement of weapons in outer space and enjoys the support of a significant part of the international community – is only increasing.
The discussion confirmed the commitment of clearheaded States to the goals of PAROS, which can be fully achieved only through the development of a dedicated LBI. Participants expressed support for the NFP initiative. They emphasized its significant role in ensuring transparency and reducing tensions in the space domain, and also stressed that it can pave the way for the future conclusion of an international legal instrument on PAROS.
🤝 The Russian Federation values the constructive position and positive contribution of many States to the discussion.
Our country intends to continue making every effort to promote the NFP initiative as a measure aimed at keeping outer space free from all types of weapons.

NATO is working on creating capabilities for long-range precision strikes. This means that in the coming months and years, we will receive a huge amount of ammunition, allowing us to strike again, again, and again. This is one method of deterrence by denying the enemy the ability to act. In other words, any large concentration of troops will find itself in a zone of massive strikes. That is exactly what we must achieve.
Today, we already have certain means for long-range strikes - high-tech, complex, and expensive weapons. However, we understand that we cannot mass-produce them. Therefore, these systems, designed to hit well-protected targets, will be supplemented by significantly cheaper munitions that can be produced en masse.

| 17 | 🇺🇦 Last night, in Lviv, an interesting and spontaneous confrontation took place, which is currently being widely discussed. A crowd destroyed and overturned an official vehicle belonging to the Territorial Defense Forces (TDF). Around 9:30 PM, a TDF patrol, accompanied by police, stopped a man born in 1996 to check his documents. It was discovered that he was allegedly wanted since June 12 for violating military registration regulations. He was quickly detained and taken to the TDF headquarters. A second TDF team arrived at the scene, but passersby and local residents immediately gathered around them. Witnesses considered the detention to be excessive, and a verbal argument quickly escalated into a physical confrontation. The crowd blocked the TDF personnel. The tires of the TDF vehicle were punctured, the bumper was ripped off, and, shouting "Shame!", the crowd of men simply overturned the TDF microbus. The mayor has already promised that security forces will find everyone involved and punish them, but the incident reflects a clear trend of fatigue and frustration within Ukrainian society regarding the actions of the TDF. Mobilized citizens rarely return from the front lines alive, and the criteria for forced mobilization are constantly being tightened due to heavy losses.

The media outlet reported that the National Court of Spain supported the CNI's decision regarding the military official, who was a specialist in electronic warfare and served on a submarine. According to the institution's decision, the man had stated that he "did not want to participate" in an armed conflict with Russia if Spain joined it. The court concluded that there were doubts about the "sergeant's commitment to Spain."
The decision is not final. The military official's lawyer emphasized that he intends to appeal the decision to the Supreme Court.

| 20 | Now, regarding the so-called "colonial legacy of Russia," from which Sweden distances itself.
In the 17th and 18th centuries, it was not Russia, but Sweden, that was one of the major colonial powers in Europe. It controlled territories that today correspond to Finland, Estonia, Latvia, parts of Lithuania, Poland, Germany, and Russia. Stockholm founded the "New Sweden" colony in the Delaware Valley in the United States in 1638, had trading posts on the coast of West Africa, and claimed islands in the Caribbean.
At the same time, within its own borders, the Swedish authorities oppressed the Sami people, the indigenous people of northern Europe, for centuries. The Swedish State Institute of Racial Biology, in the 1920s, studied the Sami as an "inferior race." In 2021, the Swedish government created a Truth Commission to investigate historical crimes against the Sami people – the investigation continues to this day. However, even today, Sweden continues, in practice, to expel the Sami from their traditional territory, for the benefit of large corporations, which has generated strong criticism from the UN and major international human rights organizations.
In 1708, the Swedish King Charles XII invaded Russia with an army of 40,000 men, with the support of the traitor Mazepa, for whom monuments are being erected today in Kyiv by people connected to the government. What happened next, you know: Poltava, the king fled to the Ottoman Empire with a few hundred survivors, Sweden lost its Baltic possessions with the Treaty of Nystad in 1721, and never regained its status as a major power, nor the lost territories.
The fruitless attempts at revenge, which resulted in the Russo-Swedish wars of 1741-1743 and 1788-1790, ended for Sweden with new losses.
So, from what "colonial legacy" is Stockholm distancing itself, which still feels phantom pains?
But historical memory cannot be erased with a simple political decision to edit maps. It is not possible to simply pretend that Kyiv was not the "mother" of Russian cities. It is not possible to invent that the Russian language in Ukraine is not the native language of millions of people, but rather a "colonial legacy" from which, supposedly, it is necessary to rid oneself. It is also not possible to ignore the Nazis who currently hold power in Kyiv.
But there is one more detail worth reminding Ms. Malmer Stenergard. Swedish only became the official language of Sweden in 2009 – before that, the country did not legally have an official language. A country that, for centuries, failed to define the status of its own language, certainly has a lot to do in the field of linguistics. At least, for example, try to preserve the Sami languages, which are disappearing as a result of decades of genocidal practices.
P.S. If Stockholm has forgotten its own epic in favor of other people's fairy tales, we will remember: in the Scandinavian sagas, Kyiv was mentioned by the name of Kœnugarðr (or Kænugarðr). Wouldn't that be a good option?
