🔆 The Proposed Offline UPI System
📍 Why in News?
✅ NPCI is developing an Offline UPI Payment System enabling NFC-based tap-and-pay transactions without active internet connectivity.
📍 About the Offline UPI System
✅ An advanced contactless payment architecture built on the existing Unified Payments Interface (UPI).
✅ Developed by: National Payments Corporation of India (NPCI).
✅ Aim: Enable seamless UPI payments in areas with poor or no internet connectivity, such as remote villages, metro tunnels, flights, and network outage zones.
📍 How Does It Work?
✅ Pre-Authorization: Users receive bank-authorized cryptographic tokens/prepaid balance while online.
✅ Offline Payment: Payment is completed by tapping the smartphone on an NFC-enabled PoS terminal, exchanging credentials locally.
✅ Deferred Settlement: Transaction records are stored locally and synchronized with NPCI once internet connectivity is restored.
📍 Key Features
✅ Dual Offline Capability: Works even when both customer and merchant are offline.
✅ NFC-based Tap-and-Pay: Uses Near Field Communication (NFC) technology.
✅ Cryptographic Tokenization: Single-use pre-authorized tokens prevent double spending and protect bank credentials.
✅ Transaction Limit: Supports payments up to ₹2,000, higher than UPI Lite limits.
✅ Merchant Store-and-Forward Model: Enables merchants to continue accepting payments during network outages.
📍 Limitations
✅ Transaction Cap: Maximum ₹2,000 per transaction, limited by pre-authorized token balance.
✅ Hardware Dependency: Requires NFC-enabled smartphones and NFC-compatible PoS terminals.
✅ Deferred Settlement Risk: Final bank settlement occurs only after internet restoration, requiring robust fraud and reconciliation mechanisms.
