🔆 CapaCITIES Programme: Scaling Urban Climate Resilience 📍 Why in Focus? The Ministry of Housing & Urban Affairs (MoHUA), along with ICLEI South Asia and the National Institute of Urban Affairs (NIUA), organised the event “Scaling Urban Climate Resilience: The CapaCITIES Legacy and Way Forward” in New Delhi to celebrate a decade of the CapaCITIES Programme and launched three knowledge products for climate-resilient urban governance. 📍 Key Highlights: ✅ CapaCITIES (Capacity Building Project on Low Carbon and Climate Resilient City Development in India) was launched in 2016 with support from the Embassy of Switzerland, promoting low-carbon and climate-resilient urban development aligned with India’s Net Zero 2070 target. ✅ Implemented by ICLEI South Asia, South Pole and econcept, with NIUA as the knowledge partner, covering cities including Ahmedabad, Rajkot, Vadodara, Udaipur, Siliguri, Coimbatore, Tiruchirappalli and Tirunelveli. ✅ Three knowledge products launched Net-Zero Climate Resilient Cities Methodology Toolkit Energy Transition for Urban Local Bodies (ULBs): A Practitioner’s Guidebook White Paper on Financing Low-Carbon City Transition, along with a Video Training Series on Net-Zero City Action Plans. ✅ Programme achievements include 35+ cities using the CRCAP methodology, 34+ cities under CSCAF, 12 Climate Action Plans, 25 quick-win projects, 24 bankable projects and 1,000+ people trained in climate planning. ✅ Climate investments worth ₹7,142 billion identified, ₹40.52 million mobilised through government co-financing and ₹3.84 billion committed for scale-up investments. 📍 Challenges / Issues / Implications: ✅ Need to institutionalise Climate Action Cells within Urban Local Bodies (ULBs) ✅ Scaling successful city-level pilot projects across India requires greater capacity and financing ✅ Strengthening innovative climate finance and integrating climate action into urban planning remain critical ✅ Mains Question: Urban climate resilience is crucial for achieving India’s Net Zero target.
