🔆 Jal Sanchay Jan Bhagidari: From Local Action to Water Security 📍 Why in News? Jal Sanchay Jan Bhagidari (JSJB), launched in 2024, has emerged as a community-led water conservation initiative focused on groundwater recharge, water storage and local water security. The latest PIB Backgrounder highlights how local communities across States are adapting the initiative to their ecological conditions. 📍 What is Jal Sanchay Jan Bhagidari? 🟢 Launched: 6 September 2024 🟢 Objective: Community partnership and ownership in water conservation 🟢 Focus: Low-cost groundwater recharge structures, water storage and revival of defunct borewells 🟢 Approach: Whole-of-Government + Whole-of-Society 🟢 Guiding 3Cs: Community, CSR and Cost 🟢 Emphasises scientifically designed and locally appropriate solutions. 📍 Scale of the Initiative 🟢 JSJB 1.0: Over 27 lakh structures constructed by May 2025 🟢 JSJB 2.0: Over 1.5 crore groundwater recharge structures by May 2026 🟢 In June 2026, JSJB was integrated with Jal Shakti Abhiyan: Catch the Rain, becoming JSJB: Catch the Rain 🟢 As of 3 September 2026, over 1.58 crore artificial groundwater recharge structures had been constructed. 📍 Key Governance Priorities The Ministry of Jal Shakti’s Departmental Summit, held on 1–2 September 2026, identified JSJB: Catch the Rain as one of its key thematic pillars. 🟢 Greater Jan Bhagidari through public awareness, including the proposed “Jal Utsav” 🟢 Strengthening water management knowledge and capacity in universities 🟢 Inter-State study visits for sharing successful practices 🟢 Robust water data governance through systematic integration, management and utilisation of water-sector data 🟢 Greater Centre–State collaboration and cooperative federalism. 📍 State-Level Innovations Chhattisgarh — Farmers Made Space for Water 🟢 Under the Aawa Paani Jhoki movement in Korea district, farmers voluntarily dedicated 5% of agricultural land for recharge ponds and terraced pits. 🟢 More than 1,260 farmers adopted the model and over 2,000 soak pits were created. 🟢 Groundwater levels reportedly rose by 3–4 metres in many villages. 🟢 Springs were revived in 17 remote tribal hamlets. 🟢 The model combined farmer ownership with government-supported micro-watershed mapping and hydrogeological assessment. Press Release- Press Information Bureau(7).pdf Andhra Pradesh — Community-Led Water Planning 🟢 In Prakasam district, Gram Sabhas, door-to-door campaigns, Kalajathas and workshops mobilised farmers, women and youth. 🟢 Local planning included water budgeting, crop planning and groundwater sharing. 🟢 A ridge-to-valley approach was adopted for capturing, storing and recharging rainwater. 🟢 Interventions improved groundwater availability, agricultural and dairy livelihoods, soil moisture and helped reduce distress migration. 🟢 The initiatives benefited about 5,900 people. Odisha — From Rooftops and Ponds to Aquifers 🟢 CHHATA Scheme: Rooftop rainwater harvesting 🟢 ARUA Scheme: Recharge from water bodies into underground aquifers 🟢 In Jajpur, 117 recharge shafts and 114 rooftop rainwater harvesting systems were created. 🟢 In Cuttack, government institutions and public facilities adopted rooftop harvesting and recharge structures. 🟢 The model links public infrastructure, educational institutions, local water bodies and community participation. #goverment_schemes Join https://t.me/PIB_UPSC https://t.me/upsc_government_scheme

🔆 Temperature Shocks Could Aid Drug Delivery 📍 Why in News? 🟢 Scientists at Raman Research Institute (RRI) found that temperature shocks can make jammed materials temporarily flow by erasing memory imprints, with potential applications in drug delivery. 📍 What are Jammed Systems? 🟢 In densely packed materials, particles cannot move freely, producing a jammed/glass-like state. 🟢 These systems can retain a memory of the path through which they reached a particular state. 🟢 Structural recovery is the process through which such systems rearrange towards a minimum-energy configuration. 📍 The Study 🟢 Researchers used microgel particles, which can absorb 300–500 times their weight in water. 🟢 The system showed asymmetric behaviour during heating and cooling, demonstrating its path-dependent nature. 🟢 A sudden change in temperature rate (thermal shock) caused particle rearrangement, temporarily making the jammed system liquid-like and reducing its memory. 📍 Significance for Drug Delivery 🟢 Microgels can swell at lower temperatures and hold drugs. 🟢 Above about 34°C, they can collapse and release the medicine. 🟢 Better control over structural recovery could help achieve controlled and targeted drug delivery, potentially reducing side effects. 📍 Other Applications 🟢 Absorbent materials such as diapers 🟢 Temperature-responsive medical coatings 🟢 Materials that mimic biological systems 📍 Future Research 🟢 Researchers will examine how mechanical shocks influence jammed systems and compare them with thermal shocks. 📍 About RRI 🟢 Raman Research Institute is an autonomous institute under the Department of Science & Technology (DST). 📍 UPSC Mains Question “Smart materials that respond to external stimuli have significant applications in healthcare. 🔆 Districts as Export Hubs (DEH) Initiative 📍 Why in News? 🟢 The PIB has highlighted the Districts as Export Hubs (DEH) Initiative, which aims to transform every district into a centre of export planning and connect local products and producers with global markets. 📍 What is DEH? 🟢 A district-led export promotion framework under the Department of Commerce, implemented through the Directorate General of Foreign Trade (DGFT). 🟢 It builds upon the One District One Product (ODOP) approach but goes beyond promoting a single product. 🟢 Each district is treated as a unit of export planning, focusing on products and services with export potential, logistics, quality standards, market access and exporter capacity. 🟢 As of January 2026, the initiative covered over 770 districts. 📍 Why is a district-led export strategy needed? 🟢 India’s export activity has traditionally remained concentrated in major industrial clusters and port cities. 🟢 Many districts possess unique products—such as Bastar iron craft, Jalgaon bananas and Meghalaya Mandarin oranges—but lack adequate access to global markets. 🟢 India’s total exports of goods and services reached $825.25 billion in 2024-25 and were estimated at $863.11 billion in 2025-26, underlining the need to broaden the export base. 📍 From ODOP to DEH 🟢 ODOP focuses on identifying, branding and promoting distinctive district products. 🟢 DEH expands this into a broader export ecosystem by addressing export competitiveness, infrastructure, logistics, standards and market access. 🟢 Thus, DEH shifts the focus from product promotion → comprehensive export ecosystem development. 📍 Institutional Architecture 🟢 Department of Commerce: Overall policy direction. 🟢 DGFT: Implementation, stakeholder coordination and monitoring. 🟢 State Export Promotion Committees (SEPCs): Ensure convergence across State departments. 🟢 District Export Promotion Committees (DEPCs): Identify export opportunities, resolve local bottlenecks and coordinate stakeholders. 🟢 District Export Action Plans (DEAPs): Map export potential, assess infrastructure and logistics, identify bottlenecks and recommend interventions. 🟢 As of March 2026, draft DEAPs had been prepared for 590 districts, with 249 formally adopted. 📍 How does DEH strengthen export ecosystems? 🟢 Product mapping: Identifies GI-tagged products, agricultural clusters, toy clusters, engineering goods and other district-specific strengths. 🟢 Global standards: Supports awareness and capacity-building for testing, certification, packaging and branding. 🟢 Digital exports: Partnerships with platforms such as Amazon, Shiprocket and DHL expand market access, while Dak Ghar Niryat Kendras support low-cost documentation, packaging and small consignments. 🟢 Capacity building: Training by DGFT and district administrations covers export procedures, logistics and regulatory compliance. 🟢 Institutional partnerships: Organisations such as ECGC, FIEO, EPCH, India Post and EXIM Bank support the ecosystem. 📍 Recent Push 🟢 From 1 June 2026, DEH has adopted a focused and phased, outcome-oriented approach. 🟢 The first phase covers districts across 27 States and Union Territories, supported by 24 DGFT Regional Authorities and 11 partner agencies. 🟢 Key outcomes include new exporter registrations, higher export value, leveraging GI products and strengthening MSME clusters. 📍 Significance 🟢 Inclusive growth: Spreads export opportunities beyond major cities and industrial hubs. 🟢 MSME development: Connects local enterprises to international markets. 🟢 Employment generation: Strengthens grassroots manufacturing and services. 🟢 Balanced regional development: Converts local comparative advantages into economic opportunities. 🟢 Export diversification: Reduces over-concentration in a few products and locations. 🟢 Supports India’s journey towards the $1 trillion export ambition.
