🔆 Emergency Credit Line Guarantee Scheme (ECLGS) 5.0 📍 Why in News? 🟢 The Government approved ECLGS 5.0 on 5 May 2026 to provide government-backed credit support to businesses affected by external economic disruptions. 🟢 The scheme is implemented by the National Credit Guarantee Trustee Company (NCGTC) and aims to facilitate additional credit flow of up to ₹2.55 lakh crore. 📍 What is ECLGS? 🟢 ECLGS was launched in 2020 under the Aatmanirbhar Bharat Package to address financial stress caused by COVID-19. 🟢 It enabled lending institutions to provide additional credit backed by Government guarantees, reducing lenders’ credit risk. 🟢 From ECLGS 1.0–4.0, 1.19 crore guarantees amounting to ₹3.68 lakh crore were issued before the earlier schemes concluded on 31 March 2023. 📍 Key Features of ECLGS 5.0 🟢 Coverage: • MSMEs across all sectors • Eligible non-MSME business borrowersScheduled passenger airline companies 🟢 Validity: Operational until 31 March 2027, or until guarantees worth ₹2.55 lakh crore are issued, whichever is earlier. 🟢 Guarantee coverage:MSMEs — 100%Eligible non-MSMEs — 90%Scheduled passenger airlines — 90%No guarantee fee is payable by Member Lending Institutions. 🟢 Additional credit for MSMEs/non-MSMEs: Up to 20% of peak fund-based working-capital outstanding during Q4 of FY 2025–26, subject to a ceiling of ₹100 crore per borrower. 🟢 Interest rate: • MSMEs — based on EBLR • Eligible non-MSMEs — based on MCLR • Lending institutions can charge up to 0.75% above the benchmark, subject to an overall ceiling of 9% p.a. • Eligible NBFC lending — maximum 13% p.a. 🔆 Decentralised Grain Storage Plan in Cooperative Sector 📍 Why in News? 🟢 The Ministry of Cooperation highlighted the progress of the Decentralised Grain Storage Plan, launched as a pilot in May 2023. 🟢 By July 2026, godowns had been completed in 313 PACS, creating over 1.80 lakh metric tonnes (LMT) of storage capacity. 📍 Why does India need decentralised storage? 🟢 India’s foodgrain production is estimated at 376.563 million tonnes in 2025-26, while the National Food Security Act, 2013 covers around 80 crore people. 🟢 Storage closer to production centres can: 🟢 Reduce post-harvest losses and wastage 🟢 Lower transportation costs 🟢 Reduce distress sales by giving farmers flexibility to store produce 🟢 Improve procurement, distribution and food security 📍 What is the Plan? 🟢 A cooperative-led initiative to create integrated infrastructure at the Primary Agricultural Credit Society (PACS) level. 🟢 It links storage, processing, procurement and distribution closer to agricultural production centres. 🟢 It began with pilot projects in 11 PACS across 11 States, creating 9,750 MT of capacity. 📍 What infrastructure can PACS create? 🟢 Godowns and silo-based storage of 50 MT, 100 MT and 200 MT 🟢 Custom Hiring Centres for agricultural machinery 🟢 Primary processing units for cleaning, sorting and drying 🟢 Procurement centres for State agencies and FCI 🟢 Fair Price Shops and local distribution facilities 🟢 Thus, PACS are envisioned as integrated rural service hubs, rather than merely credit institutions. 📍 Convergence-Based Model The Plan does not operate as an isolated scheme. It converges existing programmes: 🟢 Agriculture Infrastructure Fund (AIF): Financing and interest subvention for post-harvest infrastructure 🟢 Agricultural Marketing Infrastructure (AMI): Capital subsidy for storage infrastructure 🟢 Sub-Mission on Agricultural Mechanization (SMAM): Custom Hiring Centres and machinery access 🟢 PMFME Scheme: Promotion of micro food-processing units 📍 Implementation Architecture 🟢 NCDC is the implementing agency 🟢 Inter-Ministerial Committee (IMC): Overall monitoring 🟢 National Level Coordination Committee (NLCC): Operational coordination 🟢 State and District Cooperative Development Committees: Implementation and coordination 🟢 PACS are identified under the Margdarshika/SOP, based on local storage demand. 📍 Making Projects Financially Viable 🟢 AMI subsidy enhanced from 25% to 33.33% 🟢 Margin money requirement reduced from 20% to 10% 🟢 NABARD refinance and AIF interest subvention reduce the effective interest rate for eligible PACS projects to 1% 🟢 FCI can provide assured hiring of eligible godowns, improving commercial viability. 📍 Case Study: Nerpingalai PACS, Maharashtra 🟢 Constructed a 3,000 MT warehouse 🟢 Around 300 farmers are storing nearly 32,000 bags of soybean 🟢 About ₹4.5 crore in advances has been provided against stored produce, reducing farmers’ dependence on distress sales 🟢 Demonstrates how storage can improve both farmer liquidity and PACS’ income base. 🔆 Geothermal Energy: A New Chapter in India’s Clean Energy Journey 📍 Why in News? 🟢 India’s first two geothermal wells were commissioned at Puga Valley, Ladakh, in July 2026. The 1,000-metre-deep wells will support reservoir evaluation and pave the way for a 1 MW demonstration geothermal power project. 📍 What is Geothermal Energy? 🟢 It is energy derived from the Earth’s internal heat, generated by radioactive decay and residual heat from the planet’s formation. 🟢 It can be used for electricity generation as well as direct heating and cooling applications. 🟢 Unlike solar and wind, geothermal energy is weather-independent and available round the clock. 📍 India’s Geothermal Potential 🟢 381 hot springs mapped by the Geological Survey of India. 🟢 10 geothermal provinces identified across the country. 🟢 Theoretical geothermal potential of nearly 10.6 GW (10,600 MW). 🟢 42 sites identified as promising for power generation and direct heat use. 📍 National Policy on Geothermal Energy, 2025 🟢 Notified in September 2025, with MNRE as the nodal ministry. 🟢 Focuses on exploration, drilling, reservoir management and direct-use applications. 🟢 Supports Ground Source Heat Pumps, geothermal data repositories, pilot projects and Centres of Excellence. 🟢 Also enables the possible repurposing of abandoned oil and gas wells for geothermal use. 📍 Why is it important for India? 🟢 Provides clean, indigenous and round-the-clock energy. 🟢 Can diversify India’s renewable energy mix and reduce fossil-fuel dependence. 🟢 Has applications beyond power generation—in heating, cooling, agriculture, aquaculture and geo-tourism. 🟢 Can contribute to India’s Net Zero by 2070 pathway. #Environment
