The Senate vote today was on a different text than yesterday's. Yesterday's text: "directs the President to remove the United States Armed Forces from hostilities against the Islamic Republic of Iran... unless explicitly authorized by a declaration of war or specific congressional authorization for the use of military force against Iran." This means any future attack on Iran without congressional approval is illegal. Today's text was about the immediate return of U.S. armed forces from areas surrounding Iran. In other words, yesterday's text concerned Trump's need for congressional approval for a future attack, while today's text concerned the immediate return of forces, whether or not an attack takes place. Today's text was introduced for the first time by Senator Tim Kaine. If passed in the Senate, it would also need to be approved by the House of Representatives. Yesterday's text had already passed the House of Representatives several weeks ago, is finalized, and cannot be vetoed by Trump. Yesterday's text was passed with 50 votes in favor to 48 against. Today's vote was 50 to 47. Following yesterday's embarrassment, Trump pressured a number of Republican senators to at least vote against today's text, which could have had an immediate effect during the ceasefire.
