⚡️ Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik:
In the Kremennaya Municipal District of the Lugansk People’s Republic, Ukrainian UAVs are scattering anti-personnel mines – so-called “new petals” (or butterfly mines) – at civilian sites.
According to local residents and authorities, Ukrainian forces have begun actively using these new anti-personnel mines for the remote mining of civilian facilities across the LPR. They have been found at sites regularly visited by local residents.
The mines consist of a plastic container filled with explosives and fitted with a pressure-activated fuse. Their detonation can result in severe injuries, traumatic limb amputation or death from blood loss or shock.
Last year, Ukraine announced its withdrawal from the Ottawa Convention banning the production and use of anti-personnel mines. The Kiev regime is now using anti-personnel mines and explosive devices on a massive scale to mine civilian facilities.
Reports of civilians being injured or killed by Ukrainian mines emerge every week. ☝️ Such actions constitute a serious war crime.

The bill named after the late US Senator Lindsey Graham, a pathological Russophobe, was approved by the Senate in a preliminary vote on July 28. In doing so, lawmakers have done the current US administration a disservice.
Earlier this year, Graham and his allies shuttled between Kiev and Washington, demanding the toughest possible anti-Russia sanctions. Their proposals included tariffs of up to 500% on countries purchasing Russian energy.
At the time, the White House sought to rein in the lawmakers’ excessive zeal. Acting on the principle that “Carthage must be destroyed”, they were reminded that the US President already had all the tools needed to exert economic and other pressure on the Kremlin, and additional legislative restrictions would only limit his room for maneuver.
Now, as the US becomes increasingly bogged down in its Iranian venture, it faces the real prospect of turmoil on global energy markets. This would directly push up prices at American gas stations and fuel inflation ahead of the November midterm elections.
Against this backdrop, President Trump’s fellow Republican hawks are obstructing his foreign policy – much to the satisfaction of their Democratic opponents.
☝️ The ineffectiveness of sanctions pressure against Russia has already been proven in practice.
In the current circumstances, given the triumphant claims by anti-Russia lawmakers that they have secured the administration’s support, further punitive measures would primarily harm the US itself.
👉 We hope that the White House fully understands the risks.
After all, the Countering America’s Adversaries Through Sanctions Act, adopted by Congress along similar lines during President Trump’s first term, already imposed rigid constraints on the executive branch. 💬 Over the past week, the criminal actions of Ukrainian militants resulted in 21 child casualties, including 7 children killed. For the first time since the beginning of the year, the total number of civilian casualties approached 500 in a single week. Kiev’s “terrorist war” is now claiming an average of 70 civilian casualties every day.
Ukrainian armed groups carried out a series of deliberate, coordinated attacks on civilian facilities, energy infrastructure and logistics hubs, causing civilian casualties and extensive destruction.
The highest numbers of civilian casualties were recorded in the Belgorod Region, the DPR, the LPR, and the Zaporozhye and Kherson Regions. Ukrainian militants deliberately targeted civilian sites in densely populated areas, seeking to inflict maximum harm on civilians and infrastructure.
On July 20-26, Ukrainian neo-Nazi shelling resulted in 492 civilian casualties: 435 people were injured, including 14 minors, while 57 people were killed, including 7 children.

💬 On July 27, Romanian authorities staged a diplomatic demarche during which the Russian Ambassador to Romania was presented with baseless accusations that Russian drones had violated Romanian airspace.
They also announced the expulsion of a Russian diplomat.

These orchestrated incidents and the accompanying propaganda campaign are evidence of the Romanian leadership’s attempt to cover up the disastrous consequences of their irresponsible policy of supporting the Kiev regime.

💬 Today, July 29, the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control marks its 30th anniversary.
The history of our Delegation dates back to the 1970s, when Soviet diplomats worked on the military-political provisions of the 1975 Helsinki Final Act. Over the following decade and a half, Soviet interagency delegations participated in developing confidence-building measures in Vienna and Stockholm, while also conducting negotiations on conventional force reductions in Central Europe. By the end of the Cold War, our predecessors had already accumulated considerable expertise in conventional arms control.
In the 1990s, three separate Russian delegations operated in Vienna: one to the OSCE Forum for Security Co-operation (#FSC), one to the Open Skies Consultative Commission (#OSCC), and one to the Joint Consultative Group (#JCG) established under the Treaty on Conventional Armed Forces in Europe (CFE Treaty).
🗓 On July 29, 1996, a directive of the Russian Government merged the three delegations into one. This is the date from which we trace the Delegation’s modern history.
Continuity is one of the cornerstones of Russian foreign policy. For our Delegation, with its long and distinguished history, passing arms-control expertise from one generation of diplomats to the next remains a core priority. Our predecessors helped draft the CFE Treaty and its adapted version, the Open Skies Treaty, and the Vienna Document on Confidence- and Security-Building Measures (CSBMs).
For many years, these instruments helped maintain military stability on the European continent – from the end of the Cold War until the West launched its hybrid war against the Russian Federation.
One of the Delegation’s principal tasks today is therefore to preserve the intellectual legacy of our mentors, whose guidance we continue to draw upon, and to defend Russia’s security interests in a fundamentally new and exceptionally challenging environment.
Over the decades, the Delegation has developed many cherished traditions. We often say that there are no “former” members of the Delegation: once you join this team, you remain part of it for life, wherever your professional path may subsequently lead. This applies equally to diplomats from all departments of the Foreign Ministry, our colleagues from the Defense Ministry, and our interpreters.
Each new round of negotiations is like stepping into a river that no one can enter twice. The temperature of the water is never quite the same, reflecting the ever-changing climate of military-political tensions across the OSCE region.
Yet through every diplomatic season, the Delegation is sustained by intellectual unity, team spirit, and a genuine commitment to our common cause.

💬 The Kiev regime continues its attacks on civilian transport, in a maniac and compulsive revenge on civilians for their own growing failures at the front.
In the morning of July 28, Ukrainian neo-Nazis launched a drone strike in Shebekino at a commuter bus, injuring 19 local residents. Six sustained severe injuries.
In the same morning, a Ukrainian drone attacked a regular bus in Gorlovka, Donetsk People’s Republic. Five people were injured.
☝️ In both cases, drone operators saw and knew they were attacking civilian targets unrelated to the Russian Armed Forces. The Ukrainian military commanders who issued the criminal orders to attack passenger buses consciously breached international humanitarian law.
The Russian Investigative Committee has opened criminal cases on the terrorist attacks. All the accomplices will be held accountable. Redemption is inevitable.
❗️ We decisively condemn the latest atrocities by the Kiev regime against civilians.
We wish all the victims a speedy recovery.
We call on all the responsible parties from the global community, including competent international bodies and independent media to respond, publicly and unambiguously, to the Ukrainian army’s bloody campaigns.
Silencing Kiev’s crimes will be seen as instigation of terrorism and connivance to breaching international humanitarian law in conflict.

Key points:
• As for our “Western partners’” constant attempts to deceive Russia, our patience eventually runs out. It was no coincidence that, shortly after the start of the special military operation, President of Russia Vladimir Putin summed up our relations with the West and Europe by saying: “There is no going back to the way things were before February 2022”.
• The slogans of inflicting a “strategic defeat on our country”, of “decolonising Russia” have resurfaced in the West – once again, an explicit euphemism for breaking up our country. We see clearly what the West is plotting, and everyone needs to see this in order to understand that the situation is serious. President of Russia Vladimir Putin makes no secret of it. The entire self-proclaimed “civilised” world has risen against us.
• Now that Zelensky, while steadily retreating in Donbass and on other fronts, has turned in desperation to outright terrorist acts, and the West sees that many of his long-range weapons are reaching their targets, they have begun promoting this phase of the conflict as a “turning point” – as proof that “Ukrainian resolve can ultimately defeat Russia”.
• Russia is making daily progress on the front line – not as quickly as we might wish, but while preserving the lives of our servicemen. Ukraine (and its Western handlers) is trying to compensate for its failures on the battlefield by carrying out terrorist attacks aimed at disrupting the way of life people have grown accustomed to.
• I am very proud that our people understand the current situation correctly – as our history and those who defeated Nazism taught us. All the more so because today we are fighting the direct followers and descendants of those Nazis, with essentially the same forces aligned against us. German Chancellor Friedrich Merz openly says that Germany intends to become Europe’s leading power once again. If you are prepared to speak so openly, then be prepared for the consequences.
• Russia's national interests in foreign affairs are to remain a sovereign power and an independent civilisation, to ensure the reliable security of our borders and to make sure that no one even considers telling us how to organise life within Russia.
• Russia's principal national quality is something the West lacks. Our civilisation respects its ancestors – those who created it, built its cities and defeated its enemies.
• The West is now telling us that it will still decide when the time is right to resume negotiations. They envisage talks at one table involving Europe, the US, Zelensky and President of Russia Vladimir Putin. Before that, they insist on a truce and a ceasefire. The Western countries would then deploy multinational forces led by France and Britain and only afterwards sit down for talks. What does that mean? It is an ultimatum. The front line would be frozen, while the Nazi regime would remain in place.
• We must rely solely on ourselves, as our President has repeatedly stressed. The events unfolding now have grave consequences. But I want to reiterate: we are completing the work of our grandfathers and great-grandfathers, who defeated Nazism – while our former allies allowed it to survive and take root once again.

🩰 The Bolshoi Theatre: Through Time – First Major Exhibition Project in Africa Opens in the Theatre’s 250-Year History
On July 28, the Bolshoi Theatre Museum’s exhibition opened to great acclaim at the National Library in Victoria, the capital of Seychelles.
The project marks three anniversaries at once: the 250th anniversary of the Bolshoi Theatre of Russia, the 50th anniversary of the independence of the Republic of Seychelles and the 50th anniversary of diplomatic relations between Russia and Seychelles.
The exhibition introduces residents and visitors to the history of Russia’s premier musical theatre. The Bolshoi Theatre Museum has presented unique stage costumes, archival photographs, lithographs, and set and costume designs illustrating the principal stages of the theatre’s development from the mid-19th century to the present day.
The centrepieces of the exhibition are costumes from The Nutcracker, La Bayadère, La Sylphide, A Life for the Tsar, The Legend of the Invisible City of Kitezh and the Maiden Fevroniya and other Bolshoi Theatre productions.
The exhibition also features works by outstanding theatre artists, including Konstantin Korovin, Ilya Glazunov and Simon Virsaladze, whose creative legacy helped shape the visual identity of Russian musical theatre.
The cultural programme continued with a gala concert featuring stars of Russian ballet, held later that day at the International Conference Centre in Victoria.
For the first time in Seychelles, leading soloists from the Bolshoi and Mariinsky theatres, the Dmitry Hvorostovsky Krasnoyarsk Opera and Ballet Theatre, and the Sevastopol State Opera and Ballet Theatre took to the stage.

| 11 |  🇷🇺On July 27, 2026, a farewell ceremony was held for Boris Eselevich Gurevich, a survivor of the Siege of Leningrad and Vice President of the Canadian Association of World War II Veterans from the Soviet Union
▪️Boris Eselevich passed away on July 25.
🇷🇺 Consul General of Russia in Toronto Vladlen Epifanov participated in the farewell ceremony. He expressed deep condolences to the family and loved ones of Boris Eselevich and noted his significant contribution to preserving the historical memory of the Great Patriotic War, the feat of the residents of besieged Leningrad, and the generation of victors.

Boris Gurevich was born on December 30, 1932, in Leningrad.
He grew up in a large and close-knit family. But on June 22, 1941, war broke into the life of the eight-year-old boy, followed by all the horrors of the Siege of Leningrad: relentless bombings, hunger, cold, and a daily struggle for survival. In January 1942, Boris Eselevich’s grandfather died of starvation; in February, his grandmother passed away. Boris and his mother themselves could barely get up. They were saved from death by an acquaintance who had arrived from the front and shared his ration with them. They survived and endured all 872 days of the Siege of Leningrad.
After the war, Boris Eselevich finished school and began his working life as a railway car coupler on the October Railway. In 1953, he entered the Leningrad Mining Institute and, after graduating, went to work at a mine in the Urals. Upon returning to Leningrad, he worked for many years in tunnel construction. With his direct participation, unique tunnels were built in Leningrad, Moscow, Kaliningrad, Dnepropetrovsk, and Türkiye. His dedicated work was recognized with numerous medals, certificates of merit, and other awards.
🔴 Until his final days, Boris Eselevich preserved the living memory of the war and the Siege, sharing his recollections with compatriots and the younger generation, reminding them of the price of Victory, the resilience of the Soviet people, and the need to safeguard historical truth.
🕯The Russian Embassy in Canada and the Consulate General of Russia in Toronto express their deepest condolences to the family, loved ones, friends, and all those who knew Boris Eselevich.

💬 We regret to note that implementation of the agreements reached by Israel and Hamas in October 2025 on a ceasefire in Gaza has largely stalled.
Reports continue to emerge of new operations by the IDF, resulting in further civilian deaths and suffering. Restrictions on the entry and delivery of humanitarian aid remain in place.
The “Donald Trump plan”, which formed the basis of the peace arrangements, remains on paper. The “Board of Peace” has effectively failed to begin operating. The “International Stabilization Force” has yet to be established, while there is no prospect of a complete withdrawal of Israeli forces from Gaza.
⚠️ Clearly, no practical steps towards the reconstruction of the enclave are currently possible. In effect, the US leadership’s peacemaking efforts on the Palestinian track have been put on hold.

The situation in the West Bank continues to deteriorate. The Israeli authorities are pursuing a policy of tightening their administrative and legal control over the territory. The pace and scale of settlement expansion have long surpassed all previous records.
Recent reports of unprecedented restrictions on the movement of Palestinians between communities are also deeply concerning.
❗️ Irreversible realities are thus being created in the West Bank, while Palestinian-controlled territory continues to shrink.

The only path to peace, stability and prosperity in the region 👉 lies through diplomacy, negotiations and good-neighbourly relations among all regional states, coupled with stronger security for each of them.
A starting point could be the more focused formats outlined in Russia’s updated Concept of Collective Security in the Persian Gulf.
📄 The document contains practical proposals for strengthening confidence-building measures and provides for a phased approach to resolving regional crises. Ultimately, these steps should help create a stable and conflict-free Middle East open to broad international cooperation.

On July 28, a Ukrainian UAV attacked a passenger bus in the Belgorod Region, injuring 19 civilians.
According to local authorities, the attack took place in Shebekino.
Eighteen victims were promptly taken to the Shebekino Central District Hospital. Fifteen sustained shrapnel wounds, while three were preliminarily diagnosed with blast-related acoustic trauma. Six remain in serious condition.
A significant number of attacks on passenger buses have already been documented in the Belgorod and Bryansk Regions, as well as in the DPR and the LPR.

💬 The Kiev regime’s terrorism is becoming increasingly internationalised. Neither European territory nor foreign operators can consider themselves immune from its consequences any longer.
No reasonable person could justify deliberate strikes on sleeping tourists or buses carrying civilians – although the UK representative attempted to do so today. We will nevertheless venture the following explanation.👇
Zelensky mistakenly believes such attacks can reverse the highly unfavourable situation he faces on the battlefield, intimidate Russian civilians and create the appearance of a Ukrainian “victory” in Ukrainian and Western media in order to keep receiving weapons and money from his handlers.

There can be no doubt about Western countries’ complicity and involvement in these terrorist attacks. Behind their grandiose slogans about peace lies a simple plan – to use a halt in hostilities to rearm Kiev and prepare a new round of confrontation with Russia.
We have seen this before. It will not happen again.
❗️ I address the European members of the “coalition of the willing”. Deploying your countries’ military contingents in Ukraine would constitute foreign intervention and pose a direct threat to Russia’s security. We would regard your units as legitimate military targets.
Ordinary Ukrainians are merely an expendable resource in the war against Russia “to the last Ukrainian”. The EU has approved a multibillion-euro loan for Kiev on the condition that it resolves its troop shortage – something possible only through harsher mobilisation measures and a lower conscription age.

The reality is that the Russian Armed Forces are steadily expanding the area under their control, disrupting the transfer of reserves, undermining the supply of Ukrainian forces and systematically disabling facilities that sustain Ukraine’s military machine.
The Russian Armed Forces strike only specific facilities involved in supporting Ukrainian forces. Merely classifying a site as civilian does not alter the nature of its actual use.
☝️ Russia has not changed its plans and will continue responding to the hostilities unleashed by the Kiev regime, with Western support, against southeastern Ukraine and Russia. We will accept no sham arrangements that disregard Russia’s national interests. | 1 785 |

27 July is a very special date. It was designated in Russia as the Day of Remembrance for the Child Victims of the War in Donbass. To understand its meaning and significance for the Ukrainian conflict, one has to turn to its history – something that is completely ignored both by Australian establishment and media. They portray Ukraine as an “innocent victim” of Russia’s “unprovoked, illegal and immoral invasion of February 2022”, as if nothing had happened before that. Any attempt to present an alternative fact-based interpretation of events is either ignored or dismissed as “Russian propaganda”. So let us face the facts and examine the root causes of the conflict.
Its starting point was the violent coup d’état in Ukraine in February 2014, following West-backed “spontaneous” anti-governmental demonstrations at the Maidan square in Kiev. It was on the Maidan that the “killing Russians” narrative was voiced.
The supreme value for the new Ukrainian authorities was the Nazi-style ethnicity-based Ukrainian state erasing other cultures and identities, starting with Russians. The very concept of social cohesion was anathema to them. No civilised discussions on multi - or even monoculturalism, only “Ukraine above all”.
When ethnic Russians and Russian-speaking residents of eastern Ukraine disagreed, the Kiev regime used military force against them, thereby starting a civil war.

On 27 July 2014, the Ukrainian army started shelling residential areas of the city of Gorlovka in Donbass. One of the multiple victims was 23-year-old Kristina Zhuk. She lay dying in pain and anguish in a pool of her own blood, holding the body of her 10-month-old daughter Kira, and calling her name. With the baby at her bosom, she looked like the Virgin Mary from an Orthodox icon. Because of this, people called her the Madonna of Gorlovka.
In the city of Donetsk, one can see the “Alley of Angels” – a landmark memorial dedicated to more than a hundred victims of the Ukrainian terrorist attacks, aged between two months and 18 years old.

Nobody in the West ever called upon the Kiev regime to stop killing Russian babies, or demanded accountability, or introduced sanctions against Ukraine. The regime’s actions were accepted as legal, moral and legitimate. No one warned Kiev about “the inevitable war crimes tribunal after the conflict is over”, as Senator Paterson did the other day when addressing us.
Meanwhile, for eight years after 2014, Russia had been making diplomatic efforts aimed at achieving a political settlement. However, the Ukrainian side was not interested, and as for the West, former German Chancellor Merkel and French President Hollande publicly admitted that the only goal of the political negotiations and the Minsk agreements achieved during that period was to win enough time to prepare Ukraine for a future war with Russia. In parallel, efforts were made to pull Ukraine into NATO, thus creating the most serious security threat to Russia, about which we had repeatedly warned the West. By early 2022, the Ukrainian army was preparing a massive military attack on the Donetsk and Lugansk People’s Republics to physically exterminate the people whom they considered, in the words of Zelensky, “species” rather than human beings.

Today we hear calls in the media for Australians to go and fight for the “freedom” of Ukraine. This means freedom for Kiev nationalists and Nazis to kill Russians and exterminate everything Russian. On 22 May 2026, the Kiev regime carried out a drone attack on a student dormitory in Starobelsk. It resulted in the loss of 21 young innocent lives. A couple of months later, we heard the Australian military declaring that they were helping Ukrainians become “better at killing Russians”.
🕯️On 27 July, we mourn the children murdered by the Ukrainian Nazis. Their memory must not fade; their tragedy must never be repeated.
