💬 Vladimir Putin: Cambodia is our long-standing friend and partner. This May, we marked the 70th anniversary of diplomatic relations.
As is well known, our country assisted Cambodia in building its statehood. With the assistance of the Soviet Union, a major hospital and a technological institute were built in Cambodia, while energy, agricultural, telecommunications, maritime and transport infrastructure facilities were put into operation. Many of these facilities continue to serve the Cambodian people to this day.
🤝 Today, Russia-Cambodia relations continue to develop steadily. Last year, bilateral trade increased by 2%. Of course, this is a modest figure and it does not reflect the potential we have. The governments of our countries are working to intensify trade and investment ties.
We are interested in expanding contacts between the business communities of our two countries. In November 2025, representatives of major Russian companies visited Cambodia, including AvtoVAZ, GAZ, KAMAZ, Miratorg and others.
A Cambodian delegation took part in the St Petersburg International Economic Forum held on June 3-6. We invite your companies to participate in the Eastern Economic Forum in Vladivostok on September 1-4 and in Russian Energy Week in Moscow this October.
Cooperation between our countries in culture and humanitarian affairs is also gaining momentum. In March, the Days of Russian Culture were successfully held in Phnom Penh.
🎓 We continue to assist Cambodia in personnel training. More than 8,000 citizens of your country have already received higher education in Russia. Currently, around 160 Cambodian students are studying here, and another 63 scholarships have been allocated for the current academic year.
We have long-standing relations, as I have already said. The scope of our cooperation is expanding, and we are very pleased about this today.

I would like to congratulate Timor-Leste on becoming a full member of the Association. This will certainly help strengthen your country’s standing in global affairs.
🤝 Timor-Leste is a promising partner for Russia in the Asia-Pacific region. Next year, we will mark the 25th anniversary of diplomatic relations, which were established on the day your country officially declared its independence.
Russia took an active part in international assistance programmes for Timor-Leste, provided support through the World Food Programme, and sent civilian and police personnel to the UN Mission of Support in East Timor and the UN Integrated Mission.
We know that you personally played a major and important role in the formation of Timor-Leste’s statehood and were actively involved in the movement for Timor’s independence.
☝️ At this stage, a constructive political dialogue is developing between our countries, and we will continue to facilitate this process in every possible way.
Our Foreign Ministries also maintain regular contacts. The participation of a Timor-Leste delegation in the first International Security Forum in the Moscow Region proved useful, and we intend to continue this engagement going forward.
We are interested in developing partnership in various areas, above all energy, mineral resources development and tourism. We see opportunities to increase the still rather modest volume of bilateral trade.
We would welcome more active participation by Timor-Leste delegations in multilateral economic events in Russia, above all the St Petersburg International Economic Forum and the Eastern Economic Forum.
We are ready to develop humanitarian cooperation, including in science, education and professional training. In particular, we are ready to provide citizens of Timor-Leste with opportunities to study at Russian higher education institutions.

💬 Vladimir Putin: Thailand plays a key role in the Association as one of its founding members.
I would like to thank you for the warm congratulations on the occasion of Russia Day, which we received from the King of Thailand. I would also like to thank you personally for attending the reception hosted by the Russian Embassy to mark Russia Day and for taking part in these celebrations.
🤝 We are pleased that cooperation between our two countries is progressing in a constructive manner and steadily advancing in various areas – political, economic and humanitarian.
Our interstate ties have a rich history and traditions. As you yourself mentioned during our discussions, next year we will mark the 130th anniversary of diplomatic relations. They were established back in 1897.
📈 Bilateral trade remains steady, with volumes continuing to grow. In 2025, trade turnover increased by 2.3% to $1.72 billion. In January–March of this year, it grew by as much as 26%.
There is significant potential for mutually beneficial cooperation in energy, transport, logistics, agriculture and investment. Progress in these areas is to be facilitated by the Mixed Commission on Bilateral Cooperation, whose work can certainly be intensified.
The expansion of humanitarian contacts also serves the interests of the peoples of our countries. The 2024-2025 Cross Years of Cultural Exchanges and Tourism were held successfully. A number of major events took place, including performances by the Bolshoi Theatre in Bangkok and the Royal Symphony Orchestra in Russia.
The world-famous Russian Seasons also became a landmark event, with their opening ceremony held in Bangkok in February.
Tourist exchanges are developing dynamically. In 2025, Thailand was visited by almost 2 million Russian citizens, while since the beginning of 2026, the figure has already reached around 850,000.
Today, we have a good opportunity to review current issues on the Russia-Thailand agenda and outline new priorities.

I am very pleased to welcome you once again, Comrade Le Minh Hung, and to thank you for your active participation in the summit marking the 35th anniversary of Russia-ASEAN relations.
I believe the summit was highly productive. It provided an opportunity not only to underscore the important and constructive role of the strategic partnership between Russia and ASEAN in global affairs, but also to identify practical priorities for our future cooperation.
🇷🇺🇻🇳 Vietnam is a longstanding and reliable partner of Russia – and more than that, a true ally. The comprehensive strategic partnership between our two countries is built on strong traditions of friendship, trust, and mutual support.
I warmly recall my meeting with Comrade To Lam in Moscow last May. I received his greetings on the occasion of Russia Day and would be grateful if you convey to him my sincere appreciation.
This year, we have already held meetings with Vietnam’s Foreign Minister Le Hoai Trung and, in March, with your predecessor, Prime Minister Pham Minh Chinh. We are confident that with your appointment to the position of Prime Minister of Vietnam, the new Cabinet will continue its close and productive cooperation with Russian colleagues.
Last year, trade increased by nearly six percent – 5.7–5.8 percent, exceeding US$6 billion, and this positive trend has continued this year. The Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation is making an important contribution to this progress.
Energy remains one of the key pillars of our partnership. Russian companies, including Rosatom, Gazprom, and Zarubezhneft, are actively operating in Vietnam. Education and science have also held a special place in our relations since Soviet times. Over the years, Russia has trained tens of thousands of Vietnamese specialists, creating a large community of friends of Russia in Vietnam. We deeply value these people-to-people ties and are confident that they will continue to develop.
Our countries share similar approaches to many pressing international issues. We maintain constructive cooperation within multilateral frameworks, including the United Nations and #BRICS. Following today’s successful summit with our ASEAN colleagues, we have an excellent opportunity to discuss the key areas of practical cooperation between our countries.

💬 Vladimir Putin: The strategic areas of cooperation between Russia and ASEAN countries for the future are set out in the Kazan Declaration, approved following the Summit.
It particularly emphasises the commitment of all our states to forming a just and democratic #MultipolarWorld based on universally recognised principles of international law and the UN Charter.
The Russia-ASEAN Plan of Action has also been adopted. It contains specific measures to strengthen ties between our country and the Association in politics and security, trade and investment, as well as cultural and humanitarian areas.
I would like to note that many constructive ideas and useful practical considerations concerning the intensification of partnership in the economic sphere were voiced during the Summit.
The participants spoke in favour of a qualitative and quantitative increase in mutual trade, improving its structure and expanding mutual capital investment. To this end, it is important to switch to national currencies in financial settlements for commercial transactions, remove remaining trade barriers and simplify administrative procedures. All our countries have good opportunities for this. This also applies to diversifying commercial exchanges.
Russia proposes increasing exports to ASEAN states of products with high added value, including fertilisers and medicines. At the same time, we will, of course, continue supplying our Asian friends with much-needed food and energy resource
Our countries hold consultations on a regular basis on such pressing issues as combating terrorism, drug trafficking and organised crime, as well as the safe use of digital technologies.
Russia traditionally assists Southeast Asian countries in training national personnel. Currently, around 5,000 citizens from the countries of the region are studying at Russian universities, including with Russian state-funded scholarships. For more than 15 years, the ASEAN Centre at MGIMO University has made a significant contribution to strengthening academic ties.

☝️ We attach fundamental importance to the fact that all heads of delegations spoke in favour of maintaining close foreign policy coordination. Russia and ASEAN countries – as sovereign, independent and self-reliant states – pursue a course aimed at strengthening international cooperation, and respect all partners, their history, religion, development models and traditions. On many issues of the modern world, our positions are close or even coincide.
👉 This applies, in particular, to the situation around Iran. We unanimously welcomed the agreements reached by the Iranian and US Sides on ending the military conflict and working on the parameters of a future peace agreement. We believe that the fact that the document was signed by the Heads of State – Mr Trump and Mr Pezeshkian – also gives grounds to expect that this will be a serious document forming the basis for future agreements.
We expect the situation in the Middle East and the Persian Gulf to stabilise, which will have a favourable impact, among other things, on global energy and food markets.
I would also like to note that Russia will continue to provide all possible assistance to ASEAN states in their efforts to maintain peace and stability in Southeast Asia and, more broadly, to form a reliable, open and comprehensive security system and multidimensional cooperation throughout the Eurasian region, as well as to interlink various integration processes on the continent taking place within such associations as ASEAN, the Eurasian Economic Union and the Shanghai Cooperation Organisation.
🤝 I would like to stress once again: Russia sincerely seeks to build a multidimensional, genuine strategic partnership with Southeast Asian states, and we see the same commitment – to act together, hand in hand – among our Asian friends.

| 9 | 🇷🇺🇿🇦June 16, Russian Ambassador Roman Ambarov met with a delegation of the Young Guard of United Russia (#MGER), currently in South Africa on an official visit to participate in events marking Youth Day and the 50th anniversary of the Soweto Uprising.
During the meeting, the parties discussed prospects for expanding Russia–South Africa youth cooperation, strengthening people-to-people ties and implementing joint educational, cultural and humanitarian initiatives.
☝️Particular attention was paid to the Memorandum of Understanding signed between the MGER and the African National Congress Youth League (#ANCYL) at Chief Albert Luthuli House in Johannesburg. The agreement lays the groundwork for cooperation in youth exchanges, educational projects, entrepreneurship development and coordination at major international youth platforms.
Roman Ambarov welcomed the growing partnership between Russian and South African youth organisations and noted the important role of young people in fostering mutual understanding and strengthening the strategic relationship between the two countries.

1️⃣0️⃣0️⃣ years ago, in June 1926, Lenya Golikov – a pioneer hero, brigade scout of the 67th Detachment of the 4th Leningrad Partisan Brigade, and Hero of the Soviet Union – was born.
Before the Great Patriotic War began, Lenya completed seven years of school in his native village of Lukino (Russia's Novgorod Region), and worked at a plywood factory. The peaceful life of the Soviet teenager came to an end in August 1941, when the Nazi invaders reached Novgorod Region.
The young pioneer saw with his own eyes columns of German soldiers and armoured vehicles moving past his home, as the invaders brutally dealt with civilians and destroyed entire villages. In spring 1942, after his native area was liberated by the Red Army, 15-year-old Lenya voluntarily joined a partisan detachment and took the military oath.
As a scout, Lenya Golikov took part in dozens of highly dangerous operations. He carried out 27 combat missions, personally eliminated 78 German soldiers and officers, and blew up 9 vehicles carrying ammunition, 2 railway bridges and 12 road bridges.
🌟 A special place in his partisan combat record belongs to his feat on the Pskov – Luga highway. On August 13, 1942, Lenya and his comrades ambushed a vehicle carrying German Major General Richard Wirtz. Later, the following radiogram was sent to Leningrad, listing the trophies captured by Golikov:
“General Wirtz’s special identity document, issued for a trip to a meeting in Königsberg… A letter referring to the transport of mines, defective fuses for new mines and dissatisfaction with the engineering department… A driving permit, 74 photographs, 3 letters from his wife, general’s shoulder straps, a waist belt, two white tunics, a briefcase and a wallet…”
For this feat, Lenya was nominated for the title of Hero of the Soviet Union, but at the time was awarded the Order of the Red Banner.
🕯 On January 24, 1943, the young hero fought his last battle near the village of Ostraya Luka, about 100 km east of Pskov. Betrayed village elder Pykhov (convicted and executed for treason in 1944) – the partisan detachment was surrounded and almost completely destroyed by more than a hundred Nazi collaborators from Lithuanian auxiliary police units. Lenya Golikov would remain 16 forever.
By Decree of the Presidium of the Supreme Soviet of April 2, 1944, Leonid Golikov was posthumously awarded the title of Hero of the Soviet Union, with the Order of Lenin and the Gold Star Medal. His name was forever inscribed in the history of the All-Union Pioneer Organisation.

The memory of the young scout lives on today in the names of streets in Kaliningrad, Omsk, Donetsk, St Petersburg, Veliky Novgorod, Pskov, Okulovka, and the settlements of Pola, Parfino and others. Monuments and obelisks have been erected in his honour in Veliky Novgorod, Yoshkar-Ola, Yevpatoria, Moscow, Tolyatti, Ulyanovsk, and at the site of his death – the mass grave of Soviet partisans in Pskov Region.

| 11 | 💬 Russia's High Commissioner for Human Rights Yana Lantratova:
I have sent appeals to the UN High Commissioner for Human Rights Volker Turk, requesting an objective assessment of Ukrainian UAV strikes on civilian facilities.
On June 17, a drone attacked a passenger bus in Russia's Bryansk Region. There were 44 people on board, including 28 children – a football team from Gomel Region, Belarus. The children were travelling to Gelendzhik for a summer vacation.
The strike resulted in the death of the woman accompanying the team. Eight people were wounded, including six children.

I have also appealed in connection with the attacks on residential buildings in Oryol and Tula.
On June 14, Ukrainian UAVs struck an apartment building in Oryol. One person was killed. Nine people were wounded.
On June 15, residential buildings in Tula came under attack. Three people were killed and three were wounded. Among the injured was a one-year-old child.

We, the Heads of State and Government of the Russian Federation and the Member States of the Association of Southeast Asian Nations (#ASEAN), gathered on June 18, 2026 in Kazan, Russia, at the Kazan Summit to mark the 35th anniversary of the establishment of relations between the Russian Federation and ASEAN.

Hereby reaffirm our readiness to:
1. REAFFIRM our friendship, mutual trust and respect as well as a common vision for the peaceful, stable and secure future of the wider Asia-Pacific, the Indian Ocean, and Eurasia region;
2. PROMOTE our shared interests in ensuring that the open, inclusive and ASEAN-centred regional architecture continues to foster peace, security, stability and prosperity;
3. UPHOLD high-level engagements, including ASEAN-Russia Summits and ASEAN Post-Ministerial Conferences with the Russian Federation, which serve to further advance the ASEAN-Russia Strategic Partnership;
4. STRENGHTHEN dialogue on security matters to better address traditional and non-traditional security challenges;
5. PROMOTE closer cooperation and joint practical initiatives through ASEAN-led mechanisms, such as the East Asia Summit (#EAS), ASEAN Regional Forum (#ARF), the ASEAN Defence Ministers’ Meeting-Plus (#ADMMPlus) as well as the Expanded ASEAN Maritime Forum (#EAMF);
6. FOSTER maritime cooperation, as well as promote security, safety, and stability, peaceful resolution of disputes, freedom of navigation and overflight and unimpeded commercein accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (#UNCLOS); enhance research activities with regard to biodiversity and sustainable use of marine resources, address challenges such as sea piracy, armed robbery against ships and threats to critical underwater infrastructure (#CUI); and explore the possibility of establishing a dialogue mechanism;
7. STRENGTHEN regional biological safety and security aimed at preventing and reducing public health hazards caused by infectious diseases and pandemics, climate change, urbanization, ecological shifts and potential bioterrorism and to that end explore establishing a dialogue between ASEAN and Russia to facilitate coordination on tackling existing and potential biosecurity threats;
8. STRENGTHEN and support capacity-building and sharing best practices, as well as explore further cooperation on combatting transnational crimes, including those with the use of information and communication technologies (#ICTs), on the basis of mutual interest;
9. 💬 The Association of Southeast Asian Nations enjoys authority not only in the Asia-Pacific region, but also worldwide.
#ASEAN has stood the test of time, having built a system of interstate cooperation based on universally recognised norms of international law and mutual consideration of interests.
These are precisely the principles underpinning Russia’s relations with ASEAN. They constitute a strategic partnership which, amid geopolitical turbulence, serves as an important stabilising factor in the Asia-Pacific region and contributes to the formation of a balanced security architecture and equal, mutually beneficial cooperation.
Today, we are working according to the following agenda: an exchange of views on current regional and international issues, an assessment of the results of Russia-ASEAN cooperation over the past 35 years, and further areas, goals and objectives of the strategic partnership between Russia and the Association.
☝️ The results of our cooperation are evident:
- a solid legal framework for relations and an extensive network of joint mechanisms have been established;
- new dialogue platforms have been launched;
- the range of practical cooperation has expanded in such areas as countering new security challenges and threats, trade and investment, energy, agriculture, digitalisation, science and technology, tourism, and humanitarian contacts in general.

We welcome the agreement reached on ending the military conflict between the US and Iran, as formalised by the Presidents of the two countries – Donald Trump and Masoud Pezeshkian – in a remote format.
We note the firm mutual commitment demonstrated by Washington and Tehran to strictly comply with the terms of the signed Memorandum of Understanding.
We commend the energetic and effective efforts of Pakistani and Qatari mediators aimed at resolving the existing differences through negotiations.
In the sensitive and responsible period ahead, during which a comprehensive agreement is to be developed, 👉 it is extremely important that all parties involved in the armed confrontation clearly follow the Iran-US understandings reached and avoid any new dangerous escalation of tensions in the region, including in Lebanon.
☝️ We expect the establishment of peace to contribute to restoring trust in relations between the countries on both sides of the Persian Gulf.
The resumption of safe and unimpeded navigation through the Strait of Hormuz, as it had been carried out until February 28, will help reduce volatility on global energy and food markets, which primarily affects the interests of the most vulnerable countries.
Iran’s reaffirmation of its unwavering commitment to its obligations under the Treaty on the Non-Proliferation of Nuclear Weapons is the best response to any attacks and unfounded accusations against Tehran by those seeking to call into question its legitimate rights to develop and use nuclear energy for peaceful purposes.
From the very beginning of the unprovoked US-Israeli aggression against Iran, Russia gave it an objective and uncompromising assessment. Throughout the conflict, Russia maintained a responsible and principled position at the UN and other international platforms, and did everything in its power to reduce confrontation and facilitate a political settlement.
🤝 We express our readiness to continue providing substantial diplomatic support to efforts aimed at the sustainable and long-term stabilisation of the situation in the Middle East.
On May 30, we conveyed to our Arab and Iranian partners in the region the updated version of Russia’s Concept for Collective Security in the Persian Gulf Area, which provides for a phased movement towards unblocking conflict situations, the principle of equal and indivisible security, the development of confidence-building measures, and ensuring freedom of navigation in the Strait of Hormuz on the basis of international law.

💬 Vladimir Putin: I am very pleased to welcome you to Russia for the Summit marking the 35th anniversary of our country’s relations with ASEAN.
The first meeting between the Leaders of our countries in this format took place in Malaysia in 2005. Last year, your country chaired ASEAN, and we certainly value Malaysia’s support for the development of Russia’s strategic partnership with the Association.
Our countries also coordinate their actions in other international formats, including the #UN, #BRICS and the Organisation of Islamic Cooperation.
🤝 Malaysia is Russia’s long-standing and reliable partner in the Asia-Pacific region.
Our interaction has invariably been built on the principles of mutual respect and consideration for each other’s interests.
In 2027, we will mark the 60th anniversary of the establishment of diplomatic relations. We approach this date with extensive positive experience of mutually beneficial cooperation and a strong foundation for its further expansion.
Political dialogue has noticeably intensified. In May 2025, we met during your official visit. In August 2025, the Supreme Ruler of Malaysia, Sultan Ibrahim, paid the first state visit to Russia in the history of our bilateral relations.
In 2026, Sultan Ibrahim visited St Petersburg, and quite recently, in May, he came to Moscow for the celebrations marking the 81st anniversary of Victory in the Great Patriotic War. Taking this opportunity, I ask you to convey my best wishes to him.
☝️ Regular contacts are maintained between ministries and agencies, as well as through parliamentary channels. Practical cooperation is handled by the Intergovernmental Commission on Economic, Scientific, Technical and Cultural Cooperation.
Last year, trade between our countries grew by 12.9%. This is a good result.
We also attach great importance to joint work in education, science, technology, as well as the development of tourism and humanitarian ties.
Today’s conversation gives us a good opportunity to discuss priority issues on the broad agenda of Russia-Malaysia relations.
