🕯 July 27 marks the Day of Remembrance for the Child Victims of the War in Donbass.
Exactly 12 years ago, Ukrainian militants launched a barbaric attack on central Gorlovka using Grad MLRS. A photograph of local resident Kristina Zhuk holding her one-year-old daughter, killed in the attack, spread around the world – becoming a symbol of senseless cruelty and the terrible human cost of the war unleashed by the Kiev regime.
By painstakingly reconstructing the events, investigators from the Russian Investigative Committee established that the strike on residential areas was no accident. Investigators and forensic experts have gathered irrefutable evidence showing that attacks on Donbass civilian infrastructure were deliberate – evidence that now underpins criminal proceedings.
The results are already evident: dozens of guilty verdicts have been handed down against those who directed weapons at civilians. Everyone responsible – those who issued criminal orders and fired the weapons, supplied arms and provided target coordinates, trained personnel and turned a blind eye to the deaths of children – will face deserved and inevitable punishment.
Today, candles are being lit across Russian cities. Flowers and toys are being laid at memorials to the innocent victims, while white balloons are being released into the sky.

| 3 | 🇷🇺🇮🇷📞 On July 26, Foreign Minister of Russia Sergey Lavrov and Foreign Minister of Iran Abbas Araghchi had a telephone conversation at the initiative of the Iranian Side.
Sergey Lavrov expressed sincere condolences over the death of an Iranian sailor in a July 25 Ukrainian drone attack on the Iranian-owned dry cargo vessel Ana, which had departed Astrakhan carrying civilian cargo. The Russian Foreign Minister asked that words of support be conveyed to the victim’s family and wished the injured a speedy recovery.
Abbas Araghchi thanked the Astrakhan authorities for assisting the crew of the attacked vessel and stressed the need to prevent such reckless actions by the Kiev regime.
The Iranian Foreign Minister also briefed Sergey Lavrov on ongoing diplomatic efforts to de-escalate tensions in the Middle East resulting from the US attack on the Islamic Republic.

| 4 | 🕯 July 27 marks the Day of Remembrance for the Child Victims of the War in Donbass.
This tragic commemorative date was established in 2022 to honour the memory of the children whose lives were taken by the war launched by the Kiev regime in 2014.
Since 2014, Ukrainian militants have waged full-scale hostilities against civilians in the Donetsk and Lugansk People’s Republics.
Over these years, around 300 children have been killed and more than 1,000 injured.
Among the first child victims of the war in Donbass was 10-month-old Kira. She was killed together with her mother during the shelling of Gorlovka in the summer of 2014. Their story, known as the “Madonna of Gorlovka,” became a symbol of the tragedy endured by the civilian population of Donbass.
Each pair of children’s shoes in this memorial represents a life cut short far too soon.

💬 Today, our country honours its valiant Navy and all those who, across different eras and generations, have forged its glory through military triumphs, daily hard work and outstanding scientific achievements, securing Russia’s status as a great sea power.
We have a special regard for naval personnel: they are respected and celebrated, and deservedly so.
Their service involves not only carrying out combat missions but also withstanding the forces of nature itself. It is this combination that has largely shaped the unique character of our sailors – a character marked by loyalty to duty, brotherly solidarity, courage and, above all, selfless devotion to the Fatherland.
These qualities have been honed throughout the development of the Russian Navy, through its historic victories and personal contributions of great naval commanders to the strengthening of our maritime might.
As Admiral Ushakov wrote:
“I am devoted to service with all my soul and all my resources, and I think of nothing more than the good of the state.”
Today, our navy men proudly uphold and build upon the traditions of our Navy. In Russia – a country washed by the waters of 13 seas – the Navy plays a vital role in ensuring defence and security, and in protecting the country’s legitimate interests in the World Ocean.
Our Navy is capable of effectively addressing the full range of tasks set before it, and those tasks are constantly evolving. The naval component of Russia’s nuclear triad is gaining strength. Serial production of warships and special vessels continues. The provision of advanced weapons and equipment to underwater, surface, coastal and airborne units is being steadily improved.
And of course, the professionalism of our sailors, acquired both in training centres and in real combat, along with the ability to adapt swiftly to any changes in the strategic and tactical situation, continues to grow.
The skill of our marines and seafaring personnel, amplified by their resilience, courage and daring, is largely determining the course of today’s special military operation.
Tens of thousands of sailors and officers have been awarded high state decorations, including the Gold Star of the Hero of Russia.
I want to thank all navy sailors for their service and for their contribution to strengthening our country’s naval might.

In 1996, the first Main Naval Parade was held in St. Petersburg in honour of the 3️⃣0️⃣0️⃣th Anniversary of the Russian Navy, and in 2017, the President of the Russian Federation by his executive order established the tradition of holding an annual naval parade.
For 3️⃣3️⃣0️⃣ years, the ships of the Russian Navy and their crews have been guarding the borders and national interests of our country, one of the largest naval powers in the world.

Russia's Navy is the successor to the military fleet of the Russian Empire and the Soviet Navy, and organisationally consists of five operational and strategic forces: the Northern, Pacific, Baltic and Black Sea Fleets, as well as the Caspian Flotilla.
The beginning of Russian naval traditions is considered to be the decree of the Boyar Duma on the construction of a regular fleet dated October 30, 1696, adopted on the instruction of Peter I.
The first regular force was the Azov Fleet (Azov Flotilla), established in Voronezh for campaigns to protect the southern borders. It was in this city that Russia’s first Admiralty and its navigation school were opened. Here, for the first time, a white banner with the St. Andrew's Cross was raised, which today is the aft flag of our country’s Navy.
In 1702, during the Great Northern War, the Baltic Fleet was created. The Battle of Gangut of July 27, 1714, Russia’s first major naval victory during the Northern War, holds a special place in its Navy’s glorious history. Under the command and with the personal participation of Peter the Great, the Russian Navy captured 10 Swedish ships, including the flagship frigate Elephant.
This victory of the Russian fleet became a symbol of Russia’s emergence as a great maritime power and has been celebrated annually on July 27 (August 9) for more than 200 years.
In 1722, as a result of the successful Persian campaign, the Caspian Flotilla was created. In 1783, with #Crimea's entering the Russian Empire, the Black Sea Fleet was founded.
🌟 During the Great Patriotic War, the Soviet Navy opposed the enemy’s naval forces, assisted the coastal groups of Soviet forces in conducting operations. For their military services, 78 ships were awarded the Guards rank and over 500 sailors became Heroes of the Soviet Union.
Today, our country’s Navy includes surface and underwater forces, naval aviation and coastal forces with missile and artillery units and Marines.
In 2025, the development strategy of the Russian Navy was adopted. For the first time in history, it is designed for a long period – until 2050.

💬 The Kiev regime continues to imperturbably target Russian civilian population, thus demonstrating its bestial Nazi grin to the entire world.
On July 24, according to preliminary reports six people were killed and another 26 were injured as a result of a missile strike at an enterprise in the city of Kirov.
But this did not suffice for the Ukro Nazis, and on the night of July 25, they killed tourists who were having a holiday at a campsite in the village of Kirillovka, Zaporozhye Region
According to local authorities, the criminal acts of Banderites, who sent UAVs at sleeping people, killing 12, four of whom were children, and injured 19 persons.
Search and rescue operations are continuing. The Investigative Committee of the Russian Federation has opened a criminal case over the terrorist attack.
☝️ We strongly condemn these inhuman crimes.
We sincerely express our deep condolences to the families and friends of the victims, and wish a speedy recovery to those injured.
The Kiev regime, which is suffering a military defeat and is unable to reverse the losing battles at the front, is taking its revenge on innocent civilian population, deliberately seeking out those who are least protected. But Zelensky and his accomplices, as well as the Western handlers and sponsors behind them, must remember that 👉 they will pay a heavy price for every crime they commit.
❗️ We call on all responsible governments, relevant international entities and independent media not to silence the bloody terrorist attacks in the Kirov and Zaporozhye regions.

I extend my heartfelt greetings on the 80th anniversary of the establishment of the Department of International Organisations.
Having rightly earned the status of one of the Ministry’s leading units, the department has always stood at the forefront of Russian foreign policy. It has made an invaluable contribution to defending our priorities at the United Nations since the UN’s first years.
Over the past decades, the department has formed unique traditions and cultivated a constellation of high-calibre professionals, many of whom continue to hold demanding posts at the Foreign Ministry headquarters on Smolenskaya Square and in our diplomatic missions abroad.
The department’s close-knit team does a great deal these days to restore the United Nations’ central coordinating role and consistently promotes the enforcement of the UN Charter principles in their entirety and integrity, thus facilitating the formation of a more just multipolar world order founded on the universal norms of international law.
I am confident that this anniversary will become a momentous event in the department’s busy life.

| 10 | 🔥On July 25, Russian diplomats in the Netherlands laid flowers at the memorial at the Soviet Field of Glory cemetery near Amersfoort, where 865 Red Army soldiers are buried, having given their lives for the liberation of Europe from Nazism. Those present honored the fallen with a minute of silence.
❤️🔥The diplomats then inspected the progress of restoration work at the memorial complex, which had been damaged in an act of vandalism on July 10, when the central obelisk and more than 150 headstones were defaced with graffiti.
🔥It was once again emphasized that any acts of vandalism against Soviet military graves and memorials are unacceptable. Such criminal actions have no justification, represent a sign of disrespect for the memory of the fallen.

❓Question: Back to your meeting with US Secretary of State Marco Rubio yesterday. The State Secretary said that the Anchorage agreements had failed and no agreement can be reached unless the Ukrainians are on board. What do you say to that? Did you discuss a possible visit by US Presidential Special Envoy Steve Witkoff and Jared Kushner? More broadly, what diplomatic or mediation track remains possible going forward?
💬 As for the claim that the Anchorage agreements have failed, first we need to do is understand who exactly failed.
We came to Anchorage with the proposals that had been put forward in advance by the United States and approved by US President Donald Trump. We agreed to work on them. Not long ago, President Vladimir Putin reiterated at a news conference, “We had doubts. Not right away, but we considered them and agreed to them.” If there is a proposal and there is a consent that means there were agreed outcomes in Anchorage, were there not? There certainly were.
President Trump has repeatedly said, including in Anchorage, and I am not revealing a great secret here, that part of this proposal was built on a compromise. We accepted it because a compromise proposal, just like any agreement, must inevitably contain an element of compromise. However, he added that Zelensky would do as he had proposed. Well, as it turned out, that failed to happen. <...>
That is our assessment. We approached the matter believing that accepting the US proposal would stop the hostilities and we would sit down to discuss a settlement. There are, of course, a host of details that are part of the political aspects of the issue.
Did President Trump’s proposal fall through because Ukraine said it would not do anything? Is it because the EU said it was not ready? <…>
👉 The arrogant and, I would even say contemptuous, way the US proposals have been spurned is due in no small measure to the fact that Vladimir Zelensky continues to be flooded with weapons. He is being supplied with enormous quantities of drones, which he uses to try to undermine the stability of the Russian Federation by attacking civilians and civilian targets.
A significant portion of the support provided to Vladimir Zelensky comes from the United States. This is not only because the Americans sell weapons to the EU, which then transfers them to Ukraine, but also because the United States provides intelligence and reconnaissance, Starlink remains operational, and advanced technologies that require specialist expertise on the battlefield do not find their way there by accident.
That is the way things are.

| 12 | 🇷🇺🇨🇳 On July 24, on the sidelines of the meeting of the Council of Ministers of Foreign Affairs of the Shanghai Cooperation Organisation member states in Cholpon-Ata, Kyrgyzstan, Foreign Minister Sergey Lavrov and Chinese Foreign Minister Wang Yi held a regular meeting to discuss a range of issues on the bilateral and international agendas.
The two Ministers expressed satisfaction with the positive momentum of Russian-Chinese relations, which have reached an unprecedented high level as a comprehensive partnership and strategic interaction.
The Treaty on Good-Neighbourliness, Friendship and Cooperation provides a solid foundation for this relationship, and its 25th anniversary is being widely commemorated this year by Moscow and Beijing, including through joint events organised by Russian and Chinese diplomatic missions in third countries and at international organisations.
Sergey Lavrov and Wang Yi exchanged views on bilateral political dialogue, practical cooperation, and humanitarian ties, with particular attention to the implementation of the agreements reached during President Vladimir Putin’s official visit to China in May.
The Ministers also discussed interaction within the SCO framework, including prospects for the further development of the organisation as part of its comprehensive modernisation. Considerable focus was placed on the substantive preparations for the forthcoming SCO Council of Heads of State meeting.
The importance of strengthening strategic coordination between Moscow and Beijing on the international stage was underscored, including within the UN and its Security Council, the SCO, BRICS, the G20, APEC, and other international forums.
Discussions also covered relations with the United States and the situation surrounding the Ukrainian crisis.

| 13 | On July 23-24, Foreign Minister Sergey Lavrov took part in a meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organisation (#SCO) Member States in Cholpon-Ata, Kyrgyzstan.
The discussions focused on preparations for the upcoming meeting of the Council of Heads of State of the SCO Member States and the SCO Plus highest-level meeting, which will be held in Bishkek on August 31-September 1. The events will be dedicated to the 25th anniversary of the organisation’s founding.
The Ministers approved a substantial package of documents to be submitted to the leaders for consideration. In line with established practice, the Bishkek Declaration will reflect the parties’ agreed approaches to the organisation’s development, as well as their stance on current global and regional issues.
The signing of the Protocol on Amendments and Additions to the SCO Charter, as well as the approval of regulations governing the activities of the Universal Centre for Countering Security Challenges and Threats and the Anti-Drug Centre, will be of particular importance for advancing efforts to improve the SCO’s work. The leaders will also adopt a number of thematic documents covering security, artificial intelligence, transport, energy, climate change, environmental protection, healthcare, education, support for family values, and other areas.
An in-depth discussion was held on key international and regional issues. The participants emphasised the importance of expanding cooperation within the organisation as a foundation for building an equitable, indivisible security architecture and ensuring sustainable development in Eurasia. This was discussed in the context of the SCO’s growing role in shaping a fairer multipolar world order, with the UN playing a central coordinating role. The ministers exchanged views on developments within the SCO area, as well as in the Middle East, the Persian Gulf region and around Afghanistan.

| 20 | ⚡Comment by the Russian Permanent Mission to the EU regarding the EU’s Adoption of the 21st “Package” of the So-Called Anti-Russian “Sanctions”, 23 July 2026
After much torment and arguing, EU Member States have approved yet another “package of sanctions”. As the protracted process of its adoption has demonstrated, the economic consequences of this policy are becoming increasingly painful for EU countries, prompting them to take a more critical approach to toughening illegitimate unilateral coercive measures.
☝ Nevertheless, the European bureaucracy, disregarding the economic costs, continues to pursue its course of escalating confrontation with Russia. Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, has stated that this is not the end of the road on sanctions. For Brussels, discussions on new anti-Russian restrictions have become something of a symbol and a ritual, which supposedly is intended to demonstrate the “unity” of the Member States and their readiness to sacrifice their national interests for the sake of inflicting damage on our country. We note that such an unhealthy approach is causing growing opposition from sober-minded Europeans, who clearly see that the EU “sanctions” against Russia are ineffective and futile.
There is no doubt that the newly announced restrictions will further aggravate the already acute social and economic problems in the European Union, which are, to a large extent, caused by the EU decision to abandon Russian energy supplies, as well as the multi-billion spending on supporting the Kiev regime, all against the backdrop of instability in global energy markets due to the escalation of the conflict in the Middle East. In this context, particular attention should be paid to the assessment by the European Central Bank released today that geopolitical tensions and the energy shock are major sources of uncertainty for the European economy.
❗Perhaps, this is not the end of the road on sanctions for the European Union, but the route mapped out by Brussels is steadily leading the Union towards major roadworks, while ignoring the warning road signs that the movement of the EU economy is restricted and that it is heading towards a standstill. When the navigation system of a vehicle is outdated or malfunctioning, it should either be updated or replaced. It is high time for the EU bureaucrats to think this over.
