The Republican-controlled House voted 221-198 Wednesday to require proof of citizenship to vote in federal elections. The Safeguard American Voter Eligibility Act, or SAVE Act, would amend the 1993 National Voter Registration Act, known as the “motor voter law,” to require that states obtain documentary proof of U.S. citizenship from someone before he or she may register to vote. An Arizona rancher who was unsuccessfully tried in the fatal shooting of a Mexican man on his property will not be retried, a judge ruled Tuesday. Santa Cruz County Superior Court Judge Thomas Fink denied a request by prosecutors who had argued that the possibility of a new trial should be left open in case new witnesses emerge. Fink agreed with attorneys for rancher George Alan Kelly who said the case should be dismissed with prejudice, meaning it cannot be brought back to court after it ended in a mistrial April 22 with jurors unable to reach a unanimous verdict. In his latest ruling, Fink said justice would not be served by letting prosecutors wait for a tactical advantage to retry Kelly, which he said would amount to harassment of the defendant. A handful of House Democrats joined Republicans on legislation aimed at blocking new Biden administration energy efficiency standards for refrigerators and dishwashers. The Stop Unaffordable Dishwasher Standards Act by Rep. Nick Langworthy, R-N.Y., and Refrigerator Freedom Act by Rep. Mariannette Miller-Meeks, R-Iowa, passed along party lines Tuesday evening. Seven House Democrats voted for each bill. The dishwasher standards legislation passed 214-192 with no GOP dissent. The refrigerator bill passed 212-192, with one Republican voting against it. Four senators reached a bipartisan agreement Wednesday to advance legislation that would ban stock trading among members of Congress, their spouses and their dependents. The agreement was reached by Sens. Jon Ossoff, D-Ga., Gary Peters, D-Mich., Josh Hawley, R-Mo. and Jeff Merkley, D-Ore, according to a news release. The legislation would build off of Merkley’s ETHICS Act and immediately prohibit congressional lawmakers “from buying stocks and other covered investments” and from selling stocks 90 days after enactment. The complaint from two conservative-leaning nonprofits comes as voting is underway in Arizona's July 30 primary election. It is the fourth legal challenge to the Elections Procedures Manual, a policy-thick document created by the Arizona Secretary of State's office in collaboration with the 15 county elections officials. The lawsuit, filed in U.S. District Court on July 8, objects to two provisions of the manual on constitutional grounds: -A vote nullification provision states that if a county board of supervisors refuses to certify election results by the state's deadline to canvass results, that county's votes will not be counted. It is a reaction to the recalcitrance of the Cochise County Board of Supervisors, where in 2022 two of the three supervisors balked at certification.
