The Best Laid Plains of Munitions and Manpower Ahead of the vote last week in the US Senate to pass emergency security assistance legislation for Ukraine, Senator JD Vance released a detailed memo to his colleagues explaining the futility of continued funding of the war in Ukraine. When he failed to change their minds he wrote an OpEd for The NY Times bringing his case to the American people. "This $60 billion is a fraction of what it would take to turn the tide in Ukraine’s favor, he commented." The OpEd is well summarized in one by an NYT columnist: "Ukraine 'needs more soldiers than it can field, even with draconian conscription policies,' Vance wrote, and it 'needs more matériel than the United States can provide.'" An outraged Lindsey Graham called them "garbage." He insisted that "they have all the manpower they need. They need the weapons." Grahams indignation is strange considering he voted against the legislation the previous two times it was brought before the Senate. Graham's shift came after a visit to Ukraine. While there he "expressed his concern that younger Ukrainians were not being urged to join the war given the existential fight their country was facing." But after Graham returned his policy shift was almost a complete reversal. "I just got back from being there two weeks ago. They changed their conscription laws. They have all the manpower they need. They need the weapons.” Either Graham fails to realize the demographic crisis Ukraine faces or he doesn't care. Ukraine's population is expected to shrink by 10 million people in the next three decades. Now, Ukraine's conscription law has added a meager 467,000 men to the potential conscription pool. The issue is, that "many of the limited pool...are already serving." Russia's ratio of artillery fire keeps its casualties low. If Ukraine's rate of artillery is reduced to greatly, not only will they lose on the battlefield, but Russia will be able to decrease their rate of fire while maintaining the ratio of 5 to 1. The US interest in all of this is to weaken Russia. They can't do this if Russia is able to stockpile 152mm artillery. They are the biggest killer on the battlefield. In order to achieve the goals of their current strategy, to reduce the capability of Russia to fight beyond Ukraine, US supplies to Ukraine must be adequate to force Russia to continue to deplete its reserves. The US doesn't need to supply enough shells to Ukraine to defeat Russia, it only needs to supply enough to force Russia to expend reserves to maintain their artillery ratio advantage. This continued support, depleting US strategic reserves at a lower rate than Russia, though at the cost of Ukrainian manpower, affords western nations the desperately needed time to ramp up their own production. This is absolutely crucial to European security architecture. Russia knows well that one state can never know the intentions of another. Until Europe can produce at a rate adequate to their own defense, Ukraine will continue to be used as both sword and shield. At that point, the estimated loss of 10 million in population over the next 30 years may not adequately reflect the impact of the West's proxy war on the Ukraine's population. Vance isn't wrong in his understanding of the situation. Ukraine can't sustain and the US can't continue to supply Ukraine without damaging their own preparedness. And western statements about out waiting Russia are little more than lip service. What NATO can't defend it is afraid to lose. @infantmilitario reports that Russian troops liberated the village of Keramik in the Avdeevka direction.
