Russia is throwing stones from a glass house again. They have much more to lose than to gain by doing this. It's very easy to sabotage railroads. Especially switches are difficult to repair. And there is no way to protect a railroad network twice the circumference of Earth. All it takes is a few saboteurs picking random locations to make civilian travel too risky and bring everything to a standstill.
