Игорь Стась - Советская ведомственность и проблема сложности советского государства
Дискуссия вокруг книги "Советская ведомственность" неожиданно вывела на первый план не столько проблему самой ведомственности, сколько вопрос о сложности советского государства. Практически все участники обсуждения в той или иной степени говорят об этом. Кажется, при всех различиях позиций их объединяет одна общая интенция: СССР не может быть описан как единый и однородный субъект. В этом смысле дискуссия во многом резонирует с главным замыслом самой книги: посмотреть на советскую историю через отношения, которые складывались вокруг ведомств, и тем самым предложить иной взгляд на устройство советского государства. Ведомственный подход является попыткой описать СССР не как централизованную и иерархическую систему, внутри которой существуют отдельные ведомства, а как запутанную совокупность ведомственных миров, постоянно взаимодействующих между собой, с партией, советскими органами власти, общественными организациями или различными социальными группами.

исследований — governmentality studies (рубежным в этом отношении стал сборник «Эффект Фуко: исследования гувернаментальности»), то у нас пока куда большее внимание уделяется эпистемам, археологии, генеалогии, биополитике
и другим, безусловно, важным и интересным, разработкам Фуко. Вместе с тем понятие «гувернаментальность» могло бы многое прояснить в устройстве режимов власти и управления в России — и в XVI, и в XX, и в XXI веке. Поэтому я предлагаю обсудить даже не гувернаментальность вообще — а гувернаментальность по-русски и гувернаментальность по-
советски.
