በሸገር ከተማ ዳለቲ ማረሚያ ቤት በተካሄደው የ2018 ሃገርአቀፍ የክረምት በጎ ፈቃድ አገልግሎት ማስጀመሪያ መርሃ ግብር ላይ የሀዋሳ ዩኒቨርሲቲ ህክምናና ጤና ሳይንስ ኮሌጅ ኮምፕሪሄንሲቭ ስፔሻላይዝድ ሆስፒታል በ2017 ዓ.ም በነበረው የበጎ ፈቃድ አገልግሎት መርሃ ግብር አፈፃፀም በሀገር አቀፍ ደረጃ ከተሳተፉ 25 ዩኒቨርስቲዎች ውስጥ ከፍተኛ አፈፃፀም ካስመዘገቡት ሶስት ዩኒቨርሲቲዎች አንዱ በመሆን የምስክር ወረቀት እና የክሪስታል ዋንጫ ተሸላሚ ሆኗል።
በመርሃ ግብሩ ላይ የህዝብ ተወካዮች ምክር ቤት ምክትል አፈ ጉባኤ የተከበሩ ወ/ሮ ሎሚ በዶን ጨምሮ የጤና ሚንስቴር ሚኒስትር ክብርት ዶ/ር መቅደስ ዳባ, የጤና ሚኒስትር ደኤታው ዶ/ር ደረጀ ዱጉማ እንዲሁም የፌደራል እና የክልል ተጠሪ ተቋማት ኃላፊዎች እና ተወካዮች ተገኝተዋል።

Dr. Tafesse Matewos, Vice President for Research and Collaboration at Hawassa University, officiated the event where he praised the Swedish government and people for maintaining a strong and deep relationships that passed the test of time and regimes for 80 years and still counting. He also noted the fact that WGCFNR is among the most well established founding colleges of Hawassa University serving as home of scientists who have been contributing to the mitigation of global warming and climate change, a common agenda for all of humanity. He also appreciated the presence of His Excellency Mr. Johan Romare, the Deputy Ambassador, and Mr. Girum Bahri, National Programme Officer for Environment, Climate Change & Green Economy at the Embassy of Sweden in Ethiopia to celebrate this historical cooperation at WGCFNR.
His Excellency Mr. Johan Romare also expressed a heartfelt gratitude for the leadership of the college for well maintaining the remarkable legacies of this great collaboration over the years. He added that the two countries actually came into contact before 160 years and the diplomatic formal ties strengthened the shared interest, responsibility and history for the past eight decades. He noted that the Ethiopia-Sweden friendship is so deep, broad, and enduring that has stood up to the tests of time and his government cherishes this ageless legacy for generations to come.
The commemoration event included presentation on the historical relationship between Sweden/SIDA and WGCFNR; testimonies from SIDA beneficiary alumni including Prof. Yoseph Mamo, Prof. Tsegaye Bekele and Dr. Yemiru Tesfaye from WGCFNR on the significances of their experience in Swedish universities and beyond; commemorative cake cutting; photo and video exhibitions; seedlings planting; physical visit to selected labs and the college’s nursery; and discussion on possible future collaborations.

| 10 | Although this is not new to HU, this joint program revitalized the need for further collaborations in academia and research, which is a privilege for HU working with such prominent global academic and research organizations. Dr. Sintayehu implied that the training would fill the gaps in are issues that Ethiopian curricula at PhD and MSc levels.
This short course was designed to offer 10 pre-planned and 3 additional expert talks/lectures by senior staff members of the three collaborating institutions. Additionally, trainees were doing case studies which made this training practical on the sustainability pathways of livestock systems. Field visits to various livestock production systems in Sidama region gave opportunities for the senior experts and trainees to understand how various production systems operate and main challenges of the respective production systems. The program also arranged 'debate session' which allowed PhD candidates to critically discuss various options of sustaining livestock systems under various situations and scenarios.
As leading livestock holding in Africa, Ethiopia's livestock sector is at a great cross-road of fulfilling the benefits from the sector (as food security, job creation, investment, GDP) and serving the large majority of Ethiopian population while continued livestock development may have its own trade-offs such as climate change and resource depletions.
During the closing section, it was noted that livestock development plans should not be short sighted, and longer and wider pathways should be carefully taken into account in every stages of planning livestock development. In the training 'system thinking' was the central agenda which should be a continuous process at every stages of planning livestock development, research and teachings.

የሀዋሳ ዩኒቨርሲቲ ሕክምናና ጤና ሳይንስ ኮሌጅ "በአፍሪካ የሕክምና ትምህርት የወደፊት ተስፋን መቅረጽ!" በሚል መሪ ቃል በአዲስ አበባ በመካሄድ ላይ በሚገኘው የአፍሪካ ህክምና ትምህርት ጉባኤ (#MedEDAfrica_2026) ላይ የ"COMS-A" መስራች አባል በመሆን የአባልነት ማረጋገጫ የምስክር ወረቀቱን በይፋ ተቀብሏል።
COMS-A በአህጉራችን ያለውን የጤና ትምህርት ሥርዓት ሙሉ በሙሉ ለመለወጥ ዲጂታል ፈጠራን በማስፋፋት፣ ወሳኝ ግብዓቶችን በጋራ ለመጠቀም እና የትምህርት ሥርዓቶችን ደረጃቸውን የጠበቁ ለማድረግ የሚያስችል ራዕይ ይዞ የተቋቋመ ህብረት ነው።

ትምህርት ሚኒስቴር መመሪያውን ማውጣት ያስፈለገበትን ምክንያት ሲያስረዳ፤ እስካሁን በነበረው አሰራር ዩኒቨርሲቲዎች በቂ ተቋማዊ ነፃነት ባለመኖሩ ምክንያት የመማር ማስተማር፣ የምርምር እና የማህበረሰብ አገልግሎት ተልዕኮዎቻቸውን በአግባቡ ለመወጣት እንቅፋት ሆኖባቸው መቆየቱን ገልጿል።
በመሆኑም ተቋማቱ ከመንግስት ጣልቃ ገብነት ነፃ ሆነው በሰው ኃይል፣ በሀብት አጠቃቀም እና በአካዳሚክ ጉዳዮች ላይ ራሳቸውን እንዲያስተዳድሩ ማስቻል አስፈላጊ ሆኖ መገኘቱን ገልጿል። ይህ መመሪያ በራስ-ገዝ ዩኒቨርሲቲ አዋጅ ቁጥር 1294/2015 አንቀጽ 5 እና 45 መሠረት የተዘጋጀ ነው።
እንደ መመሪያው ገለጻ፣ አንድ የመንግስት ዩኒቨርሲቲ ወደ ራስ-ገዝነት ለመሸጋገር በአራት ዋና ዋና አምዶች ላይ ተመስርቶ ግምገማ ይደረግበታል።
እነዚህም አስተዳደር (30%)፣ ፋይናንስ (20%)፣ የሰው ኃይል (15%) እና አካዳሚክ (35%) ጉዳዮች ናቸው።
የሽግግር ሂደቱም በተጨባጭ መረጃ፣ በላቀ ብቃት፣ በውጤታማነት፣ በአካታችነት፣ በግልጽነት እና በተጠያቂነት መርሆዎች ላይ ተመስርቶ የሚከናወን ይሆናል።
ዩኒቨርሲቲዎች ወደ ቀጣዩ ምዕራፍ ለመሸጋገር በዝግጅት ምዕራፍ ወቅት ቢያንስ 60 በመቶ እና ከዚያ በላይ ውጤት ማስመዝገብ ይጠበቅባቸዋል።
በመመሪያው ላይ በዝርዝር የተቀመጡ እና ተቋማቱ ሊያሟሏቸው የሚገቡ መመዘኛዎች መስፈርቶች መካከል:-
• ተቋማቱ ቢያንስ 15 በመቶ የሚሆኑ የመማሪያ ክፍሎቻቸውን ወደ “ስማርት ክላስሩም” የቀየሩ
• 80 በመቶ እና ከዚያ በላይ የሚሆኑ ተማሪዎቻቸው ብሄራዊ የመውጫ ፈተናን ያለፉ
•ቢያንስ 5 በመቶ የሚሆኑ የትምህርት ፕሮግራሞቻቸው ዓለም አቀፍ እውቅና (Accreditation) ማግኘታቸው እና የዲጂታል ቤተ-መጽሐፍት አገልግሎታቸው ከ70 በመቶ በላይ መድረስ አለበት
• አንድ ዩኒቨርሲቲ ወደ ራስ-ገዝነት ለመሸጋገር ላለፉት ሦስት ተከታታይ ዓመታት የሂሳብ ምርመራ (Audit) ያስደረገና የኦዲት ግኝቱም “ንጹህ” (Unqualified) ወይም አስተያየት ያልተሰጠበት መሆን ይኖርበታል።
• ተቋሙ ካለው አጠቃላይ በጀት ውስጥ ቢያንስ 15 በመቶውን ከውስጥ ገቢና ከውጭ የገቢ ምንጮች መሸፈን ይጠበቅበታል።
• ለገቢ ምንጭነትም ቢያንስ አምስት እና ከዚያ በላይ የገቢ ማመንጫ ዘርፎችን ወደ ስራ ማስገባት እንደ ግዴታ ተቀምጧል።
• የዩኒቨርሲቲው መምህራን የትምህርት ደረጃ ስብጥር 0፡ 60፡ 40 (የመጀመሪያ ዲግሪ 0%፣ ሁለተኛ ዲግሪ 60% እና ሦስተኛ ዲግሪ 40%) መድረስ እንዳለበት ተደንግጓል።
• በተጨማሪም የአካዳሚክ ማዕረግ ስብጥሩ ሌክቸረር 46%፣ ረዳት ፕሮፌሰር 31%፣ ተባባሪ ፕሮፌሰር 20% እና ፕሮፌሰር እና ከዚያ በላይ 3% መሆኑ መረጋገጥ ይኖርበታል።
• ተቋማቱ በምርምር ዘርፍ ያላቸውን ጥንካሬ ለማሳየትም ቢያንስ አምስት እና ከዚያ በላይ የሆኑ የአእምሯዊ ንብረት መብት (IP) ባለቤት መሆን እንዳለባቸው በመመሪያው ተመላክቷል።
• ተቋማዊ አገልግሎትንና የተገልጋይ እርካታን በተመለከተም፣ ዩኒቨርሲቲዎች በመምህራን፣ በሠራተኞችና በተማሪዎች ዘንድ ቢያንስ 75 በመቶ የእርካታ ደረጃ ማረጋገጥ ይጠበቅባቸዋል።
• ከአካባቢው ማህበረሰብና ከኢንዱስትሪ ተዋንያን ጋር ባላቸው ግንኙነት ደግሞ የ70 በመቶ የእርካታ ደረጃን በጥናት ማሳየት ይኖርባቸዋል።
• በቴክኒክ ረገድም ካሏቸው ቤተ-ሙከራዎች (Laboratories) ውስጥ 10 በመቶ የሚሆኑት፣ ከወርክሾፖቻቸው ደግሞ 5 በመቶው በዓለም አቀፍ ስታንዳርድ የተደራጁ መሆናቸው በሽግግር ግምገማው ወቅት ትልቅ ዋጋ ይሰጠዋል።
የሽግግር ሂደቱ በሁለት ደረጃዎች የሚከናወን ሲሆን፣ መጀመሪያ ዩኒቨርሲቲው በራሱ ኮሚቴ አማካኝነት የውስጥ ግለ-ግምገማ (Self-assessment) ያካሂዳል ይህ ግምገማ በዩኒቨርሲቲው ስራ አመራር ቦርድ ጸድቆ ለትምህርት ሚኒስቴር ይቀርባል።
ሚኒስቴሩ የቀረበለትን ሪፖርት መነሻ በማድረግ በገለልተኛ ባለሙያዎች የታገዘ የመስክ ምልከታና ማረጋገጫ ከሰጠ በኋላ፣ መስፈርቱን አሟልተው ለተገኙ ተቋማት ወደ ራስ-ገዝነት እንዲሸጋገሩ ለሚኒስትሮች ምክር ቤት የውሳኔ ሃሳብ ያቀርባል።
ወደ ራስ-ገዝነት የተሸጋገረ ዩኒቨርሲቲ የሽግግር ጊዜው ለሁለት ተከታታይ ዓመታት የሚቆይ ሲሆን፣ በዚህ ጊዜ ውስጥ ተቋማዊና አካዳሚክ ነፃነቱን ተግባራዊ ለማድረግ የሚያስችል አቅም ይገነባል።
ይሁን እንጂ በተሰጠው ጊዜ ውስጥ ሙሉ በሙሉ ወደ ስራ መግባት ካልቻለ፣ ሚኒስቴሩ ተጨማሪ ጊዜ ሊሰጠው ወይም ከቦርዱ ጋር በመመካከር ሌሎች ውሳኔዎችን ሊያስተላልፍ እንደሚችል መመሪያው ደንግጓል።
ቲክቫህ ኢትዮጵያ መመሪያ በፍትህ ሚኒስቴር ተመዝግቦ የጸደቀ መሆኑን ከትምህርት ሚኒስቴር አረጋግጧል።

በሀዋሳ ዩኒቨርሲቲ የተፈጥሮና ቀመር ሳይንስ ኮሌጅ ለትምህርት ክፍል ኃላፊዎች፣ ለኮሌጅ አስተባባሪዎች እና የአካዳሚክ ሠራተኞች የደረጃ ዕድገት ኮሚቴ አባላት በትምህርት ሚኒስቴር አዘጋጅነት ወደ ትግበራ የገባውንና በርካታ ማሻሻያዎችን በውስጡ በያዘው የአካዳሚክ ሠራተኞች የደረጃ ዕድገት መመሪያ ላይ የግንዛቤ ማስጨበጫ መድረክ አዘጋጅቷል።
የኮሌጁ ዲን ዶ/ር ዘፋን በደዊ መድረኩን በተመለከተ በአካዳሚክ ሰራተኞች የደረጃ ዕድገት አፈጻጸም ዙሪያ በትምህርት ሚኒስቴር በኩል ሰፊ የአሰራር ክፍተቶች እንዳሉ መለየቱን አስታውሰው ይህንን ከግንዛቤ ባስገባ መልኩ የተዘጋጀ የተሻሻለ መመሪያ እየተተገበረ መሆኑን ገልጸዋል። በኮሌጅ ደረጃም ቢሆን በአዲሱ መመሪያ ላይ ጉዳዩ በሚመለከታቸው ሰዎች ዘንድ በቂ ግንዛቤ ባለመኖሩ በርካታ የደረጃ ዕድገት ጥያቄዎች ወደ ኋላ ሲመለሱና አስተደደራዊ ችግሮች ሲገጥማቸው እንደነበር የጠቆሙት ዶ/ር ዘፋን፣ እነዚህን ክፍተቶች በዘላቂነት ለመሙላትና ግንዛቤ መፍጠር የግድ የሚልበት ደረጃ ላይ መደረሱን ተናግረዋል።
የኮሌጁ የምርምርና ትብብር ተባባሪ ዲን ዶ/ር ከድር ወልየ በበኩላቸው በደረጃ ዕድገት ስራዎችና ምዘናዎች ላይ ቀጥተኛ ተሳትፎ የሚያደርጉ ሁሉም የኮሚቴ አባላት መመሪያውን በትክክል ተረድተው መስራት እንዲችሉ ማስቻል የመድረኩ ዋና ዓላማ መሆኑን አብራርተዉ፣ በምዘና ወቅት ውጤት ሊሰጥባቸው የሚገቡ እና የማይያዙ ነጥቦችንና መስፈርቶችን ባለድርሻ አካላት እና የኮሚቴ አባላት ጠንቅቀው መረዳት እንዳለባቸው አሳስበዋል:: ይህም ወጥ የሆነ አሰራር ለመዘርጋትና በጋራ ግንዛቤ ላይ ተመስርቶ ግልጽነትና ተጠያቂነት ያለው አሰራርን ለማስፈን ከፍተኛ አስተዋጽኦ እንደሚኖረው አስረድተዋል: | 10 975 |
| 20 | የምርምር ቡድኑ ዋና ተመራማሪ ዶ/ር መልሰዉ ደጀኔ የጥናቱን አጠቃላይ ሂደትና ዋና ዋና ግኝቶች አቅርበዉ በምርምሩ የተለዩ መፍትሄ የተባሉ ምክረ-ሀሳቦችን ከሰፊ ገለጻና ማብራሪያ ጋር ለተሳታፊዎች አቅርበዋል:: ዶ/ር መልሰዉ ለጥናቱ መነሻ የነበሩትን ምክንያቶች ሲገልጹ፣ በሀዋሳ ከተማ ለጎዳና ህይወት የተጋለጡ ዜጎች ሁኔታን በሳይንሳዊ መንገድ በማጥናት ዘላቂ መፍትሄ ለማበጀት በመሻት የሀዋሳ ከተማ አስተደደር ለሀዋሳ ዩኒቨርሲቲ ፍላጎቱን በማሳወቁ፣ ዩኒቨርሲቲዉ በጉዳዩ ላይ ምርምር የሚያካሄድ ቡድን ማቋቋሙን ተናግረዋል:: የምርምር ቡድኑ እሳቸዉን ጨምሮ፣ ዶ/ር ሃብተማሪያም ካሳ እና ሌሎች ተባባሪ እና ረዳት ተመራማሪዎችን ያካተተ እንደሆነም ጠቅሰዋል::
በምርምሩ ለጎዳና ህይወት የተዳረጉ ዜጎችን ጨምሮ ቁልፍ ባለ ድርሻ አካላት በመረጃ ሰጪነት እንደ ተሳተፉ የገለጹት ዶ/ር መልሰው፣ በጥናቱ ግኝቶች መሰረት ተገቢነት ያላቸዉን ዘላቂ መፍትሄ ሊያበጁ ይችላሉ የተባሉ ምክረ ሀሳቦችን አቅርበዉ ዉይይት ተደርጎባቸዋል::
የመድረኩ ማጠቃለያ ላይ ንግግር ያደረጉት የሀዋሳ ከተማ አስተዳደር ሴቶች፣ ወጣቶችና ማህበራዊ ጉዳዮች መምሪያ ም/ኃላፊ ወ/ሮ ቅድስት ደሜ በበኩላቸዉ ግኝቶቹን መነሻ በማድረግ በቀጣይ መምሪያቸዉ ብቻዉን ሳይሆን የከተማ አስተዳደሩን ከንቲባ ጽ/ቤት ጨምሮ ከሁሉም ባለ ድርሻ አካላት ጋር በመሆን ቅንጅታዊ አሰራር እንደሚዘረጋ ተናግረዉ፣ ሀዋሳ ዩኒቨርሲቲንና የምርምር ቡድኑን አመስግነዋል:: ኃላፊዋ ከሀዋሳ ዩኒቨርሲቲ ጋር የተጀመረዉ የትብብር ስራ ተጠናክሮ እንዲቀጥልም መልዕክታቸዉን አስተላልፈዋል::
