This is precisely why the Organization continues to be of exceptional importance. 🔹On the new world map. Russia has supported “Correct the Map” resolution of the UN General Assembly. We regard its adoption as a fair attempt to promote a diversity of approaches and ensure a more objective representation of the world’s regions. 🔹On UN Security Council reform. Russia advocates broader representation of the countries of the Global Majority and supports the inclusion of India, Brazil and representatives of Africa in the UN Security Council. At the same time, we oppose granting such status to Germany and Japan, as the Western group is already disproportionately represented in the Security Council. 🔹On the objectives of the Special Military Operation. Russia seeks to ensure that Ukraine ceases to be an aggressive anti-Russian project and no longer poses a military threat to Russia or its neighbours. Under M.Rutte, relations between Russia and the Alliance have continued to deteriorate. We regard aggressive anti-Russian rhetoric and the build-up of military activity along Russia’s borders as signs of NATO preparing for a possible conflict with Russia and consider this trend extremely dangerous. 🔹On relations with the Netherlands. Bilateral ties are at an extremely low point. The Hague has effectively placed itself at the forefront of the anti-Russian camp, actively contributing to militarization and pursuing a confrontational course. At the same time, rising military expenditure means that enormous resources that could otherwise be directed towards social welfare, healthcare, education and transport are instead being spent on armaments and further fuelling the spiral of confrontation with Russia. 🔹On the threat of a direct confrontation with Europe. Russia is not interested in a war with European countries and has no aggressive plans towards Europe. However, the current course pursued by European countries is becoming increasingly dangerous. On October 4, Ukrainian militants used a UAV to strike the ZNPP’s laboratory and support building No. 2, located just 200 metres from the plant’s reactor units. Kiev also shelled the radioactive waste processing building twice. Those behind this provocation know full well that an attack on this ZNPP facility could damage equipment essential to the safe handling of radioactive materials. On the same day, October 4, the neo-Nazi Kiev regime targeted a truck carrying food supplies for the plant’s personnel near Melitopol. The driver was killed. ▪️ The Russian Foreign Ministry extends its deepest condolences to his family and loved ones. Ukraine thus continues to attack the ZNPP and its associated infrastructure to disrupt the plant’s operations and create the risk of a nuclear accident. These outrages, which bring the threat of a nuclear catastrophe dangerously close, once again expose the Kiev regime’s true terrorist nature. Western countries’ failure to respond adequately has emboldened Kiev to step up its attacks on the ZNPP. They continue to supply Ukraine with weapons, effectively encouraging further attacks and provocations. Their response to Ukrainian attacks on the ZNPP shows how little their statements on nuclear safety and security at the IAEA, the UN and other international forums are worth. It also makes clear that they are willing to endorse any terrorist methods their proxies use to advance their goals. ❗️ We call on the IAEA leadership to unequivocally condemn the criminal actions of Kiev and its sponsors.

On October 2, Tokyo announced its 27th “package” of illegitimate measures against our country, targeting 33 Russian legal entities and nine individuals, as well as several companies abroad. For the first time, these unfriendly measures also include restrictions on shipping. We took note of the Japanese authorities’ clumsy attempts to justify these hostile actions, entirely unprovoked by Russia, by citing the “current international situation over Ukraine”, and to cynically portray them as a “contribution to efforts for achieving international peace”. 👉 We see this as further evidence that Tokyo’s foreign policy lacks independence. It is dictated by Japan’s unquestioning alignment with its so-called like-minded partners in the Euro-Atlantic region, who are pathologically fixated on inflicting a “strategic defeat” on Russia, rather than by its national interests. Clearly, in seeking to keep pace with other Russophobes, Sanae Takaichi’s Government is pushing the prospect of lasting peace in Ukraine further out of reach. Tokyo has once again demonstrated its disregard for international law and bilateral agreements. The 1957 Treaty of Commerce, which remains in force between our countries, explicitly guarantees, among other things, treatment for vessels and their crews in all matters relating to merchant shipping on terms no less favourable than those granted to any third country. ❗️ Tokyo’s unfriendly actions will prompt proportionate countermeasures on our part, primarily targeting areas of interest to Japan.

🎙 Russian Foreign Minister Sergey Lavrov’s remarks at the 8th meeting of the Moscow Format Consultations on Afghanistan (Moscow, October 5, 2026) 💬 Sergey Lavrov: It is a pleasure to open the latest meeting of the Moscow Format Consultations on Afghanistan. This dialogue mechanism of high standing has been in operation since 2016 meaning that this particular meeting marks its 10th anniversary and brings together countries that have a stake in establishing and maintaining equal and mutually beneficial partnership with the Afghan people. It offers an opportunity to hold a substantive discussion of matters related to providing international assistance to Afghanistan and, importantly, to do so in conjunction with Kabul. ☝️ August 2026 marked the fifth anniversary of Afghanistan’s liberation from two decades of Western occupation. The vast military machine of the US and its NATO allies crumbled in the face of the Afghan people’s fighting spirit and determination, forcing the occupiers to flee. A national government led by the Taliban movement came to power and established control over the country. It must be acknowledged that it has governed with a fair degree of success. Afghan security forces are waging an uncompromising fight against ISIS and other terrorist groups. Hundreds of militants have been eliminated, and a number of high-profile terrorist attacks, including those targeting foreign nationals and diplomatic missions, have been foiled. Importantly, helping strengthen Kabul’s counterterrorism capabilities by providing material and expert assistance and maintaining contacts between intelligence and law enforcement agencies meets the interests of all of us. The measures the Afghan government is taking to combat illicit drug trafficking produce results. According to expert assessments by the UN Office on Drugs and Crime, opiate production in that country has declined by 90% since 2022. The Afghan economy continues to grow despite the tough sanctions imposed by Western countries, which, under the pretext of protecting human rights, have cut the Islamic Emirate off from the international financial system and seized its national banking assets. This is what the West is practicing on a regular basis. Unfortunately, the humanitarian situation in the country remains difficult. According to the UN, more than 17 million Afghans - nearly half the population - will face food shortages this coming winter, and the total number of people in need of humanitarian aid will reach 22 million. Clearly, relevant international agencies need to step up, and bilateral efforts need to be deployed to address the situation at hand. Russia will continue to provide regular humanitarian aid, and another batch will arrive in Afghanistan in the coming months. ❗️ The deployment of NATO military infrastructure in Afghanistan and neighbouring countries under any pretext whatsoever is categorically unacceptable. As we know from history, presence of this kind carries the risk of destabilisation and heightened tensions and conflict. We have seen no other outcome from this kind of presence over the past several decades. I am confident that your meeting will be constructive and contribute to Afghanistan’s further development as an independent and sustainable state, and help promote peace and stability throughout the region. We consider this platform the most effective forum for addressing the problems facing Afghanistan and the surrounding region, not simply because it bears Moscow’s name, but because of the concrete results it delivers. I would like to congratulate you on the fifth anniversary of Afghanistan’s liberation from the NATO military presence. Five years is a short time to overcome the consequences of decades of occupation, but your Government’s achievements are evident, and we welcome them. Achievements in combatting terrorism and drug trafficking are evident as well. Your country has seen 170 new enterprises open. In monetary terms, exports have doubled over the past five years. We are certainly encouraged by the start of construction of the Afghan section of the TAPI (Turkmenistan-Afghanistan-Pakistan-India) gas pipeline. 🤝 As our Afghan colleagues have repeatedly noted, progress in combating drug trafficking and terrorism is due in large part to the continuing military-technical cooperation between our countries. ☢️ Zaporozhskaya Nuclear Power Plant (#ZNPP): ⚡️ On October 5, Laboratory and amenity building No. 2 at the Zaporozhskaya NPP was attacked by two Ukrainian UAVs. The building is located approximately 200 metres from reactor units 4 and 5. Two further Ukrainian UAV attacks targeted the radioactive waste processing building. There were no casualties. The roof was damaged. These attacks have posed no threat to nuclear safety. ❗️ Strikes on such facilities are potentially dangerous. The proximity of the laboratory and amenity building to the reactor units creates a risk of damage to nearby infrastructure and puts personnel at risk. Attacks on the radioactive waste processing building could damage equipment and disrupt the safe handling of radioactive materials. Plant personnel remain in control of the situation. Safety parameters are monitored around the clock. Radiation levels at the plant site and within the sanitary protection zone remain within prescribed limits. The absence of a threat to nuclear safety following these attacks does not diminish the danger posed by strikes on the ZNPP territory.

🚀 On October 4, 1957, the Soviet Union opened humanity’s path to the stars! #OTD, the Space Age officially began: the world’s first artificial satellite – Sputnik 1 – entered Earth’s orbit. At 10:28 pm Moscow time, an R-7 launch vehicle, developed under the leadership of the outstanding Soviet rocket engineer Sergey Korolev, lifted off from the Tyuratam launch site (later named Baikonur). Just over five minutes later, the satellite separated from the rocket and transmitted its world-famous signals: “Beep! Beep!” 📰 On October 5, 1957, Soviet newspaper Pravda reported:

The satellite is currently following an elliptical orbit around Earth, and its flight can be observed in the light of the rising and setting Sun using the simplest optical instruments. Updates on the movement of the first artificial satellite, launched in the USSR on October 4, will be broadcast regularly by radio stations.
🛰 An aluminium sphere 58 centimetres (~23 inches) in diameter, weighing 83.6 kilograms (~184 pounds), with four antennas and two radio transmitters – this was humanity’s first envoy in orbit. Behind its simple exterior lay the immense efforts of Soviet scientists, engineers and workers. Sputnik completed an orbit around Earth roughly every 96 minutes, and radio enthusiasts worldwide picked up its famous signals. Its radio transmitters operated for about three weeks, while the satellite itself remained in orbit for 92 days. During that time, it completed 1,440 orbits around Earth, travelling some 60 million kilometres (~ 37.3 million miles). Its flight ended on January 4, 1958, when it entered the dense layers of the atmosphere and burned up. The historic launch validated the calculations and technical solutions needed to reach space. Observations of the satellite gave scientists new data on the density of the upper atmosphere and the propagation of radio waves through the ionosphere. 🌐 Sputnik 1 was a triumph of Soviet science and engineering – an achievement for all humanity. It proved that the path beyond Earth was open – paving the way for Yuri Gagarin’s flight, the exploration of the Moon and other planets, and the construction of orbital stations. For 6️⃣9️⃣ years, satellites have served humanity. Today, they are essential to everyday life: they provide communications and television broadcasting, help us navigate, forecast the weather and monitor climate change. ☝️ But the first was ours. ⚡️ Foreign Ministry statement reiterating warnings to foreign nationals and diplomatic personnel against remaining in Kiev or near military facilities in Ukraine (October 3 , 2026) The Russian Foreign Ministry reiterates that, in response to terrorist attacks by the Armed Forces of Ukraine against Russia’s civilian population and infrastructure, the Armed Forces of the Russian Federation continue to carry out systematic and sustained strikes against military targets in Kiev and other Ukrainian cities. The Russian side has previously called on foreign nationals and diplomatic personnel located in Kiev to leave the city and refrain from travelling to Ukraine. Russian authorities have also urged Ukrainian residents to stay away from military and administrative facilities. These warnings were conveyed in the statement issued by the Russian Foreign Ministry on May 25, 2026, as well as through diplomatic notes addressed to foreign partners. They were also reiterated by Deputy Foreign Minister Mikhail Galuzin during a briefing for members of the diplomatic corps on May 27, 2026. The authorities of a number of countries, including the United States, the United Kingdom, European Union member states, Norway, and Switzerland, have repeatedly advised their citizens against travelling to Ukraine, most recently in August of this year. We note with concern that not everyone has taken these warnings into account and that some individuals are knowingly placing themselves in mortal danger. A number of foreign embassies continue to operate in Kiev, and foreign officials continue to visit Ukraine. The Armed Forces of the Russian Federation will continue to carry out large-scale retaliatory strikes. ❗️ The Russian Foreign Ministry once again urges foreign nationals, including personnel of diplomatic missions, to refrain from remaining in or travelling to Ukraine. Responsibility for any possible adverse consequences lies entirely with those who choose to disregard this warning.
