| 9 |  ⭕️ Hamas, along with all resistance factions, told negotiators and Trump’s “Board of Peace” that no aspect of the second phase of ceasefire proposal will be implemented unless Israel fulfills all of its commitments under the first phase of the agreement, which includes opening crossings for Palestinians to move to and from Gaza, no obstruction of aid and reconstruction material, as well as medical evacuation for the tens of thousands of injured Palestinians. The factions also reiterated the need to fulfill the “Board of Peace’s” own promise of letting into Gaza a Palestinian technocratic committee that would be in charge of managing the non-security needs of the Gaza Strip.
Hamas added that the inclusion of the issue of its heavy weapons are conditional on a permanent end to Israel’s attacks on Gaza, its permanent withdrawal for the enclave, and most importantly progress towards establishing an independent Palestinian state of which the group will be a part of. The group also made clear that any supervision of heavy weapons will be done by a Palestinian-only committee from Gaza (basically Hamas).
Israeli Channel 12 among other outlets were told by Israeli officials that they will not withdraw from Gaza, and Ben-Gvir called on for further strikes into Gaza and for the region to be ethnically cleansed.
Drop Site News has obtained a copy of the terms that Hamas and the other resistance factions have agreed to and have published the following regarding the most contentious elements of it :
1. How the incoming National Committee would run Gaza's institutions.
2. How the resistance's weapons would be handled.
Weapons Collection
— The document describes a process to "inventory and store heavy weapons, military production sites, weapons depots, and tunnels," beginning only after Israel meets its remaining Sharm El-Sheikh protocol obligations — including a cessation of attacks, withdrawal, and entry of life-saving essentials.
— The gradual process is linked to "an Israeli withdrawal, in phases, from the areas it controls in Gaza," and the handling of the weapons of armed militias. The process will be according to a schedule drawn up within 14 days, extendable with full party agreement.
— Weapons will not be handed over to Israel or any non-Palestinian party.
— Once the process is complete, the National Committee will be "the [sole] body that retains, stores, or controls weapons in Gaza."
— This is meant to lead toward "a credible path toward realizing Palestinian self-determination and the establishment of the Palestinian state."
Civil Administration & Public Sector
— The National Committee "shall maintain, upon assuming full responsibility in Gaza, the continuity of civil institutions and public services."
— Public employees will be treated fairly and with dignity; those terminated or forced into retirement "will receive their rights in accordance with Palestinian law."
— The Committee will conduct "a comprehensive audit of the financial and administrative situation in Gaza," working to protect and recover public resources and assets.
— Debts to suppliers and contractors will be settled, capped at "400 million dollars," to be paid "gradually over the course of three years."
