Wanying Zhang, aka “Heather,” 34, of Irvine, was arrested today by FBI Los Angeles on a federal complaint charging her with acting as an unregistered agent of the People’s Republic of China.
According to the affidavit, Zhang traveled to Seattle in 2025 and, at the direction of PRC officials, surveilled a close relative of a Taiwanese government official, sending photos, videos, and license plate information to those officials.
She coordinated the trip with an associate and used tradecraft to avoid detection. She never notified the Attorney General she was acting for a foreign government, a federal offense.
She will appear in federal court in Los Angeles tomorrow for her initial appearance. Defendants are presumed innocent until proven guilty.

Millions of dollars spent on casino-themed parties, expensive hotels and a gold-plated Cybertruck. It sounds like the spending spree of a character from The Wolf of Wall Street. Instead, federal prosecutors say the absurd spending was financed by a 64-year-old mental health clinic owner named Kevin Darnell Curry.
Curry, who owned and operated Acuity TMS of Plano, Acuity TMS of Fort Worth and Emerald Coast TMS of Fort Walton Beach, was convicted of submitting roughly $26 million in fraudulent claims to TRICARE, which paid out approximately $17 million.

LA’s “mansion tax,” sold to Angelenos as a way to tax the rich and boost housing, has instead blocked the building of 9,100 homes, wiped out 16,650 full-time construction jobs and cost $452 million in revenue.
A damning new report says the tax, officially known as United to House LA, or ULA — has had a negative impact on the city’s high-end and multi-family real estate markets and collected less than half what it was expected to generate to tackle the city’s housing crisis.
The ULA was expected to raise about $900 million a year, or $2.7 billion over its first three years. Instead, it brought in about $1.2 billion.

U.S. District Judge David Leibowitz dismissed the case against Chelsea Cox, declaring the 1996 federal law criminalizing noncitizen voting unconstitutional. His reasoning: the Constitution gives states — not Congress — the power to set voter qualifications.
