The reasoning predominantly due to a political divide amongst the Pacific Nations.
Taiwan, while not a member, will be present at the Forum. Though not agreed upon by all, many of the Pacific Nations do not recognise Taiwan and instead support the one China policy.
China's special envoy to the Pacific, has called Taiwan's presence inappropriate.
Pacific nations are continuing to align with China depsite pressure from Australia, the United States and New Zealand.

This had not been a secret to those who understand what data was available and how they were generating their data. The US shuttle operation via the Oman channel creates difficulty since ships are conducting ship to ship transfers in the Gulf of Oman.
The chart provided needs the following context.
Pre-war flow out of the Persian Gulf was 20 Mbpd and 3 Mbpd by the Fujariah/Yanbu pipelines.
We can see from the chart that on or about 6 July, oil exceeded the pre-war levels.
However, during the period of the chart, the 7-day average fluctuates between 10 and 15 Mbpd versus 23.
The chart does not include Yanbu and it does not break up Iranian oil from the rest of the Gulf states.
This reduction in Persian Gulf flow coincided with a significant reduction in consumption.
The issue will be as consumption rises again, will the reduction in global stocks, due to the loss of oil during the first months of the conflict, have an impact on prices.

It could not have come as a surprise that Iran would attack it in retaliation, yet it — and those living and working there — were left exposed and the facilities inadequately protected from Tehran’s ballistic missiles.
The idea that the U.S. could not prevent and defend against a predictable attack on a Fleet Headquarters — and our sailors stationed there — is quite startling. It likely is just as alarming to our allies.
Stretching supply lines that were once hundreds of miles away out to thousands of miles has far-reaching implications for forward-deployed ships and is likely to become a significant constraint in maritime operations.
If NSA Bahrain is not reconstituted to something near its pre-attack capabilities, it will fundamentally change how the U.S. Navy operates, supplies and maintains its ships. It will also upend how we support regional coalition partners in the Gulf region.
