सरकार ने IPHS norms के अनुसार HR availability पर जोर दिया है।
Contractual NHM staff के लिए uniform appraisal, increment और remuneration की बात की गई है।
इससे future में salary structure और increment system improve होने की उम्मीद है।
5. Program Expansion = CHO Work & Position Strong CHOs की involvement बढ़ेगी:
TB elimination
NCD program
Mental health
Elderly care
HPV vaccination
Anaemia Mukt Bharat
Urban health services
Home based care
6. Ayushman Arogya Mandir (AAM) Focus
12 expanded health services को fully implement करने का target रखा गया है।
CHO AAM का central staff होने के कारण उनकी necessity और job relevance बढ़ेगी।
7. Indirect Positive Signal for NHM Continuity
Document में बड़े scale पर reforms, training institutes, HR planning, digital integration आदि की planning है।
इससे लगता है कि NHM framework long-term continue करने की तैयारी चल रही है।
लेकिन कुछ concerns भी हैं:
Document में साफ लिखा है कि:
> HR budget पर ज्यादा खर्च कम करने की सलाह दी गई है।
States को कहा गया है कि permanent staff state budget से रखें।
मतलब future में contractual HR rationalization या restructuring भी हो सकती है।
Overall: यह document CHOs के role को कम नहीं बल्कि ज्यादा important दिखाता है।
Training, digital workload reduction, expanded services और HR uniformity जैसे points CHOs के लिए positive हैं।

इस document में National Health Mission की 2026-27 की नई PIP (Programme Implementation Plan) policy दी गई है।
इसमें CHOs (Community Health Officers) के लिए कई important points और indirect benefits हैं।
CHOs को होने वाले मुख्य फायदे:
1. Integrated Training Program
अब CHO के लिए अलग-अलग छोटी trainings की जगह integrated comprehensive training होगी।
7 दिन का structured training plan रहेगा।
इससे बार-बार training attend करने की परेशानी कम होगी।
2. CHO की भूमिका और मजबूत हुई
TB patients को हर 15 दिन में visit करने की जिम्मेदारी CHO को दी गई है।
Mental health screening, NCD screening, elderly care, palliative care जैसी services में CHO की role बढ़ाई गई है।
इससे CHO की importance system में और बढ़ेगी।
3. Digital Work आसान होने की संभावना
अलग-अलग portals (NCD, Nikshay, U-WIN आदि) को एक national aggregator platform में merge करने की योजना है।
मतलब multiple apps/data entry कम हो सकती है।
