The Hamas Movement's spokesperson, Hazem Qassem, on Saturday emphasized that the occupation's attempts to reimpose a policy of starvation and blockade on the people of the Gaza Strip portend a repetition of a grave crime against civilians, reveal the international community's failure to take effective steps to stop it, and also raise serious questions about the role of the ‘Board of Peace’ and its bodies in ensuring access of food and humanitarian aid and in preventing using them as a tool for collective punishment.
In a statement, Qassem pointed out that the lack of accountability for the previous crime of starvation encouraged the occupation to continue its violations and reinforced its sense of impunity.
"Preventing a recurrence of the crime of starvation in Gaza requires urgent international action that ensures the flow of humanitarian supplies and holds those responsible for imposing the blockade and starvation accountable," he also said.
The Hamas spokesperson called on the Arab and Islamic Ummah, both at the official and popular levels, to take practical action to prevent a recurrence of the starvation and blockade policy, driven by their humanitarian, national, and religious responsibilities, and in a manner that ensures protection of civilians and lifting of restrictions on aid to Gaza.

The criminal Zionist occupation army continues to target defenseless civilians in residential neighborhoods and tents of the displaced, with more people martyred and wounded every day, especially children, in a flagrant and recurring violation of the ceasefire agreement and in disregard for the efforts of the mediators and sponsoring states, exposing the insistence of the government of war criminal Netanyahu on continuing its aggression and keeping our people subjected to killing and danger.
This is accompanied by the tightening of the siege and the prevention of the entry of essential materials, which exacerbates the humanitarian conditions in the Gaza Strip, as the reduction of aid, amid growing needs, increases the suffering of displaced families and threatens to worsen food insecurity.

We also appreciate its call on the criminal enemy to ensure the delivery of humanitarian and relief aid to the Gaza Strip.

We strongly reject the Board of Peace representative Nickolay Mladenov's adoption of the occupation's narrative, according to which the terrorist Netanyahu government announced suspension of the entry of goods for the private sector into the Gaza Strip, and consider it a blatant bias and complicity with the occupation and its pretexts, aimed at disrupting the goods entry and exacerbating the humanitarian crisis of our besieged Palestinian people in the Gaza Strip.

They also confirm that our people's adherence to their land and their steadfastness in the face of displacement and settlement plans constitute the fundamental obstacle to the occupation's colonial projects.
We call upon the international community, the UN, and its bodies to assume their responsibilities, take immediate action to halt these crimes, impose comprehensive and deterrent sanctions on the occupation and its settlers, and activate international accountability mechanisms—especially in light of the statements of their leaders and their public calls to commit war crimes against Palestinian civilians in the West Bank and the Gaza Strip.

The Islamic Resistance Movement (Hamas) has followed the presidential decree calling for simultaneous presidential and legislative elections in September 2027, based on a decision by the Executive Committee of the Palestine Liberation Organisation (PLO) and following the repeal of Decree No. (4) of 2026 calling for holding legislative elections on 28 November 2026. Accordingly, we affirm the following:
First: The Hamas Movement reiterates its firm, principled stance on the necessity of rebuilding and reforming our national institutions, and rearranging our [Palestinian] house by a democratic process through free and fair elections, as this represents a national priority for uniting our people and protecting their national rights.
Second: The decision to postpone the elections until next year - given the absence of the necessary political, security, and field conditions for holding free and fair elections across the occupied Palestinian territories, including Jerusalem - is a step in the right direction that must lead to a comprehensive, serious, and fruitful national dialogue.
Third: We affirm that we are prepared to engage in a comprehensive dialogue to agree on clear and binding outcomes for all parties that include mechanisms for rearranging the Palestinian house – particularly the National and Legislative councils - and to agree on a comprehensive national strategy that contains a political programme and management of the transitional phase, as well as countering the serious Zionist threats targeting our national cause, and to save our people in all their places of existence, particularly in the Gaza Strip, which is subjected to genocide and displacement.

The Islamic Resistance Movement (Hamas) confirms that the awarding of the 2026 Nobel Peace Prize to the South African rights activist and judge Navi Pillay, in recognition of her career in defending human rights and promoting international law, particularly in the Palestinian territories, represents an important step towards international justice and a new international acknowledgement of the crimes committed by the occupation against our Palestinian people.
Pillay has contributed to the defence of African National Congress activists in their struggle against the Apartheid Regime. She also served as President of the International Criminal Tribunal for Rwanda. This award reflects a distinguished career dedicated to the defence of rights and the accountability of perpetrators of international crimes.
The findings of the Independent International Commission of Inquiry, chaired by Pillay, over the crimes committed in the Gaza Strip, and the conclusion reached in its report, published in September 2025, that the crime of genocide had been committed, underscore the gravity of what our people have endured, necessitating serious international action to translate the documented facts into legal proceedings and effective accountability for those perpetrators.
We call on the international community to assume its legal and moral responsibilities, take action to prosecute the war criminals and hold them accountable before international courts, and put an end to the policy of impunity, thereby halting the occupation's crimes against our Palestinian people.
