| 2 | A Question of Justice for Unemployed Graduates & Post-Graduates
When MTS posts were advertised in 2020, candidates holding qualifications above 12th standard, including Graduates and Post-Graduates, were not eligible to apply.
At that time, the Government’s position was that MTS posts were not suitable for candidates with higher qualifications. We respected that decision and believed that the Government would provide other suitable employment opportunities for Graduate and Post-Graduate candidates.
However, years have passed. Many of us are now becoming overage, while a large number of posts in different departments remain vacant and have not been advertised.
Even today, if the Government issues an MTS recruitment notification and does not make Graduate or higher-qualified candidates eligible, an important question arises:
If Graduate and higher-qualified candidates are considered unsuitable for MTS posts, then why are MTS employees who are already working in Government departments now demanding promotions to higher posts?
If the Government promotes existing MTS employees to higher posts, then why were Graduate and Post-Graduate candidates not made eligible for MTS recruitment in 2020, or even in the latest MTS recruitment notification?
If the Government’s position is that an MTS post is not suitable for candidates possessing qualifications above 12th standard, then the same principle should be applied consistently. Why should MTS employees now be considered suitable for promotion to higher posts when Graduate and Post-Graduate candidates were considered unsuitable even for entry-level MTS recruitment?
Now, the situation has become even more concerning. In some departments, MTS employees are reportedly seeking promotion to higher posts, such as:
- Junior Assistant
- Stock Assistant
- Junior Supervisor
- Storekeeper
- Library Assistant
- Other posts that may otherwise be filled through direct recruitment
If MTS employees are given promotional avenues to these posts, what will happen to professionally and academically qualified unemployed candidates who were not even eligible for MTS recruitment in the first place?
This creates a serious question of fairness and equal opportunity.
At the time of MTS recruitment, Graduate and Post-Graduate candidates were excluded on the ground that MTS was not a suitable post for higher-qualified candidates. We accepted that decision and waited for suitable posts to be advertised. But if MTS employees are now allowed to move into higher posts through promotion, the same candidates who were once considered “overqualified” for MTS may end up losing opportunities in the higher posts as well.
There is another important aspect. Some candidates who possessed Graduation or Post-Graduation qualifications reportedly applied for MTS posts despite the eligibility restrictions, and some are now working as MTS employees. We understand that unemployment can force people to accept whatever opportunity is available. Our concern is not against individual MTS employees; our concern is about the recruitment policy and its consequences for unemployed youth.
Today, MTS employees in several departments, including GMC Anantnag, GMC Baramulla, GMC Handwara, GMC Rajouri, GMC Kathua, GMC Doda and some other departments, are reportedly seeking promotional avenues to higher posts.
This raises a simple but important question:
If MTS employees can now seek promotion to higher posts, why were Graduate and Post-Graduate candidates prevented from even applying for MTS posts in the first place?
Many unemployed Graduates and Post-Graduates are now reaching the upper age limit. They have spent years waiting for suitable government recruitment, while vacancies continue to exist in different departments.
We are not asking for anyone’s job to be taken away. We are asking the Government to ensure that any change in promotion rules does not unfairly deprive professionally qualified unemployed candidates of their legitimate opportunities for direct recruitment.

| 16 | MTS posts are for employment, not for punishing educated youth
Once again, the Government has kept the maximum qualification for MTS posts at 10+2. The question is simple: Where will our graduates and post-graduates go?
Is their cr i me that they studied more?
A young person who has spent years earning a graduation or post-graduation degree is being told that he/she is “overqualified” to even apply for an MTS post. At the same time, the Government is neither providing enough employment opportunities nor creating a pathway for these educated unemployed youth.
They are forced to set up a rehri, Do daily-wage labour, Leave their degrees at home and struggle for survival.
If a graduate or post-graduate is willing to compete for an MTS post, why should the Government stop them from applying? Let merit and competition decide who gets selected.
The Government must immediately reconsider this arbitrary maximum qualification and allow all eligible educated youth to apply.
Our youth don't need lectures. They need opportunities. Enough of excluding educated youth from government jobs!

| 18 | Important Suggestion Regarding MTS Eligibility Criteria
A number of messages are being received from aspirants stating that they are not eligible for the MTS posts and that they intend to approach the Hon’ble Court regarding the matter.
In this regard, my sincere suggestion is that, before proceeding with legal action, all concerned aspirants should submit a formal representation to the General Administration Department (GAD), requesting reconsideration and necessary modification of the prescribed qualification criteria for MTS posts.
It is important to understand that the qualification criteria is prescribed by the concerned administrative authority. Therefore, even if the matter is taken before the Hon’ble Court, the concerned department/authority responsible for the eligibility criteria would be required to respond. Hence, it is advisable to first approach the GAD through proper representations.
I further request all aspirants to submit representations collectively to the GAD, Hon’ble Lieutenant Governor, Hon’ble Chief Minister, and other concerned authorities, highlighting the genuine concerns of the affected candidates and requesting a fair reconsideration of the eligibility criteria.
If representations are submitted collectively and in substantial numbers, the concerned authorities will be in a better position to consider the issue and take an appropriate decision.
Let us first make a united and peaceful effort through the proper administrative channel. A collective representation from all affected aspirants can play an important role in bringing this issue to the attention of the competent authorities. | 3 389 |
