| 15 | SIR in India — Lecturette
1. What is SIR?
SIR stands for Special Intensive Revision of Electoral Rolls.
It is a process undertaken by the Election Commission of India (ECI) to comprehensively verify and update electoral rolls. Unlike the routine annual revision, SIR involves intensive, house-to-house verification by Booth Level Officers (BLOs), followed by publication of a draft roll, claims and objections, verification, and finally the revised electoral roll.
The main objectives are:
• Removing duplicate, dead or permanently shifted voters
• Identifying ineligible entries
• Ensuring that eligible citizens are included
• Updating electoral rolls because of migration, urbanisation and demographic changes.
The present exercise began in Bihar in June 2025 and was subsequently expanded in phases to other states and Union Territories.
2. Current Scenario
The present controversy has two sides.
ECI’s position
The Election Commission argues that SIR is necessary to maintain the integrity and accuracy of electoral rolls and prevent ineligible or duplicate entries from affecting elections. The Supreme Court in May 2026 upheld the ECI’s legal authority to conduct SIR, holding that it has a statutory basis and a connection with the constitutional objective of free and fair elections.
The ECI has also stressed that the process contains safeguards such as:
enumeration → draft roll → claims and objections → verification → final roll.
Why has it become controversial?
The major concern is that genuine voters could potentially be excluded during the verification process, particularly people who have difficulty producing documents or responding to notices.
The scale is significant. In West Bengal, for example, the ECI told the Supreme Court that 27.16 lakh voters had been removed, while more than 22 lakh subsequently filed appeals for reinstatement.
More recently, the Supreme Court has questioned the manner in which notices were issued in Delhi, observing that some notices appeared to have been issued mechanically, and asked the ECI whether additional filters were required.
There has also been controversy regarding the functioning of the Election Commission itself. A recent Indian Express investigation reported that two Election Commissioners raised formal objections on several occasions regarding aspects of voter additions, deletions, Form 6 and electoral-roll data handling. The ECI has responded that final decisions on SIR were unanimous.
So, the current debate is essentially about electoral integrity versus the risk of voter exclusion.
3. Challenges
First — Risk of disenfranchisement
The biggest challenge is ensuring that an eligible citizen does not lose the opportunity to vote merely because of documentation difficulties, migration or administrative errors.
Second — Documentation and accessibility
India has a highly mobile population. Migrant workers, tenants, elderly people and economically weaker sections may find verification more difficult.
Third — Transparency
Since electoral rolls determine who can participate in elections, the criteria for deletion and the reasons for individual exclusions need to be clearly communicated.
Fourth — Administrative capacity
SIR requires enormous manpower. In Phase III alone, the ECI said more than 3.94 lakh BLOs would conduct house-to-house enumeration covering 36.73 crore electors.
Fifth — Public trust
Elections depend not only on accurate rolls but also on public confidence in the electoral process. Any perception of arbitrary deletion can undermine that confidence, even where the underlying objective is legitimate.
4. Way Forward
1. Transparency:
Every deletion should have a clear, accessible reason and citizens should be able to track the status of their case.
2. Strong appeals mechanism:
Adequate time, sufficient appellate officers and simple procedures should be provided for people whose names are excluded.
