| 3 | Paper Leak Issue in India
Introduction
India is home to one of the world’s largest examination systems, where more than 5 crore students and job aspirants appear for various school, university, entrance, and government recruitment examinations every year. For millions of young people, these exams determine their education, career, and future.
However, repeated question paper leaks have become a serious challenge, undermining the principles of fairness, meritocracy, and equal opportunity.
Current Scenario
In recent years, India has witnessed several major paper leak controversies, including NEET-UG 2024, UGC-NET 2024, UP Police Recruitment Exam, Rajasthan Public Service Commission (RPSC) exams, and various state recruitment examinations.
The cancellation or postponement of these exams affected lakhs of students, causing financial loss, mental stress, and delays in recruitment.
To address the issue, the Government enacted the Public Examinations (Prevention of Unfair Means) Act, 2024, making organised paper leaks a serious criminal offence.
Facts and Data
India conducts thousands of competitive examinations every year for education and government recruitment.
Investigations have documented multiple major paper leak cases across several states in recent years, highlighting that the issue is widespread rather than isolated.
Under the Public Examinations (Prevention of Unfair Means) Act, 2024:
Organised paper leak offences can attract 5–10 years of imprisonment.
Fines can extend up to ₹1 crore for organised crimes related to public examinations.
Challenges
1. Loss of Meritocracy
Hardworking candidates lose opportunities while dishonest individuals gain unfair advantages.
2. Psychological Impact
Repeated cancellations create anxiety, depression, frustration, and uncertainty among students.
3. Delay in Recruitment
Government vacancies remain unfilled for months, affecting public service delivery.
4. Organised Crime
Paper leaks often involve criminal networks, middlemen, coaching centres, and insiders.
5. Declining Public Trust
Frequent leaks reduce confidence in examination agencies and public institutions.
Way Forward
Strict implementation of the Public Examinations Act, 2024.
Shift towards secure Computer-Based Tests (CBTs) wherever feasible.
Use AI-enabled surveillance, encrypted digital question paper transmission, QR-coded papers, and biometric verification.
Conduct background verification of all personnel involved in paper setting, printing, and transportation.
Establish fast-track courts to ensure quick punishment of offenders.
Strengthen cybersecurity and auditing of examination systems.
Increase transparency and accountability of examination agencies.

1. Introduction
Organic farming is a system of agriculture that avoids synthetic fertilizers, pesticides, GM crops, and growth hormones.
It relies on natural methods such as composting, crop rotation, green manure, vermicomposting, and biological pest control.
It supports the three pillars of sustainability: economic viability, environmental protection, and social well-being.
2. Current Scenario
Global
The global organic food market is worth over US$200 billion and continues to grow due to increasing health consciousness.
More than 190 countries practice organic farming.
India
India has one of the largest numbers of organic farmers in the world.
India has around 4.5 million hectares under organic certification and related systems.
Madhya Pradesh has the largest area under organic cultivation.
Sikkim became the world’s first fully organic state in 2016.
India exports organic products such as tea, spices, rice, oilseeds, medicinal plants, coffee, and pulses to the USA, Europe, and other countries.
