The government should move from being the sole operator to an enabler and regulator, allowing private companies to scale.

India should encourage venture capital, private equity and international investment in space technology.

A predictable framework for licensing, insurance, liability, spectrum allocation and safety will increase investor confidence.
4. Build indigenous technology
Greater investment in R&D and collaboration between ISRO, industry and universities can reduce import dependence.
5. Develop a skilled workforce
Specialised courses, research centres and industry-academia partnerships should be promoted in areas such as aerospace engineering, AI, satellite technology and space data.
6. Focus on downstream applications
The real economic value of space lies not only in launching satellites but also in using their data for:
• Agriculture
• Disaster management
• Urban planning
• Defence
• Navigation
• Climate monitoring

| 13 | India’s Space Economy
Introduction
India’s space programme has evolved from being primarily government-driven and research-oriented to becoming a growing commercial and strategic sector. The space economy includes activities related to satellite manufacturing, launch services, communication, navigation, Earth observation, data services and downstream applications.
Today, India is moving from the idea of “space for national development” to “space as an engine of economic development.” India’s space economy is currently valued at around USD 9 billion and is projected to reach approximately USD 40–45 billion over the next decade.
1. Current Scenario
1. Growing private sector participation
India has opened its space sector to private companies and start-ups. The number of registered space start-ups has increased from just 1 in 2014 to around 440 by August 2026. Private investment has also risen to around USD 618.5 million by March 2026.
2. Expansion across the space value chain
Private companies are now participating in:
• Satellite manufacturing
• Launch vehicles
• Earth observation
• Satellite communication
• Space-based data and applications
This is creating a complete ecosystem rather than making space activities dependent only on government institutions.
3. Commercialisation of ISRO technology
NewSpace India Limited (NSIL) is helping commercialise Indian space technology and services. Its revenue increased from about ₹322 crore in FY 2021–22 to over ₹3,000 crore in FY 2024–25.
4. Global launch and cooperation potential
India has launched 399 foreign satellites as of January 2026, demonstrating its potential in the global launch market. India also has space cooperation arrangements with 61 countries and 5 multilateral organisations.
2. New Developments
1. Indian Space Policy, 2023
The policy opened the entire space value chain to greater private participation and clarified the roles of ISRO, IN-SPACe and NSIL.
2. Liberalised FDI policy
India has liberalised foreign investment in the space sector:
• Up to 74% automatic FDI in satellite manufacturing and operations.
• Up to 49% automatic FDI in launch vehicles and spaceports.
• Up to 100% automatic FDI in manufacturing certain space components and systems.
3. Financial support for start-ups
Recent measures include:
• ₹1,000 crore Venture Capital Fund
• ₹500 crore Technology Adoption Fund
• Seed funding and infrastructure support through IN-SPACe.
4. Earth Observation Public-Private Partnership
India is developing its first privately owned Earth-observation satellite constellation under the EO-PPP model, with around ₹1,200 crore in private investment commitments.
5. Advanced missions
India is moving towards:
• Gaganyaan human spaceflight
• A future Indian space station
• Advanced Earth observation and satellite capabilities
These programmes can generate demand for new technologies, manufacturing and high-skilled employment.
3. Challenges
1. Limited share in the global space economy
Despite strong capabilities, India still has a relatively small share of the global commercial space market.
2. High capital requirement
Space technology requires heavy investment, long development cycles and involves significant technological risk, making private financing difficult.
3. Regulatory and policy challenges
Although reforms have improved the ecosystem, companies still require greater clarity and predictability regarding licensing, insurance, liability and other commercial regulations.
4. Technology dependence
India needs stronger indigenous capabilities in advanced areas such as:
• Reusable launch systems
• Semiconductor components
• Advanced propulsion
• High-resolution satellites
5. Space security and sustainability
Growing satellite constellations increase concerns regarding space debris, cyber threats and protection of strategic space assets.
6. Shortage of skilled manpower
The rapidly expanding sector requires more engineers, scientists, data specialists and technicians with specialised space-sector skills.
