🟢 On 24 September, the UN General Assembly approved the Declaration on Sea Level Rise by consensus.
🟢 It focuses on the legal, scientific, financial and socio-economic consequences of rising sea levels.

🟢 Low-lying states such as Fiji, Tuvalu and Vanuatu will continue to retain their statehood, sovereign rights and UN membership despite sea-level rise.

🟢 COP31 will be held in Antalya, Türkiye, in November 2026.

| 11 |  🔆 WESTERN GHATS ESA | KERALAM’S DEMAND
📍 In News
🟢 The Keralam Government has urged the Centre to limit the Ecologically Sensitive Area (ESA) in the Western Ghats to forest areas.
🟢 It has recommended excluding populated areas, farmlands and plantations from the ESA notification.
📍 Kasturirangan Committee & ESA
🟢 In 2013, the K. Kasturirangan Committee proposed an ESA of 13,108 sq. km, covering 123 villages in Keralam.
🟢 The proposal triggered widespread protests in the State.
🟢 Following a study, the Union Ministry of Environment and Forests issued a draft notification reducing the area to 9,993.7 sq. km.
📍 Keralam’s Current Demand
🟢 Keralam wants the ESA to be reduced further to 8,590.69 sq. km.
🟢 The number of villages covered should be reduced to 98.
🟢 The State wants the ESA to be restricted to forest regions.
📍 Why Keralam Seeks Exclusion?
🟢 Keralam has a small geographical area, but a dense population.
🟢 Around 29.15% of the State’s area is under forest cover.
🟢 The State argues that additional restrictions on forests, paddy fields and wetlands, along with existing stringent laws, could affect development, agriculture and everyday life.
📍 Current Status
🟢 The State Government has submitted its recommendations and suggestions to the Centre.
🟢 Keralam is seeking a final ESA notification, noting that notifications issued from 2014 to July 2026 remained drafts.
