| 8 | 🔆 India’s Transition to E25 Ethanol Blending
📍 Why in News?
✅ The government is considering a graded transition from E20 to E25 petrol, while addressing concerns over vehicle compatibility, mileage and consumer readiness.
📍 Key Highlights
✅ Ethanol has a lower calorific value than petrol, leading to a drop in fuel economy, especially in older vehicles.
✅ Due to its hygroscopic nature (absorbs moisture), higher ethanol blends may increase the risk of corrosion and affect engine components.
✅ Higher blends offer benefits such as a higher octane number, lower emissions and reduced dependence on imported crude oil.
📍 Challenges
✅ Existing vehicles may require engine recalibration, material compatibility upgrades and fresh homologation for E25.
✅ A rushed transition could impose higher costs on consumers and automobile manufacturers.
📍 Way Forward
✅ Adopt a phased transition, strengthen BIS standards, promote flex-fuel vehicles, and ensure adequate stakeholder consultations before nationwide rollout.
📝 UPSC Mains Practice
“While higher ethanol blending improves India’s energy security, it also raises concerns regarding food security, vehicle compatibility and consumer welfare.” Critically examine. (GS III – Economy & Environment)

| 9 | 🔆 Ethanol Blending in Fuel: Opportunities & Challenges
📍 Why in News?
✅ India has achieved 20% ethanol blending (E20) in petrol ahead of the 2030 target, with discussions now on moving towards E25/E85 blends.
📍 Advantages of Ethanol Blending
✅ Reduces crude oil imports, improves energy security, and lowers carbon emissions.
✅ Ethanol has a higher octane number, enabling cleaner and more efficient combustion.
📍 Key Challenges
✅ Ethanol has ~30% lower energy content than petrol, leading to reduced mileage.
✅ Higher blends may affect older engines, fuel systems, rubber parts and corrosion resistance.
✅ Automakers require engine redesign, recalibration and fresh homologation for higher blends.
📍 Consumer Concerns
✅ Existing non-flex-fuel vehicles may witness lower fuel efficiency and potential long-term maintenance issues.
✅ Transition costs for higher blends could ultimately be passed on to consumers.
📍 UPSC Value Addition
✅ National Policy on Biofuels, 2018 (amended): Aims to enhance energy security, reduce emissions and promote biofuels.
✅ India achieved the E20 blending target ahead of schedule, strengthening its ethanol blending programme.
📝 UPSC Mains Practice
“Ethanol blending is central to India’s energy transition, but its long-term success depends on balancing environmental sustainability, food security, and technological readiness.” Discuss. (GS III – Economy & Environment)

| 12 | 🔆 Flex-Fuel Vehicles & India’s Ethanol Mobility Push
📍 Why in Focus?
✅ Union Petroleum Minister Hardeep Singh Puri highlighted the role of Flex-Fuel Vehicles (FFVs) during the launch of Hero MotoCorp’s flex-fuel motorcycles, compatible with E20–E85 ethanol blends.
📍 Key Highlights:
✅ Flex-Fuel Vehicles (FFVs) can run on varying blends of petrol and ethanol, ranging from E20 to E85.
✅ India’s ethanol blending rate has increased from 1.5% (2014) to 20%, marking a major milestone in the Ethanol Blended Petrol (EBP) Programme.
✅ Since ESY 2014-15, ethanol blending has saved about ₹1.84 lakh crore in foreign exchange and substituted 302 lakh metric tonnes of crude oil.
✅ The programme has generated nearly ₹1.58 lakh crore additional income for farmers, transforming them from Annadatas to Urjadatas.
✅ Ethanol blending has also reduced approximately 90 lakh metric tonnes of CO₂ emissions, supporting India’s low-carbon transition.
📍 Significance / Implications:
✅ Reduces India’s dependence on imported crude oil, strengthening energy security.
✅ Creates additional and stable income opportunities for sugarcane and grain farmers.
✅ Supports green mobility alongside EVs, hydrogen and biofuels.
✅ Promotes Aatmanirbhar Bharat by reducing foreign exchange outgo on fuel imports.
📍 UPSC Value Addition:
✅ E20: Petrol blended with 20% ethanol.
✅ E85: Fuel containing 85% ethanol and 15% petrol.
✅ Flex-Fuel Engine: Modified internal combustion engine capable of operating on multiple ethanol-petrol blends.
✅ India currently imports around 88.5% of its crude oil requirement.
✅ Mains Question:
“Discuss the role of ethanol blending and flex-fuel vehicles in enhancing India’s energy security, reducing carbon emissions, and improving farmers’ income. What challenges remain in scaling up biofuel-based mobility?” (250 Words)

| 15 | 🔆 Rice-to-Ethanol Policy
📍 Why in News?
✅ Concerns have been raised over the growing diversion of FCI rice for ethanol production, citing risks to food security, groundwater, fiscal sustainability and the environment.
📍 Background
✅ India is the world’s largest rice producer and exporter
✅ Ethanol Blended Petrol (EBP) Programme targets 20% ethanol blending
✅ FCI surplus rice is being supplied to ethanol distilleries at subsidised prices
📍 Key Concerns
✅ Diversion of food grains may affect long-term food security
✅ Rice cultivation is highly water-intensive requiring about 4,000 litres of water per kg of rice
✅ Paddy cultivation emits significant methane (CH₄), a potent greenhouse gas
✅ Excessive fertiliser use causes nitrous oxide (N₂O) emissions and groundwater pollution
✅ Subsidised MSP procurement, free electricity and cheap urea encourage unsustainable rice cultivation
✅ Fiscal burden due to procurement, storage and subsidies
📍 Ethanol Blending Programme (EBP)
✅ Implemented to reduce crude oil imports and carbon emissions
✅ Target of 20% ethanol blending in petrol
✅ Feedstocks include sugarcane, maize, damaged food grains and surplus rice
📍 Way Forward
✅ Promote maize and other less water-intensive feedstocks for ethanol
✅ Encourage Direct Seeded Rice (DSR) to conserve water
✅ Rationalise MSP and input subsidies
✅ Shift from input subsidies to direct income support
✅ Balance energy security with food and environmental security
📍 Prelims Nuggets
✅ Ethanol Blended Petrol (EBP) Programme is implemented by the Ministry of Petroleum & Natural Gas
✅ Methane (CH₄) is a more potent greenhouse gas than CO₂ over the short term
✅ Direct Seeded Rice (DSR) reduces water use and methane emissions compared to transplanted paddy
✅ Mains Practice
“Critically examine the implications of diverting food grains for ethanol production in the context of India’s food, water and energy security.” (GS III)
