| 4 | 🔆 A Quiet Move That Kept Dehradun’s Vultures Safe
📍 Why in News?
🟢 A decade-old study, published in the Journal of Threatened Taxa, has highlighted how the relocation of a livestock carcass dump helped protect vultures in the Dehradun region.
🟢 The carcass dump was shifted about 2.4 km away from high-tension power infrastructure near Uttarakhand’s Dehradun.
🟢 The relocation significantly reduced the risk of electrocution, one of the most under-reported threats to vultures.
📍 Vultures: Among the Most Threatened Birds
🟢 Vultures have suffered severe population declines across Asia and Africa due to multiple anthropogenic pressures.
🟢 Major threats include poisoning, veterinary drugs such as NSAIDs, food scarcity and habitat loss.
🟢 Electrocution from power infrastructure has emerged as another significant but relatively under-recognised threat.
📍 What Did the Study Find?
🟢 The study was based on 34 surveys conducted between May 2011 and February 2014 in the Sudhowala region of Dehradun.
🟢 Researchers recorded 743 vultures belonging to five species.
🟢 46 vulture carcasses were attributed to electrocution near high-tension power transmission structures.
🟢 The highest proportion of mortality was recorded for the Himalayan griffon (Gyps himalayensis), followed by the Eurasian griffon (Gyps fulvus) and the Egyptian vulture (Neophron percnopterus).
📍 A Simple Conservation Intervention
🟢 Based on the findings, local authorities shifted the carcass dumping site around 2.4 km away from high-risk electricity infrastructure in April 2015.
🟢 Subsequent observations indicated continued use of the new site by vultures, with no recorded mortality during the post-relocation monitoring period.
🟢 This shows that even a small, evidence-based spatial intervention can significantly reduce wildlife mortality.
📍 Why is Carcass Dump Management Important?
🟢 Carcass dumps attract large numbers of scavenging birds, creating concentrated wildlife activity near power infrastructure.
🟢 Locating such sites near high-tension lines can increase the risk of collision and electrocution.
🟢 Proper siting of waste and carcass disposal areas can therefore become an effective wildlife conservation measure.
📍 Larger Conservation Significance
🟢 The study highlights the importance of integrating wildlife conservation with infrastructure planning.
🟢 Hazardous power infrastructure can be made safer through retrofitting, insulation and bird-safe designs.
🟢 Targeted interventions based on scientific evidence can complement broader conservation policies and help protect threatened scavenger species.
📍 Key Takeaway
🟢 Protecting wildlife does not always require massive interventions—sometimes simple changes in land-use and infrastructure management can prevent significant mortality.
🟢 The Dehradun example demonstrates the value of evidence-based, localised and species-sensitive conservation planning.
🔹 UPSC Mains Question:
“Infrastructure development and land-use practices can create unintended threats to wildlife.” Discuss with reference to the impact of power infrastructure on birds and suggest measures for integrating biodiversity conservation into development planning.

| 12 | 🔆 Restoring Lakes — Beyond Quick Fixes
📍 Why in News?
🟢 India’s urban lakes and wetlands are disappearing rapidly due to unplanned urbanisation, encroachment, pollution and weak governance.
🟢 Wetlands cover nearly 6% of the world’s surface and are highly productive ecosystems that store carbon and support biodiversity.
🟢 Their loss weakens climate regulation, flood management, groundwater recharge and urban liveability.
📍 Major Concerns
🟢 Rapid urbanisation has transformed lake catchments and wetlands into real-estate opportunities.
🟢 Heavy pollution from untreated sewage, industrial effluents and municipal solid waste is degrading water bodies.
🟢 CAG reports have flagged large-scale shrinking of lakes; Hyderabad lost roughly 61% of its lake area since 1979.
🟢 Encroachment, blocked feeder channels and disrupted hydrological flows prevent natural lake restoration.
🟢 Municipal bodies often prioritise beautification over ecological restoration, focusing on promenades, lighting and fencing.
📍 Governance Challenges
🟢 Lake conservation suffers from fragmented accountability and weak inter-departmental coordination.
🟢 Urban planning often treats lakes as vacant land rather than critical ecological infrastructure.
🟢 Schemes such as AMRUT, Jal Shakti Abhiyan and Mission Amrit Sarovar provide policy frameworks, but their ground-level impact remains uneven.
🟢 Ramsar designation provides international recognition, but does not automatically ensure effective local conservation.
📍 Examples of Restoration
🟢 HYDRAA, Telangana has reclaimed encroached lakebeds and illegal structures within Full Tank Level zones.
🟢 Restoration of feeder channels and natural hydrological flows helped expand the water spread of Cheruvu from 16 to 30 acres.
🟢 Community-led “lake champions” in Bengaluru and Hyderabad have helped revive degraded water bodies.
📍 Beyond Quick Fixes
🟢 Formally integrate water bodies into city planning.
🟢 Provide absolute legal protection to lake boundaries and catchments, with strict penalties for encroachment.
🟢 Restore feeder channels, drainage networks and natural hydrological flows, rather than focusing only on beautification.
🟢 Streamline fragmented governance under unified and accountable authorities.
🟢 Institutionalise citizen participation and permanent local ownership of urban lakes.
🟢 Treat lakes as urban climate buffers and sponge systems that reduce flood, heat and water-scarcity risks.
🎯 Mains Application
Urban lakes must be treated as ecological infrastructure rather than vacant land; their restoration requires integration of hydrology, urban planning, law, governance and community participation.
✎ MAINS PRACTICE QUESTION
“Urban lake restoration in India requires institutional reform rather than merely cosmetic interventions.” Discuss the causes of degradation of urban water bodies and suggest a comprehensive framework for their ecological restoration.
