Ukraine’s General Staff says air-launched missiles struck the main and reserve Russian command posts in occupied Donetsk on 26 August and overnight into 27 August. Officials said damage and Russian losses are still being assessed. OSINT groups identified two sites: an underground parking garage at an unfinished residential complex, assessed as a possible headquarters of Russia’s 51st Combined Arms Army, and buildings of the former UkrDerzhNDIplastmas research institute. Occupation official Denis Pushilin said Storm Shadow/SCALP missiles were used. Debris also pointed to SCALP; reports of JDAM-LR use have not been confirmed. One senior Russian death has been independently reported. OSINT project KIU said Lt. Col. Andrey Moiseyenko, a senior operations officer on the staff of Russia’s 41st Guards Combined Arms Army, was killed in the strike. His wife confirmed the death.

The Standing Committee of the National People’s Congress (PRC) on Friday stripped Zhang Youxia of his post as vice chairman and Liu Zhenli of his seat as a commission member, state media reported. Both men have been under investigation since January for suspected serious violations of discipline and law. Zhang had been the military’s highest-ranking uniformed officer and a Politburo member. Liu headed the CMC Joint Staff Department. Their removal leaves the once seven-member body with two active members: President Xi Jinping and Vice Chairman Zhang Shengmin.

Germany, Denmark, the Netherlands, Austria, Finland and Sweden have called for the European Commission’s proposed Multiannual Financial Framework for 2028–2034 to be reduced by “several hundred billion euros.” They want remaining funds focused on security and defence, competitiveness, migration and European sovereignty, and they rejected new joint EU borrowing as “not the solution to our budgetary challenges.” German Chancellor Friedrich Merz described the Commission’s proposed increase of up to 60% as “simply unaffordable” at a time when member states are consolidating national budgets. “We are not stingy, but such increases simply do not fit our times,” he said. The six countries account for about 40% of the EU budget. Agreement on the long-term budget requires unanimity among all 27 member states. The group said it wants talks concluded in 2026.

Joint Task Force–Southern Border said the Army Multipurpose High Energy Laser engaged the unmanned aircraft late Tuesday and early Wednesday in southern Texas’ Rio Grande Valley. Officials said the drones posed a physical threat to U.S. troops and Customs and Border Protection personnel and were being used to support smuggling and surveillance. The military did not disclose the exact strike locations or whether the drones were over U.S. or Mexican territory. Mexican President Claudia Sheinbaum has previously said any unilateral U.S. action on Mexican soil would be a serious violation of sovereignty.
