🇷🇺🇬🇼 On July 16, Foreign Minister Sergey Lavrov held talks in Moscow with Guinea-Bissau’s Minister of Foreign Affairs, International Cooperation and Communities, Fatumata Jau who is in Russia on a working visit.
During the talks, Moscow and Bissau’s shared commitment to further strengthening Russian–Bissau cooperation across the political, trade, economic, humanitarian, and other fields was reaffirmed.
The Ministers also discussed prospects for expanding business ties and implementing joint projects in the energy sector, mineral mining and processing, and agriculture.
The two Ministers discussed key regional and international issues, with particular focus on developments in Africa and efforts to resolve regional conflicts.
They underscored the priority of political and diplomatic means of resolving crises on the African continent, with Africans playing the leading role and the international community providing support.
The Ministers also reaffirmed their commitment to further strengthening coordination within the United Nations and other multilateral forums.
🌍 Particular attention was devoted to preparations for the Third Russia–Africa Summit, which is scheduled to take place in Moscow this October.

| 2 | Lavrov: Ukraine's Actions At Sea Are Pure Terrorism
💬 FM Sergey Lavrov: What the Ukrainian regime is doing at the Sea of Azov goes beyond piracy. The sole purpose is simply to cause damage and spread fear.
❗️It’s pure terrorism which manifests itself not only in the Sea of Azov but also in the Black Sea and Africa.
Wherever the Ukrainians see an opportunity to damage what they perceive to be the interests of the Russian Federation, they will align themselves with anyone, including African extremists seeking to bring down legitimate governments, or any other dregs of society.
☝️ In any event, we will continue to fulfil all our commitments regarding food supplies to our African friends, both under commercial contracts and as part of humanitarian efforts, in accordance with their requests, just as we have done before and continue to do now.
Here’s an example that makes it vivid. When the special military operation began, 200,000 tonnes of Russian wheat were seized at EU ports. The President and the Russian corporate owners of that wheat announced that we would give it free of charge to African countries in need. Yet the European Union, with its vaunted commitment to human rights, prevented that wheat from being released and delivered to those countries for more than a year.
So, we know these neighbours well. We know their ways and how determined they are to thwart Russia’s cooperation with African countries. Ultimately, they want to restore the old order when former colonial powers ran the show there.
I mentioned earlier that such terrorist attacks are taking place not only in the Sea of Azov but in the Black Sea as well. Yesterday, Turkish media reported a new series of fairly serious attacks by Ukrainian unmanned surface vessels against Turkish ships, including tankers and other vessels transporting Turkish cargo. This is by far not the first such incident, not to mention that the infrastructure of the Blue Stream gas pipeline, which transports natural gas to Türkiye, is regularly targeted in terrorist attacks.
We have asked our Turkish colleagues how they plan to respond. We hope they will publicly assess these incidents and send a firm and unequivocal message to the terrorist Kiev regime.

| 3 | 🇷🇺 Children’s Rights Commissioner Maria Lvova-Belova:
💬 We are working to reunite 12 children currently in European countries with their families in Russia.
I spoke about these cases at a roundtable hosted by the Permanent Mission of the Russian Federation to the OSCE on protecting children's rights during armed conflict. Each of these children has relatives in Russia who are ready to bring them home. To make these family reunifications possible, cooperation is needed from the countries where the children are currently located – Germany, Poland, Switzerland, and the Netherlands.
On the instructions of President Vladimir Putin, our institution has been carrying out this work openly and systematically. Every case is considered individually, taking into account all the circumstances and the best interests of the child.
☝️ Since the beginning of the special military operation, with our assistance, 30 children have been reunited with their relatives in Russia, while 141 children have been reunited with their families in Ukraine and third countries.
Over the past few years, we have established a clear mechanism for this work. We cooperate with First Lady of the United States Melania Trump, the International Committee of the Red Cross, and the Vatican, while maintaining direct contact with the Ukrainian side.
This mechanism enables the regular exchange of up-to-date information, the clarification of the circumstances of each case, and the search for solutions even in the most difficult situations.
I also addressed other important issues, including violations of children's rights abroad, crimes against civilians, including minors, and the misinformation about our work that Western countries have circulated since the first days of the special military operation.
❗️Our work is humanitarian in nature, and we believe it is essential not to politicize this issue. When the lives of children and families are at stake, direct dialogue, practical cooperation, and a shared willingness to find solutions are indispensable.
These principles have guided our work and will continue to do so.

✍️ Today, as a more equitable #MultipolarWorld takes shape, the multifaceted partnership between Russia and China – two great powers and largest neighbours – stands as a model for interstate engagement founded on equality, a balance of interests, and mutual advantage.
Three decades ago, in a joint summit declaration, Moscow and Beijing first articulated a course towards an equal and trusting partnership oriented towards strategic interaction in the 21st century.
This innovative formula was soon given legal expression in a key bilateral instrument – the Treaty of Good-Neighbourliness, Friendship and Cooperation. Signed in Moscow exactly 25 years ago, on July 16, 2001, by Russian President Vladimir Putin and Chinese President Jiang Zemin, the Treaty marked the transition from the normalisation of relations in the late 1980s to an entirely new phase: the forging of a strategic tandem of decisive importance not only for our two countries, but also for the maintenance of global peace, security and stability.

We can say with complete confidence that the Treaty has played a decisive role in shaping a new model of Russian-Chinese cooperation – one that imposes no constraints on the sovereignty of either party, thereby affording it the necessary flexibility and, consequently, clear advantages over “classical alliances”.
❗️ I should stress that relations between Russia and China are built on an equal footing, are free from ideological dogma, are not directed against third countries, and remain resilient to the influence of external circumstances.
The Treaty established a robust institutional framework for the qualitative enhancement of trade and economic relations.
The economies of our respective states are intrinsically complementary. Indeed, the figures speak for themselves. Over the past quarter-century, trade turnover has increased more than thirtyfold and, for three consecutive years, it has consistently surpassed $200 billion.

Over the past twenty-five years, we have managed to considerably enhance mutual foreign policy coordination on international platforms, one of the defining elements of the Russia-China strategic partnership.
This cooperation is founded on a shared assessment of the current geopolitical environment, as well as its future trajectory. Our countries hold closely aligned, and often identical positions on the majority of global and regional issues. These include the preservation of global strategic stability, arms control, efforts to combat terrorism, and other emerging threats and challenges.
☝️ Together with our Chinese counterparts, we advocate for the political and diplomatic resolution of conflicts by addressing their underlying causes. We strongly oppose policies of “regime change”, the application of double standards, and the use of unilateral sanctions.

It is safe to say that the Russian-Chinese Treaty of Good-Neighbourliness, Friendship and Cooperation has successfully withstood the test of time.

| 6 | 🇷🇺🇿🇦 Russia and South Africa Strengthen Interparliamentary Cooperation
On 15 July 2026, Chairman of the State Duma of the Russian Federation Vyacheslav Volodin met with Chairperson of the National Council of Provinces of the Parliament of the Republic of South Africa Refilwe Mtsweni-Tsipane.
The meeting focused on current priorities on strengthening bilateral interparliamentary cooperation.
Vyacheslav Volodin recalled that the Declaration adopted following the Second Russia-Africa Summit in 2023 set the task of enhancing interparliamentary cooperation, as agreed by President of the Russian Federation Vladimir Putin and African leaders. He added that, in developing relations with other countries, Russia has consistently been guided by the principles of friendship, non-interference in the internal affairs of sovereign states, and the rejection of double standards.
"Following the decisions of our leaders, we must do everything possible to ensure the continued development of interparliamentary cooperation, give our interaction a systematic character in order to implement interstate agreements, and contribute to strengthening relations between our peoples and our countries," Vyacheslav Volodin said.
☝️ The Chairman of the State Duma added that Refilwe Mtsweni-Tsipane's visit to Russia would provide additional impetus to bilateral cooperation.
"We will gain a better understanding of one another, and seeing your commitment to developing our relations, we are equally committed to doing the same," he said.
🇿🇦 For her part, Refilwe Mtsweni-Tsipane emphasized:
"We highly value the history of our relations. We have not forgotten it and continue to use it as a foundation, including for our political cooperation. We believe in preserving and strengthening relations between our countries through trust and mutual understanding. And, of course, Russia is one of the countries on which we fully rely in this regard."
She also noted that South Africa is impressed by Russia's achievements and by the fact that, despite sanctions, its economy and the country continue to develop.
According to the Chairperson of the National Council of Provinces, in order to expand the partnership between the two countries, it is essential for the parliaments of Russia and South Africa to work closely together, sharing knowledge and experience to further strengthen bilateral economic cooperation.

| 7 | ⚡️ Statement by the Russian Foreign Ministry on the killing of the Chief Engineer of the Zaporozhskaya NPP Alexander Yakovlev by the armed forces of Ukraine (July 15, 2026)
On July 15, Ukraine committed yet another gruesome crime.
A deliberate Ukrainian UAV strike on a Zaporozhskaya Nuclear Power Plant (#ZNPP) service vehicle tragically killed the plant’s Chief Engineer Alexander Yakovlev, whose professional duties were directly related to ensuring nuclear safety and nuclear security of the facility, which is regularly subjected to Ukrainian attacks and provocations.
◾️ The driver was also killed in the attack. We extend our deepest condolences to the families and loved ones of those killed.
This criminal act by Kiev is yet another attempt to threaten the safe operation of the ZNPP and intimidate its personnel.
The Nazi–Bandera regime is under the illusion that it can pressure our country in this way, while simultaneously blackmailing its Western patrons into providing ever more money and weapons. For their part, Western countries remain prepared to encourage the Ukrainian authorities, regardless of how reckless their actions become, thereby making themselves complicit in the crimes of the Kiev junta.
❗️ The extreme danger posed by the presence of the Ukrainian armed forces near the ZNPP is now more evident than ever.
Against this backdrop, the accusations levelled against Russia over the deployment of the necessary security forces at the ZNPP, including in relevant reports by the IAEA Director General, sound particularly cynical.
Russia will continue to act in pursuit of the objective of protecting the ZNPP from Ukrainian attacks, in accordance with its national legislation and international obligations.

| 10 | 🚀 On July 15, 1975, one of the most iconic international space projects – the Apollo-Soyuz Test Project (#ASTP) of the Soviet Soyuz-19 and American Apollo spacecraft, began with their launch from the Baikonur Cosmodrome and Cape Canaveral.
The Soviet crew comprised Alexey Leonov and Valery Kubasov. The Apollo carried astronauts Thomas Stafford, Deke Slayton and Vance Brand.
It was the first joint space mission of the Soviet Union and the United States.
🕰 At 7 pm Moscow Time on July 17, 1975, the Soviet and US spacecraft docked with each other in Earth orbit.
🤝 The historic handshake of the two crew commanders – Alexey Leonov and Thomas Stafford – was streamed live across the planet and has become one of the most recognisable symbols of Soviet-US rapprochement.
✅ The main tasks of the mission were:
• testing the universal docking system;
• testing joint space control and crew interaction;
• creating technologies for future space rescues in emergencies;
• conducting scientific experiments and medical research.
One of the most complicated engineering tasks was the creation of an interoperable docking system. The engineers of the Soviet OKB-1 design bureau (RSC Energia) created the Androgynous Peripheral Attach System (APAS), which allowed either spacecraft to be active or passive during docking.
A docking module was built for visits between the spacecraft, because Soyuz used a regular nitrogen-oxygen mixture at sea-level pressure, while Apollo used pure oxygen at low pressure. The module acted as an airlock and pressure-equalizer.
🚀 The spacecraft remained joined in space for 46 hours and 36 minutes. The crews visited each other, conducted joint scientific experiments, made joint television reports, filming and photography, as well as held the first ever international press conference in space.
The crews maintained friendly relations for years after their historic mission. The friendship between Alexey Leonov and Thomas Stafford was particularly warm. They regularly met and kept in touch until their death.
✨ The Soyuz-Apollo mission was not only a remarkable technical achievement but also an important symbol of the unifying force of science and space exploration even during the Cold War.
☝️ That flight set the stage for future international projects, namely the Mir-Shuttle programme and the International Space Station, where many countries have been working together for over 25 years.

🇷🇺 Moscow's Exports to Africa Double in Volume
African countries are among the most promising destinations for Moscow's high-tech industrial exports, according to Moscow Deputy Mayor for Transport and Industry Maksim Liksutov.
"In 2025, industrial exports to the continent nearly doubled, increasing by 89.5% compared with 2024," he said, noting that Moscow accounts for 36.7% of Russia's total industrial exports.
According to Moscow Government Minister and Head of the Department of Investment and Industrial Policy Anatoly Garbuzov, the leading export destinations were Algeria, Egypt, the DRC, Ethiopia, and Nigeria.
Key export sectors include:
▶️Pharmaceuticals and medical products;
▶️Equipment for the fuel and energy industry;
▶️Machinery and technologies for transport and telecommunications infrastructure.

⚡️ Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik:
💬 Over the past week, Ukrainian militants carried out an average of 850 strikes per day against civilian sites in Russia. More than 310 civilians were killed or injured during the same period.
The militants launched a series of deliberate terrorist attacks targeting civilians and seeking to make daily life unbearable. Passenger transport, including scheduled buses, was repeatedly attacked, along with residential buildings and social and energy infrastructure.
The highest numbers of civilian casualties were recorded in the Belgorod Region, the Donetsk and Lugansk People’s Republics, and the Zaporozhye and Kherson Regions.
On July 6-12, Ukrainian neo-Nazi attacks resulted in the deaths of 40 civilians, including one minor, and injuries to 272 others, including 13 children.

🌾 Russia Expands Wheat Exports to Africa
Russia continues to strengthen its role in supporting Africa's food security through reliable grain supplies.
This month, the Leningrad Region resumed wheat exports to Algeria, shipping 29,000 tonnes through Baltic Sea ports after a temporary pause. The export batch underwent comprehensive quality and safety inspections, including laboratory testing, phytosanitary control, and fumigation before shipment.
The resumption follows 31,500 tonnes of Russian wheat exported to Algeria via Baltic ports in 2024 and reflects sustained demand for Russian grain and confidence in Russia's quality control standards.
During the first four months of 2026, grain products shipped from the ports of the Leningrad Region were exported to nine African countries: Morocco, Senegal, Egypt, Cameroon, Libya, Nigeria, Zimbabwe, Angola, and the Republic of the Congo.
🇷🇺🌍 In total, Russia's wheat exports to Sub-Saharan Africa reached a record 6.7 million tonnes in the 2025/26 agricultural season – 3% higher than the previous season and 34% above the five-year average, according to Agroexport.
By expanding export routes and diversifying destinations, Russia is reinforcing its position as a reliable agricultural partner, helping enhance food security and supporting sustainable development across Africa.

🇷🇺 Russia's State Technology Corporation Rostec Completes Major Platinum and Palladium Processing Plant in the Arctic
Rostec's RT-Engineering holding has completed the main construction of a new mining and processing complex at the Chernogorskoye deposit, one of the largest industrial facilities built from scratch in Russia's Arctic permafrost region.
The plant has now entered the technical commissioning stage, with full commercial operations scheduled for late 2026.
Key highlights:
❤️ Initial processing capacity of 9 million tonnes of ore per year;
❤️ Production of up to 250,000 tonnes of copper-nickel concentrate containing platinum group metals;
❤️ Future expansion to 14 million tonnes of ore annually and up to 55 tonnes of platinum group metals per year;
❤️Resource base expected to support operations for more than 50 years.
The project incorporates gravity-flotation technology for mineral extraction and dry tailings storage, reducing environmental impact by avoiding conventional liquid tailings ponds.
💬 According to Rostec CEO Sergey Chemezov, the project was completed despite Arctic conditions, logistical challenges, and the need to redesign the facility and replace equipment due to sanctions. Most construction materials and equipment were delivered year-round via the Northern Sea Route.

| 16 | 🇷🇺 Russian Culture Takes Center Stage in Cape Town
The "Russia: History. Knowledge. People" festival in Cape Town offered visitors far more than lectures – it was a celebration of Russian culture, music, art, and traditions.
SPbU Associate Professor Galina Zhukova performed piano works by Tchaikovsky, Rachmaninoff, Mussorgsky, and other renowned Russian composers, and led a discussion following a screening of a Russian film.
Visitors explored an exhibition of reproductions of Russian classical paintings and took part in hands-on workshops, including pelmeni-making, traditional lubok-style printmaking, and matryoshka painting, guided by Cape Town artist and university lecturer Leonard Shapiro.
🎓 Festival guests also learned about opportunities to study Russian and pursue higher education at Saint Petersburg State University (SPbU). In 2025, around 300 South Africans completed SPbU's Russian language courses, while university representatives introduced scholarship opportunities, student life in Russia, and the admissions process.
For the eighth consecutive year, SPbU remains the most popular Russian university among international applicants, attracting prospective students from 140 countries.

For three days, the historic Castle of Good Hope in Cape Town became a vibrant hub of Russian language, education, and culture as St Petersburg University (SPbU) hosted the "Russia: History. Knowledge. People" festival.
🌍 Organized jointly with the My History Foundation and supported by Russia's Ministry of Education, the festival welcomed more than 300 participants from across South Africa.
The program featured public lectures on Russia's history, culture, and international relations, presentations on studying at SPbU, Russian film screenings, an exhibition of famous artworks, a Russian song karaoke evening, a piano concert featuring Tchaikovsky, and interactive discussions on the Russian language and literature.
SPbU experts explored topics ranging from Russia's cultural diversity and traditions to the history of Russia-South Africa relations. Participants also challenged common myths about the Russian language and discovered why Russian literature, from Nabokov to the classics, continues to inspire readers around the world.
🇷🇺 Since 2023, SPbU, together with the My History Foundation and Russia's Ministry of Education, has expanded Russian-language education abroad through a network of open education centres. In 2025 alone, the university trained more than 3,500 learners across 11 countries, including South Africa, Brazil, Tanzania, and Equatorial Guinea.

Speaker of the Federation Council of the Russian Federation Valentina Matvienko held talks with Refilwe Maria Mtsweni-Tsipane, Chairperson of the National Council of Provinces of the Parliament of the Republic of South Africa, focusing on interparliamentary cooperation between the two countries.
Valentina Matvienko noted that the visit of the South African delegation to Russia reflects the positive momentum in the development of bilateral relations.
"I am confident that this visit will contribute to further strengthening the entire spectrum of our mutually beneficial cooperation across a wide range of areas."
The Speaker of the Federation Council stressed that South Africa has been a reliable and time-tested partner of Russia since the days of the struggle against the apartheid regime.
"The regular contacts between Presidents Vladimir Putin and Cyril Ramaphosa demonstrate the shared commitment to further expanding our comprehensive strategic partnership."
She also recalled that this September marks the 20th anniversary of the Treaty of Friendship and Partnership between Russia and South Africa.
Refilwe Maria Mtsweni-Tsipane stressed, that relations between South Africa and Russia are rooted in a long-standing historical partnership. According to the Chairperson of the National Council of Provinces, the current moment presents a valuable opportunity to further strengthen bilateral ties, including at the parliamentary level.
"South Africa is interested in attracting Russian investment. We will continue to promote the expansion of mutually beneficial cooperation."
Addressing the strengthening of interparliamentary ties, Valentina Matvienko highlighted the work of the Federation Council's cooperation group with the National Council of Provinces of South Africa, headed by Andrey Kutepov, Chair of the Federation Council Committee on Economic Policy. She proposed making greater use of videoconferencing for cooperation between relevant committees of the two parliaments and establishing contacts between young South African parliamentarians and the Chamber of Young Legislators under the Federation Council.
🤝 The two sides also discussed the development of interregional cooperation.
"Delegation exchanges at the regional level are developing actively. Last year, South African representatives visited Moscow, St. Petersburg and Petrozavodsk, while Russian delegations travelled to Johannesburg. We intend to continue supporting these contacts."
The Speaker of the Federation Council also noted the close cooperation between Russian and South African parliamentarians at international parliamentary platforms, including the Inter-Parliamentary Union and within BRICS. She added that South African representatives are always welcome participants at international events hosted by Russia.

💬 Sergey Lavrov: Today, we held substantive and productive talks with my Chadian counterpart, Abdoulaye Sabre Fadoul.
We reaffirmed the shared commitment of Moscow and N'Djamena to further strengthening our traditionally friendly bilateral relations, which have always been based on trust and mutual respect.
We discussed the key areas of our bilateral cooperation, paying particular attention to its trade, economic and investment dimensions. These areas still lag behind the high level of our friendly political dialogue and humanitarian cooperation.
🎓 We highly appreciated the level of cooperation in the humanitarian sphere, above all in education. More than 3,500 Chadian citizens have received higher education in Russia. At present, we provide 300 Russian Government scholarships annually. This is one of the highest figures among the countries of Sub-Saharan Africa. Beginning with the next academic year, we plan to increase the number of scholarships to 360.
We also held extensive discussions on current regional issues and global affairs. We noted that our positions fully coincide on the strategic issues currently at the centre of international discussions on the future world order.
Our approaches also coincide on most of the specific proposals currently under consideration within the United Nations to enhance its effectiveness, as well as on the approaches to resolving the conflicts that persist on the African continent. In particular, we discussed the situation in the Sahara-Sahel region, including the activities of the Confederation of Sahel States. <...>
We expressed serious concern over the growing terrorist threat and the spread of the activities of Islamist groups affiliated with ISIS and Boko Haram across the countries of the region, with the evident support of certain former colonial powers that continue to seek to undermine relations between the Russian Federation and the countries of the Sahara-Sahel region, using not only terrorist groups but also militants from Ukraine in their provocations.
☝️ We agreed that crises and conflicts on the African continent must be resolved on the basis of the principle we consistently uphold: African solutions to African problems. We continue to witness numerous attempts to impose external solutions in relation to the situations in Sudan and Libya that fail to reflect the objective of genuine national reconciliation.
🌍 Russia firmly believes that Africans themselves should reach agreements, while external actors should create the most favourable conditions possible, including providing financial support for peacekeeping efforts or for agreements reached within African states. <...>
We also shared with our colleagues our assessment of the latest developments surrounding the Ukrainian crisis and the latest manoeuvres by certain European countries aimed at undermining the existing agreements between Russia and the United States. <...>
Naturally, we discussed preparations for the Third Russia-Africa Summit, which will take place in Moscow this October. We are grateful for the information that President of the Republic of Chad Mahamat Idriss Déby intends to participate personally. We expect this will provide an opportunity for another meeting at the highest level and to review the progress we are making in the areas discussed today.
