Over Ghc12.6 million contracts has been signed by the new NASPA President and his executive with Zeus Atlas Ltd which i believes the new Ghana National Service Authority Director gave them access to National Service Personnel payroll before the monies were deducted from our account on Friday when the May allowance was paid without any explanation to service personnel.
Yesterday, according to the NASPA President address on Zoom, they have signed an agreement with Zues Atlas Ltd to provide a "capacity building programme" for National Service Personnel of which every service personnel would be charged Ghc180, Ghc60 every month starting from May.
During the NASPA President address, he stated that this year Service Personnel are over 70,000 and each will face a compulsory deduction of Ghc180 for Zues Atlas Ltd.
He also noted that his " Capacity Building programme " is a three (3) years contract therefore the current Level 400 students in our tertiary institutions will also face thisGhc180 deduction next year when they start their National Service.
When the NASPA President was ask about the reasons why this programme must be compulsory, he said " those asking the questions should speak for themselves and not speak for others because we are over 70,000 and only few were present at the meeting ". Without any tangible reasons why this programme should be "Compulsory".
We here by pray to the media houses, Opinion leaders and youth activists to help us convey this message to the President of the land H.E John Dramani Mahama for his attention since our NSS Director refuse to talk about this issue. We firmly believe there is something wrong in this contract if not it should be "voluntary".
Our humble question is, which Constitutional provision in the NASPA Constitution permit the NASPA President to burden Service personnel with a dedication of over Ghc12.6 million without their consent? Must it be compulsory?
When we asked our this Executives for clarification, they said they " have no idea about this contract and deductions "

| 14 | FWSC Urges GNAT to Shelve Strike Threat
The Fair Wages and Salaries Commission (FWSC) has appealed to the Ghana National Association of Teachers (GNAT) to hold off on any industrial action and continue with dialogue as government transitions to a new public sector pay regime.
This comes after GNAT issued a one-week notice regarding the possibility of a strike over conditions of service.
In a statement, FWSC said government "deeply appreciates the invaluable contribution of teachers to national development" and assured teachers, parents, learners and the public that teachers’ welfare remains a priority.
"Every classroom shapes Ghana’s future, and every teacher plays a vital role in building the nation’s human capital," the Commission stated.
According to FWSC, government was undertaking one of the most significant reforms of public sector remuneration since the Single Spine Pay Policy.
The reform qould lead to the establishment of the Independent Emoluments Commission (IEC), aimed at creating a fairer, more transparent and more sustainable pay system for the entire Public Service.
The Commission explained that the objective is not to postpone concerns but to address longstanding challenges comprehensively. These include wage distortions, inequities, overlapping allowances and inconsistencies in conditions of service.
"Addressing these through isolated interventions may unintentionally create new disparities," FWSC noted.
The Commission said government had engaged extensively with organised labour and that a transitional approach was adopted to maintain stability while institutional reforms are completed.
Under this approach, interim arrangements have been concluded across virtually the entire public sector. A broader review of remuneration and conditions of service will then be undertaken under the new IEC framework.
The Commission acknowledged that teachers have legitimate concerns and that these form part of the broader reforms.
It added that because teachers constitute one of the largest professional groups in the Public Service, government is committed to ensuring long-term improvements were implemented equitably while recognising the unique contribution of the teaching profession.
On issues such as rural and deprived area incentives, FWSC stated that the matter extends beyond education and affects many categories of public servants.
The Commission also admitted that the current remuneration system has not fully achieved the objectives of the Single Spine Pay Policy, particularly in equity, transparency and linking pay to performance and productivity.
The ongoing reforms, it said, seek to address this in a lasting manner.
FWSC announced that a major national stakeholder engagement on the establishment of the Independent Emoluments Commission is scheduled for early August. The meeting will refine the implementation roadmap for the new remuneration architecture and provide a platform for continued dialogue.
"The Commission respectfully appeals to our hardworking teachers to continue engaging with Government through dialogue as we work together to build a remuneration system that serves not only the interests of today’s workforce but also those of future generations," the statement said.
FWSC reaffirmed government’s commitment to fairness, equity, transparency and sustainability in public sector remuneration, and expressed confidence that working together in good faith will promote industrial harmony and deliver lasting benefits for all public servants. | 2 531 |
