FCRA ಎಂದರೇನು? FCRA = Foreign Contribution (Regulation) Act ಕನ್ನಡದಲ್ಲಿ “ವಿದೇಶಿ ಕೊಡುಗೆಗಳ ನಿಯಂತ್ರಣ ಕಾಯ್ದೆ”. ಭಾರತದಲ್ಲಿರುವ NGO, ಟ್ರಸ್ಟ್, ಸಂಘಟನೆ ಮುಂತಾದವುಗಳಿಗೆ ವಿದೇಶದಿಂದ ಹಣ/ಕೊಡುಗೆ ಬಂದರೆ, ಆ ಹಣವನ್ನು ಯಾರು ಪಡೆಯಬಹುದು, ಹೇಗೆ ಬಳಸಬೇಕು, ಹೇಗೆ ಲೆಕ್ಕ ಕೊಡಬೇಕು ಎಂಬುದನ್ನು ನಿಯಂತ್ರಿಸುವ ಕಾಯ್ದೆ ಇದು. ಮೂಲ FCRA ಕಾಯ್ದೆ 2010ರಲ್ಲಿ ಜಾರಿಯಾಯಿತು; 2011ರಿಂದ ಜಾರಿಗೆ ಬಂತು. ಇದರ ಉದ್ದೇಶ ವಿದೇಶಿ ಹಣವು ಭಾರತದ ರಾಷ್ಟ್ರೀಯ ಹಿತಾಸಕ್ತಿಗೆ ವಿರುದ್ಧವಾದ ಚಟುವಟಿಕೆಗಳಿಗೆ ಬಳಸಲ್ಪಡದಂತೆ ನಿಯಂತ್ರಿಸುವುದು. FCRA = ಕ್ರಿಶ್ಚಿಯನ್ನರ ವಿರುದ್ಧದ ಕಾಯ್ದೆ”ನಾ? ಇಲ್ಲ. ಕಾನೂನಿನ ದೃಷ್ಟಿಯಿಂದ ಹಾಗೆ ಹೇಳಲು ಸಾಧ್ಯವಿಲ್ಲ. FCRA ಒಂದು ಧರ್ಮಕ್ಕೆ ಮಾತ್ರ ಅನ್ವಯಿಸುವುದಿಲ್ಲ. ಕಾಯ್ದೆಯು Hindu organisations Christian organisations Muslim organisations Buddhist organisations secular NGOs research organisations charitable trusts ಎಲ್ಲರಿಗೂ ಅನ್ವಯಿಸುತ್ತದೆ. ವಿದೇಶಿ ಕೊಡುಗೆ (foreign contribution) ಮತ್ತು ಧರ್ಮಾಂತರ (conversion) ಅಥವಾ ಭಯೋತ್ಪಾದನೆ (terrorism) ನಡುವೆ ಸಂಬಂಧ ಇರಬಹುದು ಎಂಬುದು ಸರ್ಕಾರದ ಪ್ರಮುಖ regulatory concernಗಳಲ್ಲಿ ಒಂದು. ಒಂದು ವಿದೇಶಿ ಸಂಸ್ಥೆ ಭಾರತದಲ್ಲಿನ ಧಾರ್ಮಿಕ/charitable ಸಂಸ್ಥೆಗೆ ಹಣ ನೀಡಿದರೆ, ಆ ಹಣವನ್ನು ಕಾನೂನುಬದ್ಧವಾಗಿ ಘೋಷಿಸಿದ ಉದ್ದೇಶಕ್ಕೆ ಬಳಸಬೇಕು. ಭಯೋತ್ಪಾದಕ ಸಂಘಟನೆಗಳಿಗೆ ಹಣ ಹೋಗದಂತೆ ತಡೆಯುವುದು FCRA ಉದ್ದೇಶ. ಇದೇ ಭಯದಿಂದ ಜಿರಳೆ ಪಾರ್ಟಿ ಹೆಸರಿನಲ್ಲಿ ದೇಶದ್ರೋಹಿಗಳನ್ನು ಮುಂದೆ ಬಿಟ್ಟು ವಿದೇಶಿ ಶಕ್ತಿಗಳು ಹೋರಾಟದ ಹೆಸರಲ್ಲಿ ಅನೇಕ ಗೊಂದಲ ಉಂಟು ಮಾಡುವ ಕೆಲಸ ಮಾಡುತ್ತಿವೆ. ಇವುಗಳನೆಲ್ಲಾ ತಡೆಯಲು ದೇಶದ ಒಳಿತಿಗಾಗಿ FCRA ಜಾರಿಗೆ ಬರಲಿದೆ.
