ኮንትራክተሩን እንታደገው፤ ዘርፉን ማዳን ማለት አገርን ማዳን ነው የኮንስትራክሽን ዘርፉ የአገራችን ኢኮኖሚ የደም ስር ነው። መንገዶች፣ ድልድዮች፣ ግድቦች፣ የመስኖ ፕሮጀክቶች፣ ትምህርት ቤቶች፣ ሆስፒታሎችና ሌሎች የልማት ሥራዎች የሚፈጸሙት በኮንትራክተሮች ትከሻ ላይ ነው። ሆኖም ዛሬ ይህንን ዘርፍ የተሸከሙ ብዙ የአገር ውስጥ ኮንትራክተሮች በከፋ ችግር ውስጥ ይገኛሉ። ይህ ችግር የአንድ ወይም የሁለት ድርጅቶች ጉዳይ አይደለም። የአንድ ኮንትራክተር ውድቀት ማለት የመቶዎች ወይም የሺዎች ሠራተኞች የሥራ ዕድል መጥፋት፣ የንዑስ ተቋራጮች መጎዳት፣ የአቅራቢዎች ገበያ መቀዛቀዝ እና በመጨረሻም የአገሪቱ ኢኮኖሚ መዳከም ማለት ነው። ችግሩ ከየት መጣ? በርካታ ኮንትራክተሮች በውስጣዊ እና በውጫዊ ምክንያቶች ተጎድተዋል። የፋይናንስ አስተዳደር ድክመቶች በአንድ በኩል ቢኖሩም፣ ከዚያ የበለጠ ዘርፉን ያዳከሙት ከቁጥጥር ውጪ የሆኑ የዋጋ ንረቶች፣ የዋጋ ማሻሻያ አለመፈቀድ፣ የፕሮጀክት መጓተት እና ፍትሃዊ ያልሆነ የሥራ እድል አሰጣጥ ናቸው። በተለይም ሥራዎች በብቃት፣ በልምድና በግልጽ ውድድር ሳይሆን በትውውቅ፣ በዝምድና እና በጥቅም ተጋሪነት የሚሰጡ ከሆነ ጤናማ ውድድር ይጠፋል። ብቃት ያላቸው ድርጅቶች ከገበያ ይወገዳሉ፤ ዘርፉም በረጅም ጊዜ ይዳከማል። እድገት ወይስ ውድቀት? ዛሬ በኮንስትራክሽን ዘርፉ አሳሳቢ ክስተት እየታየ ነው። በአንድ ወቅት በሀገሪቱ የልማት ታሪክ ውስጥ ከፍተኛ አሻራ ያሳረፉ፣ ሺዎችን ያስተዳድሩ እና ትልልቅ ፕሮጀክቶችን ያከናወኑ ታዋቂ ድርጅቶች ዛሬ ታሪክ ሆነው ቀርተዋል። በተቃራኒው ግን ትናንት ድረስ የማይታወቁ አዳዲስ ድርጅቶች በፍጥነት እያደጉ ይታያሉ። አዳዲስ ድርጅቶች መፈጠራቸው በራሱ ጥሩ ነገር ነው፤ ነገር ግን ነባር ድርጅቶች እየወደቁ አዳዲሶች ብቻ እየተኩ ከሆነ ይህ እድገት ሳይሆን የዘርፉ ውድቀት ነው። እውነተኛ እድገት ማለት ነባር ድርጅቶች ተጠናክረው ከአዳዲስ ድርጅቶች ጋር በጋራ ሲያድጉ እንጂ የነበሩት እየጠፉ ሌሎች በቦታቸው ሲተኩ አይደለም። ኮንትራክተሮች ከአገር ጎን ቆመዋል አገራችን በተለያዩ ፈተናዎች ውስጥ በነበረችባቸው ዓመታት ኮንትራክተሮች ያላቸውን ብቻ ሳይሆን የሌላቸውን ጭምር በማቅረብ ከአገር ጎን ቆመዋል። በከባድ የኢኮኖሚ ችግሮች መካከል አገርን በአፉ ቀን ወቅት ከጎኗ ቆመዋል፣ ዜጎችን ቀጥረዋል፣ ለመንግስት ግብር ከፍለዋል፣ ለልማት የራሳቸውን ድርሻ ተወጥተዋል። ዛሬ ግን ብዙዎቹ በህልውና አደጋ ውስጥ ናቸው። ጥሪ ለመንግስት እና ለሚመለከታቸው አካላት መንግስት እና የሚመለከታቸው ተቋማት የኮንስትራክሽን ዘርፉን እንደ ተራ የንግድ ዘርፍ ሳይሆን እንደ ሀገራዊ የልማት ምሰሶ ሊመለከቱት ይገባል። የጨረታ ሥርዓቱ ፍትሃዊ እና ግልጽ መሆን አለበት። ሥራ የሚሰጠው በብቃትና በልምድ እንጂ በትውውቅ እና በዝምድና ሊሆን አይገባም። የዋጋ ማሻሻያ ሥርዓት በተግባር ሊተገበር ይገባል። በችግር ውስጥ ያሉ ኮንትራክተሮች ተጨማሪ ጫና ከመፍጠር ይልቅ የማገገሚያ ድጋፍ ሊያገኙ ይገባል። እንደ ማጠቃለያ ዛሬ የሚፈለገው ኮንትራክተሩን መውቀስ ወይም ችግሩን በእርሱ ላይ መጫን አይደለም። የሚፈለገው ዘርፉን ከውድቀት ማዳን፣ ፍትሃዊ የንግድ አካባቢ መፍጠር እና ኮንትራክተሮች እንደገና በአገሪቱ ልማት ውስጥ የሚገባቸውን ሚና እንዲጫወቱ ማስቻል ነው። ኮንትራክተሩን ማዳን የአንድ ዘርፍ ጉዳይ ብቻ አይደለም፤ የአገር ኢኮኖሚን፣ የሥራ ዕድልን እና የልማት ቀጣይነትን ማዳን ነው። በቀጣይ የግብር አዋጁና ኮንትራክተሩን ለማየት እሞክራለሁ።

👉የለገዳዲ ግድብ (Legedadi Dam) 🔖የለገዳዲ ግድብ በኢትዮጵያ ኦሮሚያ ክልል ውስጥ የሚገኝ፣ ከአዲስ አበባ በስተሰሜን ምስራቅ በግምት 30 ኪሎ ሜትር ርቀት ላይ የሚገኝ ትልቅ የኮንክሪት እና የድንጋይ ድልድል (rockfill) ግድብ ነው። 🪧ከ 1960 እስከ 1963 ዓ.ም (እ.ኤ.አ ከ1967 እስከ 1971) የተገነባውና በአፄ ኃይለ ሥላሴ የተመረቀው ይህ ግድብ፣ የውሃ ማጣሪያ ጣቢያው ለአዲስ አበባ ከተማ የመጠጥ ውሃ አቅርቦት ከፍተኛውን ድርሻ ይሸፍናል።
