🔆 Legal Metrology (IST) Rules, 2026 — ‘One Nation, One Time’
📍 Why in News?
🟢 The Government has notified the Legal Metrology (Indian Standard Time) Rules, 2026, giving Indian Standard Time (IST) a statutory framework and formally designating CSIR-NPL as its scientific custodian.
📍 Key Features
🟢 CSIR-NPL will generate and maintain India’s official time standard using atomic clocks.
🟢 Five Regional Reference Standard Laboratories (RRSLs) at Ahmedabad, Bengaluru, Bhubaneswar, Faridabad and Guwahati will strengthen the distributed timing network.
🟢 IST will be disseminated through NavIC, NTP and PTP to sectors such as banking, telecom, power grids, transport, data centres and government ICT systems.
🟢 The Rules will come into force 180 days after 29 August 2026.

🟢 Precise time synchronisation is crucial for digital payments, power-grid operations, telecom networks and cybersecurity.

| 11 | 🔆 H1N1 Virus (Swine Flu) — Rising Cases in Delhi
📍 Why in News?
🟢 Delhi recorded 1,777 confirmed H1N1 cases till August 20, with several hospitals reporting a surge in cases over the preceding two weeks.
📍 What is H1N1?
🟢 Influenza A virus subtype causing an acute respiratory infection commonly called swine flu.
🟢 Belongs to the Orthomyxoviridae family.
🟢 Has a single-stranded, negative-sense RNA genome.
🟢 H1N1 denotes two surface proteins: Hemagglutinin-1 (H1) and Neuraminidase-1 (N1).
📍 Transmission & Symptoms
🟢 Mainly spreads through respiratory droplets from coughing/sneezing.
🟢 Can also spread through contaminated surfaces followed by touching the mouth/nose.
🟢 Incubation: generally ~2 days; range 1–4 days.
🟢 Symptoms: fever, dry cough, sore throat, headache, muscle/joint pain, runny nose, chills and fatigue; vomiting/diarrhoea may also occur.
📍 Who is at Higher Risk?
🟢 Pregnant women
🟢 Children below 5 years
🟢 Adults ≥65 years
🟢 People with chronic diseases or weakened immunity
📍 Prevention & Treatment
🟢 Handwashing, respiratory hygiene and avoiding unnecessary contact with infected persons help reduce transmission.
🟢 Isolation can limit spread during the infectious period.
🟢 Treatment is mainly symptomatic; antibiotics do not work against influenza viruses.
🟢 Oseltamivir is an antiviral that is more effective when started early.
🟢 Annual vaccination is recommended because circulating influenza strains change frequently.
📍 Diagnosis
🟢 Respiratory samples can be tested in laboratories.
🟢 RT-PCR detects influenza-specific RNA and generally has better sensitivity than rapid diagnostic tests.
