The animals will be assigned an identification number, with detailed information about it (including a photo of the “muzzle”), as well as all information of its owner, into the electronic database of the Veterinary CAS. So essentially, Russia is electronically inventorying vaccine compliant pet owners indirectly. These digital databases are just a technologically advanced form of the same perverse control system- making everyone their resource/asset whom they can monitor and restrict at will.
