🟢 Banaras Hindu University (BHU) examined 22 boxes containing around 10,000 artefacts, excavated from Rajghat between 1957–1969.
🟢 Some artefacts are estimated to be around 7,000 years old.
📍 Rajghat’s Significance
🟢 Rajghat, in eastern Varanasi, lies near the confluence of the Ganga and Varana rivers.
🟢 It was an important ancient settlement and developed as the capital of the Kashi Janapada.
🟢 Kashi was among the 16 Mahajanapadas mentioned in early Buddhist and Jain texts.
📍 Excavations at Rajghat
🟢 Archaeological excavations were conducted in 1957 at three mounds by the ASI and BHU.
🟢 Excavations continued through four phases over 12 years.
🟢 The oldest layers yielded pre-Northern Black Polished Ware (pre-NBPW) pottery associated with an earlier Iron Age phase.
🟢 Scientific analysis dates the origins of the settlement to around 800 BCE.
📍 Major Artefacts
🟢 Seals and sealings, including some carrying Greek inscriptions.
🟢 Ivory and iron objects, punch-marked coins and terracotta figurines.
🟢 A human skeleton was also recovered from the site.
📍 Historical Significance
🟢 The findings help trace the development of human civilisation and urbanisation in the Indian subcontinent.

🟢 The Ministry of Tribal Affairs clarified that the Forest Rights Act (FRA), 2006 does not explicitly provide for obtaining Gram Sabha consent for forest clearance of projects.

🟢 The Ministry of Tribal Affairs is the nodal ministry responsible for implementation of the FRA.
🟢 The Act recognises the forest rights of Scheduled Tribes and Other Traditional Forest Dwellers.
🟢 Under the FRA, recognition and vesting of forest rights is carried out through the prescribed process involving the Gram Sabha.
📍 Forest Diversion Process
🟢 The Forest (Conservation) Act, 1980 and Centre’s rules require completion of relevant FRA processes before formal diversion of forest land.
🟢 Identification of potential FRA claimants, recognition and vesting of rights, followed by obtaining required NOC/clearances from Gram Sabhas, have been treated as part of the process in practice.
📍 Key Issue
🟢 A parliamentary panel observed that the requirement of 100% Gram Sabha consent has become a major bottleneck for infrastructure projects.
🟢 For large hydropower projects of national importance, it recommended examining a “qualified super-majority consent” of 70–75% instead of unanimous consent.
🟢 The Power Ministry was asked to discuss the feasibility of the proposal with the Ministry of Tribal Affairs.
