A senior official with the U.S. Agency for International Development (USAID) was placed on leave Sunday after sending a memo warning that the Trump administration’s freeze on foreign aid and mass firings have created a situation that “will no doubt result in preventable death, destabilization, and threats to national security on a massive scale.” Nick Enrich, the acting assistant administrator for USAID Global Health, was placed on leave by the Trump administration within an hour of sharing the seven-page memo with staffers, according to a report from Reuters. When the administration implemented its across-the-board freeze on federal aid in January, Secretary of State Marco Rubio issued a temporary waiver instructing that “lifesaving humanitarian assistance programs” should continue. The waiver included “essential medicines, medical services, food, shelter, and subsistence assistance.” However, as the administration continued to dismantle the agency, such lifesaving aid in many cases has not been exempted or resumed, the memo states, unambiguously blaming the new “political leadership” for the failures. The Trump administration on Monday asked the Supreme Court to cancel a lower court order for the government to immediately pay out nearly $2 billion in foreign assistance grant money. Solicitor General Sarah Harris said the federal judge’s “36-hour pay-or-else order” was rushed and could cause the government to pay bogus claims. U.S. District Judge Amir Ali last week had ordered the government to make the payments before the end of Feb. 26. Chief Justice John G. Roberts Jr. has delayed that ruling taking effect. Global health and AIDS groups say they are in “financial turmoil” over the administration’s pause on foreign assistance spending and some of them need the money to keep operating. 🤯Florida Power & Light, the state’s largest utility, is seeking a nearly $9 billion hike to customers’ base rates over four years, a sum that affordability advocates said represents the largest rate hike request in U.S. history. Base rates are a major component of electricity bills that also include other charges for things like hurricane repairs and fuel. Above that $9 billion, the company would also be able to add more hikes for solar and battery facilities it constructs during the period. As part of the request, which was filed to state regulators Friday, the company is seeking a rate of shareholder profit with a midpoint of 11.9% — well above the national average. It’s also higher than the profit rate sought by Tampa Electric last year, which the Legislature-appointed public advocate called “egregious” and “crushing” to customers. “Rather than finding a fair balance between the needs of customers and their own operations, FPL has chosen to prioritize profit margins,” said Zayne Smith, senior director of advocacy at AARP Florida, which represents residents over 50. “This decision threatens to place undue financial strain on households already grappling with rising living costs.” READ | XPOST

The Philippines' top diplomat to the United States expressed confidence Monday that President Donald Trump’s new administration would continue military patrols in the disputed South China Sea and move ahead with an agreed expansion of the U.S. military presence in the Philippines, as concerns rise over China’s increasingly assertive actions in the region. Ambassador Jose Romualdez, who has had meetings with Trump’s diplomatic, defense and congressional officials, said the U.S. would likely maintain its support to help modernize the Philippine military, which is at the forefront of deterring China’s growing assertiveness in the disputed waters. “All of that will remain,” Romualdez told foreign correspondents at a news conference in Manila. “I am confident that it will.” A Washington meeting between Trump and Philippine President Ferdinand Marcos Jr. was being arranged and could happen as soon as as both leaders’ schedules allow, maybe in the spring, Romualdez said.
