CM Shri Devendra Fadnavis Tweets: A Sustainable Water Security Framework for Rural Maharashtra! Chaired a meeting regarding the 'State Rural Drinking Water Policy' at Varsha Bungalow in Mumbai, today. Directed that all rural water supply schemes in the State to be progressively transitioned towards solar energy in order to ensure sustainable operations and reduce recurring expenditure. Instructed that a comprehensive solar energy policy to be formulated through the Maharashtra Energy Development Agency (MEDA) for all rural water supply schemes, taking into consideration the source of water, the number of citizens dependent on each scheme, the capacity of motor pumps and the total electricity units required for the operation of each scheme. Instructed to take the necessary measures to ensure uninterrupted functioning of water supply schemes across Maharashtra. Also, directed that all water supply schemes be completed and implemented in accordance with the Government of India’s norm of providing 55 litres of water per capita per day. Instructed that maintenance and repair units be established at the taluka level for all rural regional and individual water supply schemes. Directed that Gram Panchayats within the respective talukas be actively involved in the functioning of these units. Directed that the expenditure towards the maintenance and repair of water supply schemes to be met through the collection of water charges. Instructed that, in areas where the collection of water charges is insufficient, the required funds be provided from the resources of the concerned local self-government institutions. Instructed that the establishment of such units will facilitate cost-effective maintenance and repairs, while ensuring the uninterrupted operation and sustainability of water supply schemes. CMO Maharashtra Tweets: पाणीपुरवठा योजनांच्या सक्षमीकरणासाठी सौर ऊर्जेचा प्रभावी वापर करणार! मुख्यमंत्री देवेंद्र फडणवीस यांच्या अध्यक्षतेखाली आज मुंबई येथील वर्षा निवासस्थानी 'राज्य ग्रामीण पेयजल धोरण' संदर्भात बैठक पार पडली. राज्यामध्ये कार्यान्वित अनेक पाणीपुरवठा योजनांच्या देयकांची थकबाकी लक्षात घेता, यापुढे राज्यातील सर्व ग्रामीण पाणीपुरवठा योजना सौर ऊर्जेवर आणण्यात याव्यात, असे निर्देश मुख्यमंत्री फडणवीस यांनी दिले. यासाठी विभागाने सर्वंकष धोरण आखण्याच्या सूचनाही मुख्यमंत्री फडणवीस यांनी दिल्या. पाणीपुरवठा योजनेचा स्रोत, योजनेवर अवलंबून असलेल्या नागरिकांची संख्या, मोटार पंपांची क्षमता, संपूर्ण योजनेसाठी लागणाऱ्या एकूण युनिट्सची संख्या आदी लक्षात घेऊन महाराष्ट्र ऊर्जा विकास अभिकरणाच्या माध्यमातून संपूर्ण योजनांसाठी सौर ऊर्जेचे धोरण तयार करावे. राज्यामध्ये कुठेही वीज देयकांच्या थकबाकीमुळे पाणीपुरवठा योजना बंद पडू नये, याची काळजी घ्यावी. केंद्र सरकारच्या निकषानुसार दरडोई दरदिवशी 55 लिटर पाणी पुरविले पाहिजे, यानुसार योजना पूर्णत्वास न्याव्यात, असे निर्देशही मुख्यमंत्री फडणवीस यांनी दिले. सर्व ग्रामीण प्रादेशिक व स्वतंत्र पाणीपुरवठा योजनांच्या दुरुस्ती व देखभालीसाठी तालुका स्तरावर युनिटची स्थापना करण्यात यावी. या युनिट्समध्ये तालुक्यातील ग्रामपंचायतींचा सहभाग घेण्यात यावा. पाणीपट्टीच्या वसुलीतून योजनेच्या देखभाल दुरुस्तीचा खर्च करण्यात यावा. अशा युनिट्सच्या माध्यमातून देखभाल दुरुस्तीचा खर्च कमी होईल आणि योजनाही बंद पडणार नाही. ज्या ठिकाणी पाणीकराची कमी वसुली असेल, अशा ठिकाणी स्थानिक स्वराज्य संस्थेच्या निधीमधून रक्कम उपलब्ध करून देण्यात यावी, असे निर्देशही मुख्यमंत्री फडणवीस यांनी दिले. तालुका स्तरावर युनिट्सच्या माध्यमातून पाणीपुरवठा योजनेच्या देखभाल दुरुस्तीसाठी एजन्सीची सूची तयार करावी. ग्रामसभेच्या ठरावाने या सूचीमधील एजन्सीकडून पाणीपुरवठा योजनेची देखभाल दुरुस्ती करावी. या व्यवस्थेमुळे कोणतीही पाणीपुरवठा योजना देखभाल दुरुस्तीअभावी बंद पडणार नाही. ग्रामीण भागामध्ये पाणीपुरवठा योजनेचा स्रोत हा शाश्वत असला पाहिजे. काही ठराविक कालावधीने पुन्हा नवीन स्रोत शोधून पाणीपुरवठा योजना करण्यात येऊ नये, त्यामुळे आधीच्या योजनेवरील खर्चाचा उपयोग होत नाही. 'व्हीबी जी रामजी' या योजनेतून पाणीपुरवठ्याचे स्रोत सक्षमीकरण करण्यास निधीची उपलब्धता होत आहे, त्यामुळे योजनेच्या माध्यमातून अशा प्रकारे पाण्याच्या स्त्रोतांचे बळकटीकरण करण्यात यावे. ज्यामुळे भविष्यात पाणीपुरवठा योजना पूर्ण क्षमतेने कार्यान्वित राहील, असे मुख्यमंत्री फडणवीस यांनी यावेळी नमूद केले. 50 % वर काम पूर्ण झालेल्या पुनर्जोडणी योजनांना निधी देण्यात यावा आणि अशा योजना पूर्ण कराव्यात. जल जीवन मिशन अंतर्गत 100 % काम पूर्ण झालेल्या योजनांची पडताळणी करण्यात यावी, असे निर्देश मुख्यमंत्री फडणवीस यांनी दिले. पाणी पुरवठा योजनांचे टप्प्याटप्प्याने सौर उर्जीकरण करण्याचे प्रस्तावित असून एकूण 22,185 योजनाकरिता सौर यंत्रणा उभी करण्याचे प्रस्तावित आहे. जल जीवन मिशन अंतर्गत एकूण 11,643 सौर यंत्रणा यापूर्वीच त्यांच्या मूळ अंदाज पत्रकांमध्ये समविष्ट करण्यात आल्या आहेत. यावेळी मंत्री गुलाबराव पाटील, राज्यमंत्री ॲड. आशिष जयस्वाल व वरिष्ठ अधिकारी उपस्थित होते. #Maharashtra #DevendraFadnavis #WaterPolicy #RuralDrinkingWater
