The Central Asian states, Russia, China, and India are all concerned about terrorism originating from Afghan territory, drug trafficking, and the possible spread of instability. However, deep disagreements exist over how to engage with the caretaker government in Kabul. While actors such as Moscow, Beijing, and Tashkent seek pragmatic diplomacy and the opening of channels of communication with Kabul, New Delhi has adopted an approach based on extreme caution, the absence of formal recognition, insistence on the fundamental rights of the Afghan people, and a genuine commitment to combating terrorism. Several traders and representatives of Russia’s private sector have announced efforts to facilitate the export of fresh fruit from Afghanistan to Russia by rail. The Taliban-controlled Bakhtar News Agency reported on Sunday, September 6, that Russian traders and private-sector representatives had discussed the export of fresh fruit from Afghanistan to Russia with traders from Balkh. Construction of sidewalks and drainage channels in the Chawk-e Guldān area of Mahmood Raqi, the capital of Kapisa province, has begun with financial support from the World Bank for 6.5 million Afghanis. The Taliban’s Morality Police in Kandahar have grown noticeably stricter with men who trim or shave their beards, according to residents and young people in the city. In addition to monitoring people’s appearance, officers in some cases also search their personal phones. Dozens of people are stopped daily in Kandahar over their beards, residents say; some are released after a few hours, while others are taken to the Morality Police. Residents say that once a man is stopped over his beard, officers sometimes go on to search his phone. If they find photos, music, or other content they consider objectionable, the detention drags on longer. Agricultural experts have voiced concern over the widespread use of traditional irrigation methods in Afghanistan. They warn that as drought intensifies and water resources shrink, continued reliance on these methods wastes large quantities of water and undermines efficiency in the agricultural sector. The high cost of modern irrigation equipment, lack of capital, absence of necessary infrastructure, and farmers’ limited awareness remain major obstacles to expanding modern irrigation systems in the country, they say. The experts told the Hasht-e Subh Daily that many farmers, hampered by weak finances, cannot afford to change their irrigation systems or adopt new technologies. Developing modern irrigation systems, providing financial facilities, and giving farmers access to necessary equipment are essential steps toward better water management and higher agricultural productivity, they emphasize. Unless irrigation practices are reformed, they warn, Afghanistan’s agricultural sector will grow increasingly vulnerable to drought, a trend that could reduce agricultural output and, without investment in water management, deepen food insecurity nationwide. Mohammad Salem Saei, an agricultural expert, says the widespread use of traditional irrigation methods, combined with dwindling water resources, has increased the amount of water lost in agriculture. According to these families, as each academic month draws to a close, private schools’ financial officials remind students several times to pay their fees. If the fees go unpaid, students are sometimes turned away at the school gate or even pulled out of class during exams. Meanwhile, several psychologists warn that involving children in family financial matters, particularly in a humiliating or public manner, can carry negative psychological and educational consequences. Ahmad (pseudonym), a father of four children at a private school, says he knows he must pay his children’s school fees at the start of each month, but his office sometimes delays his salary. Despite this, he says school officials hand his children a slip listing the payment deadline and ask them, in front of their classmates during lessons, why they have not paid. He says that in some cases, if the fee remains unpaid, his children are turned back at the school gate, and even pulled out of class in the middle of an exam. “Economic conditions have deteriorated recently, and everyone knows it,” he says. “I wanted to move my children to a government school, but the teaching there isn’t proper, and there’s little accountability; students just waste time and learn nothing.
