Here is the translation of the message from Ayatollah Seyyed Mojtaba Hosseini Khamenei, Supreme Leader of the Islamic Revolution, on the occasion of Government Week: --- In the Name of God, the Most Gracious, the Most Merciful The first week of Shahrivar each year is an occasion to recognize the services of the Islamic Republic of Iran's government. This year, the government is honored that Government Week coincides with the blessed days of the birth of two luminous figures of Rabi' al-Awwal—may God's peace and blessings be upon them and their progeny. On this occasion, I extend my congratulations and appreciation to all active employees and managers of government institutions, and especially to the honest and dedicated President of the 14th government. This is particularly in light of the commendable efforts made despite the limitations and numerous conspiracies of the American-Zionist enemy, and the intensification of sanctions and blockades—both during the third imposed war and afterward—in securing essential goods and services for the people, repairing key damaged infrastructure, and managing energy resources. It is also fitting to honor the memory of the martyred Presidents Rajai and Raisi, the martyred Prime Minister Bahonar, and the martyred ministers, officials, and employees from various administrations—foremost among them the great martyred Leader, who served as President for nearly two terms—and to pray for their exalted stations and divine mercy. The opportunity to serve the people and the goals of the Islamic Republic is a precious blessing that must be cherished. In the current critical and complex circumstances facing the path toward "a stronger Iran," one essential requirement, alongside round-the-clock effort and continuous innovation, is the articulation and narration of Iran's strength and the power of its beloved nation. Weakness, shortcomings, and deficiencies do not call for narration or emphasis—they call for planning and action to resolve them. At times, speaking honestly about our weaknesses when the enemy is in need of morale can be a great gift to them, and may cause anxiety among friends and allies, leaving them bewildered and uncertain. Indeed, when such honest statements are heard only by our own people and well-wishers, the harm is reduced. But strength, power, and positive achievements, in accordance with the Quranic teaching *"And as for the favor of your Lord, proclaim it"* (Quran 93:11), require narration and emphasis. The dear people of Iran, who over the past six months have demonstrated their true mettle through various forms of jihad against the enemy, their presence in the squares, and their cohesion, empathy, and solidarity, deserve to see that the branches of government and responsible institutions are serving them in a manner befitting the high station of this sacred system and the elevated status of this awakened nation. What I will outline below is certainly central to the agenda of the serving government and is mentioned here by way of reminder. Among these is the need for serious attention to the chain of economic-livelihood challenges—such as inflation, unemployment, price management, and the market for goods and services—as well as particular focus on other economic factors including growth, increased investment and its direction toward productive and essential sectors, the revival of production, the gradual de-dollarization of significant roles, and ultimately the centering of the broader framework of resistance economy policies. The key to resolving all of these issues lies in greater reliance on domestic production. Of course, ensuring an adequate supply of public and specialized goods is an absolute necessity; where domestic production is insufficient, imports must be utilized wisely and judiciously. Naturally, encouraging production while managing imports and prices can gradually reduce the dark spots on the country's economic landscape until they are completely erased. In this arena, though the enemy's conduct during and after the war has not been without impact, more intelligent management of the various components—seeking the help of ordinary people in some cases, and of experts and technologists in others, and activating new capacities—will guide the country toward expansion and development. The sworn enemy of this nation seeks to create the impression that the path to development and progress lies through submission to him and his unjust demands; yet a review of what he has done to this country and its resources in past eras—even years before the Islamic Revolution—demonstrates the opposite. Among other important matters is the deployment of technologies and innovations proposed by young elites. Timely utilization of this advantage, and breaking away from routine procedures and conventional habits, can bring about effective leaps in the country's progress and excellence. This is conceivable across various domains of power—including agriculture, industry, culture, education, communications, and social affairs. Another fundamental issue that must always remain at the center of attention for the government, its officials, and all responsible bodies and state institutions, is the observance of unity and safeguarding of social cohesion. Every action across all major cultural, social, political, security, and economic spheres must be undertaken with due consideration of its social cohesion implications. Some actions that may superficially have supporters among certain segments of society, if they lack such consideration—or if the provisions drafted for this purpose are neglected in practice—can inflict harm on those same groups and others. There is no doubt that any disheartening speech that undermines national and public motivation, and any form of false polarization—such as war versus negotiation, consensus versus extremism, compromise versus warmongering—which in the past have caused direct or indirect harm to our dear people, can have the same effect in the future. Therefore, I state decisively that committing anything that undermines social cohesion is prohibited. Among the other important matters is the strategic attention to the issue of culture, education, and training. The term "strategic" means that the formulation of other strategies must be done with this issue in mind. In this regard, special attention should be given to those who are sources of positive and constructive culture—such as teachers in schools, universities, and seminaries, as well as nurses and doctors who have dedicated themselves to serving in non-private institutions. Similarly, the role of homemaking women, who teach the finest elements of a beautiful and desirable future culture to each and every child of this land within the sanctity of their homes, carries equal importance. It is hoped that the implementation of these points, along with other beneficial matters already found in the government's agenda, will guide our beloved country toward "a stronger Iran," and render those active in this path worthy of the special attention of our Master—may God hasten his noble return—and of his blessed prayers, guidance, and blessings. Lebanon’s Shameful Retreat from Accountability A recent report by Lebanon’s Al-Akhbar newspaper exposes what appears to be a deeply troubling failure by the Lebanese state to pursue accountability for alleged Israeli war crimes committed in Lebanon. According to the report, Lebanon’s government has effectively chosen political caution over legal responsibility. Rather than building an official case around documented violations, senior officials reportedly avoided confronting Israel, while some ministers allegedly dismissed Israeli crimes as outside their responsibility. One reported response even redirected attention toward Iran and Hezbollah instead of addressing the killing of Lebanese journalists. The most serious allegation concerns Article 13 of the framework agreement, under which Lebanon reportedly relinquished its right to pursue Israel legally. The justification—that Israel threatened to sue Lebanon in American courts—raises serious questions about the negotiating team’s ability to withstand political pressure. A threat of litigation, even if credible, should not automatically justify surrendering a state’s potential legal remedies for war crimes. More disturbing still is the apparent absence of meaningful governmental support for documenting violations. Vice Prime Minister Tarek Mitri reportedly found himself working almost alone to preserve evidence and document attacks against civilians, journalists, and Lebanon’s cultural and environmental heritage. The central issue is therefore larger than one agreement or one committee: What is the purpose of a state if it hesitates to defend its citizens when they are victims of alleged international crimes? A government that fears political consequences more than it defends justice risks turning sovereignty into an empty slogan.

According to a joint assessment by the World Bank, the United Nations, and the European Union, released last April, the amount of rubble spread across the Gaza Strip was estimated at approximately 68 million tons, based on damage recorded through October 2025, without accounting for rubble generated by subsequent destruction.
