The premise of the rule of law is that rules apply to everyone. The definition of human rights is that they belong to everyone. If rules apply only when major powers do not require an exemption, and if human rights exist only when the West chooses to invoke them, then "international law" and "human rights" are no longer rules or rights. They are tools. And tools can be picked up or put down. They can be used to strike others or to grant oneself an exemption. Araghchi did not say, "You are using them as tools." He described the consequences of their use: the disappearance of the rule of law and the loss of universality. That is why he named no names. Naming names implies the problem lies with a specific individual. Not naming names implies the problem is structural. ▪️Weapon of Interview; Why Do American Military Officials Give Interviews? / How Does the U.S. Army Use Media for Deterrence? 1⃣ Justifying Public Opinion and Pressure to Maintain Political Support In America, where the military budget is approved by Congress, commanders must justify why national resources—for example, in a war against Iran—are being wasted and spent. Their established theory is that limited, superficial transparency increases Public Trust. If people understand why an operation was conducted, the likelihood of political support for subsequent operations increases. 2⃣ The War of Narratives In the modern Western media environment, there exists a principle that if a military does not present its own purposeful narrative, its enemies or non-aligned media will replace it with their own narrative. Thus, American commanders try through interviews to shape their "correct narrative" and consider this part of their military mission. 3⃣ Deterrence Through Display of Power Another important goal is this: a manipulated explanation of part of an operation (even if classified) sends a deterrence message to enemies. By disclosing parts of capabilities or precision of operations (without revealing techniques and methods), commanders show both general and specific audiences what the U.S. Army is capable of doing. In U.S. Army strategic documents, "Projection of Power" (note that the phrase "Projection of Power" contains an exaggerated concept within itself) is defined as one of the main pillars of deterrence. 4⃣ Operational Security (OPSEC) Management Through "Controlled and Manipulated Release" The key point here is: commanders never reveal "real secrets" (i.e., weaknesses, codes, sensitive technologies, or exact timing of operations, etc.). What is published undergoes a process called Security Review or Public Affairs Guidance (PAG). The regulations for American commanders and military personnel specify that any interview with commanders must pass through the filter of the Public Affairs Office and Officer (PAO) to ensure that no classified information is disclosed and that the process of information disclosure in media is in line with the psychological-media operation defined in advance. 5⃣ Recruitment and Retention of Human Capital In a military that has defined itself for the entire world, victory-projection and, for example, the professionalism of commanders, etc., plays an important role in recruiting new forces.
