On Friday, September 18, Trump signed the sanctions bill against Russia and Iran. And the tariff that Trump himself imposed in July, he immediately did not extend to 471 other items, including fertilizer raw materials. Because it hits American farmers, not the Kremlin.
Previously, sanctions were based on presidential decrees—whoever signed them could lift them. Now they've become law, and they can't be lifted without Congressional approval. Trump has a new cudgel and, at the same time, has tied his hands in case of reconciliation.

And most importantly, there's a haggling going on: on September 5, Witkoff and Kushner spent three hours with Putin, and on September 8, they had an hour-long phone conversation.
