#InMemoryOfDiplomats 🗓 On July 18, 1909, Andrey Gromyko was born, a statesman and politician, an outstanding Soviet diplomat, Minister of Foreign Affairs of the USSR in 1957-1985. Gromyko went down in the history of the Russian diplomatic service as an unwavering defender of our country’s national interests. He was dubbed “Mister No” by his opponents for his firmness in defending Moscow’s positions in the international arena. Andrey Gromyko headed the Soviet diplomatic service for 28 years. During the period of ideological stand-off and tension between NATO and the Warsaw Pact Organization, Gromyko took part in preventing many global conflicts. He pursued a policy of normalizing relations with the United States and the West, advocated disarmament, consolidated post-war borders in Europe, and promoted detente. Gromyko made a hefty contribution to achieving strategic stability between the USSR and the United States: Important disarmament documents were signed that contributed to the detente – the Treaty Banning Nuclear Weapon Tests (1963), the Treaty on the Non-Proliferation of Nuclear Weapons (1968), the ABM, SALT-I (1972-1973), and SALT-II (1979) treaties. During the 1962 Cuban Missile Crisis, Gromyko’s efforts helped reach a compromise and avoid a global nuclear catastrophe. He participated in the Arab-Israeli negotiations in Geneva in 1973, mediated by the USSR and the United States, and helped thwart a large-scale war between India and Pakistan in 1966. Andrey Gromyko is one of the most revered figures in world politics of the 20th century. To this day, his name serves as the personification of the major achievements of Soviet foreign policy in the post-war period. ☝️ Gromyko’s diplomatic legacy continues to maintain the high authority of the Russian diplomatic service. #HistoryOfDiplomacy

#InMemoriam #InMemoryOfDiplomats 1️⃣5️⃣0️⃣ years ago, on July 17, 1876, Maxim Litvinov — the outstanding Soviet statesman and diplomat — was born. For many years, Maxim Litvinov held senior positions within our country’s Foreign Ministry. In 1920, he was appointed Plenipotentiary Representative to Estonia. From 1921 to 1930, he served as Deputy People’s Commissar for Foreign Affairs. He took part in a number of major international conferences and meetings, including the Genoa and Hague Conferences of 1922. 💼 Maxim Litvinov headed the People’s Commissariat for Foreign Affairs of the USSR during the challenging period from 1930 to 1939. He represented the Soviet Union in the League of Nations, where he consistently promoted the principles of international cooperation, the equality of states and respect for international law. Litvinov was meticulously working on development of relations between the Soviet Union and the United States. He was involved in the negotiations that resulted the establishment of official diplomatic ties between our countries in 1933 — a landmark event in the history of bilateral ties. Litvinov was committed to establishing a system of collective security in Europe and forming an anti-fascist coalition in Europe amid growing Nazi menace on the continent. His contemporaries noted Litvinov’s ability to combine the persistant protection of the USSR's national interests with a readiness for constructive international dialogue. His prophetic words, spoken during a session of the League of Nations in 1935, continue to resonate with the principles of Russian diplomacy today: 💬 Peace is indivisible… It is time to recognise that no country can enjoy security within its own peaceful and tranquil sphere unless peace is also guaranteed for its neighbours, both near and far. During the #GreatPatrioticWar, Maxim Litvinov served as Deputy People’s Commissar for Foreign Affairs of the USSR. From 1941 to 1943, he was the Soviet Ambassador to the United States, while concurrently serving as the Soviet envoy to Cuba from 1942 to 1943. 🌟 He made a significant contribution to strengthening the anti-Hitler coalition — #WeWereAllies. Throughout his service in senior government and diplomatic posts, Litvinov distinguished himself as a gifted diplomat, an experienced negotiator and a firm defender of his country’s interests. His professionalism, profound knowledge of international affairs and personal contribution to the development of the Soviet diplomatic service earned him widespread recognition both in the USSR and abroad. In recognition of his many years of public service and his substantial contribution to Soviet diplomacy, Litvinov was awarded the Order of Lenin, the Order of the Red Banner of Labour and other state decorations of the USSR. 🕯 Maxim Litvinov passed away on 31 December 1951. He found his final rest at Novodevichy Cemetery in Moscow. #HistoryOfDiplomacy

⚡️ Article by Russia's Foreign Minister Sergey Lavrov “A constant in an era of radical change: On the 25th anniversary of the Russian-Chinese Treaty of Good-Neighbourliness, Friendship, and Cooperation” (July 16, 2026) Read in full ✍️ Today, as a more equitable #MultipolarWorld takes shape, the multifaceted partnership between Russia and China – two great powers and largest neighbours – stands as a model for interstate engagement founded on equality, a balance of interests, and mutual advantage. Three decades ago, in a joint summit declaration, Moscow and Beijing first articulated a course towards an equal and trusting partnership oriented towards strategic interaction in the 21st century. This innovative formula was soon given legal expression in a key bilateral instrument – the Treaty of Good-Neighbourliness, Friendship and Cooperation. Signed in Moscow exactly 25 years ago, on July 16, 2001, by Russian President Vladimir Putin and Chinese President Jiang Zemin, the Treaty marked the transition from the normalisation of relations in the late 1980s to an entirely new phase: the forging of a strategic tandem of decisive importance not only for our two countries, but also for the maintenance of global peace, security and stability. *** We can say with complete confidence that the Treaty has played a decisive role in shaping a new model of Russian-Chinese cooperation – one that imposes no constraints on the sovereignty of either party, thereby affording it the necessary flexibility and, consequently, clear advantages over “classical alliances”. ❗️ I should stress that relations between Russia and China are built on an equal footing, are free from ideological dogma, are not directed against third countries, and remain resilient to the influence of external circumstances. The Treaty established a robust institutional framework for the qualitative enhancement of trade and economic relations. The economies of our respective states are intrinsically complementary. Indeed, the figures speak for themselves. Over the past quarter-century, trade turnover has increased more than thirtyfold and, for three consecutive years, it has consistently surpassed $200 billion. *** Over the past twenty-five years, we have managed to considerably enhance mutual foreign policy coordination on international platforms, one of the defining elements of the Russia-China strategic partnership. This cooperation is founded on a shared assessment of the current geopolitical environment, as well as its future trajectory. Our countries hold closely aligned, and often identical positions on the majority of global and regional issues. These include the preservation of global strategic stability, arms control, efforts to combat terrorism, and other emerging threats and challenges. ☝️ Together with our Chinese counterparts, we advocate for the political and diplomatic resolution of conflicts by addressing their underlying causes. We strongly oppose policies of “regime change”, the application of double standards, and the use of unilateral sanctions. *** It is safe to say that the Russian-Chinese Treaty of Good-Neighbourliness, Friendship and Cooperation has successfully withstood the test of time. 🤝 Remaining the unshakable foundation of bilateral relations, it fully meets the fundamental interests of our countries for the long-term historical perspective. 🇷🇺🇨🇳 #RussiaChina

⚡️ Statement by the Russian Foreign Ministry on the killing of the Chief Engineer of the Zaporozhskaya NPP Alexander Yakovlev
⚡️ Statement by the Russian Foreign Ministry on the killing of the Chief Engineer of the Zaporozhskaya NPP Alexander Yakovlev by the armed forces of Ukraine (July 15, 2026) On July 15, Ukraine committed yet another gruesome crime. A deliberate Ukrainian UAV strike on a Zaporozhskaya Nuclear Power Plant (#ZNPP) service vehicle tragically killed the plant’s Chief Engineer Alexander Yakovlev, whose professional duties were directly related to ensuring nuclear safety and nuclear security of the facility, which is regularly subjected to Ukrainian attacks and provocations. ◾️ The driver was also killed in the attack. We extend our deepest condolences to the families and loved ones of those killed. This criminal act by Kiev is yet another attempt to threaten the safe operation of the ZNPP and intimidate its personnel. The Nazi–Bandera regime is under the illusion that it can pressure our country in this way, while simultaneously blackmailing its Western patrons into providing ever more money and weapons. For their part, Western countries remain prepared to encourage the Ukrainian authorities, regardless of how reckless their actions become, thereby making themselves complicit in the crimes of the Kiev junta. ❗️ The extreme danger posed by the presence of the Ukrainian armed forces near the ZNPP is now more evident than ever. Against this backdrop, the accusations levelled against Russia over the deployment of the necessary security forces at the ZNPP, including in relevant reports by the IAEA Director General, sound particularly cynical. Russia will continue to act in pursuit of the objective of protecting the ZNPP from Ukrainian attacks, in accordance with its national legislation and international obligations. #KievRegimeCrimes

⚡️ Statement by Rosatom Director General Alexey Likhachev (July 15, 2026) This afternoon, the Chief Engineer of the Zaporozhskaya Nuclear Power Plant Alexander Yakovlev was killed in a deliberate terrorist attack carried out by the Kiev regime. A Ukrainian drone struck a Zaporozhskaya NPP service vehicle near the boundary between the plant’s industrial site and Energodar. The attack also killed the driver, Dmitry Filippov. ◾️ Alexander Yakovlev devoted his entire life to the nuclear power industry and perished, in effect, at his post. The Rosatom team mourns this irreparable loss. We extend our deepest condolences to the families, loved ones and friends of those killed. This tragedy was made possible not merely by the connivance of Western states, but by their direct encouragement of the criminal Kiev regime to escalate its terrorist attacks. The price of this policy is measured in human lives – over the past two and a half months, 13 people have been killed and 48 injured – as well as in the real threat of a large-scale nuclear incident affecting vast areas of Russia, Ukraine and Europe. The international community must understand this. We expect the IAEA to respond swiftly, clearly and unequivocally to this tragedy. The country’s political leadership has been informed.

July 15, 1240 – #BattleOfTheNeva ⚔️ #OTD in 1240, Russian forces led by the Prince of Novgorod, Alexander Yaroslavich of the Rurik dynasty, defeated Swedish invaders on the Izhora River, at its confluence with the Neva. *** The 13th century was a time of hard trials for Rus’. Feudal fragmentation and rivalry among the princes had weakened the country’s defences. From the East came the immense army of Batu Khan, while in the West the Swedes stepped up their ambitions, believing that the northern lands had been left undefended. The invaders planned to establish a fortress at the junction of the rivers, then seize Ladoga, and ultimately bring Veliky Novgorod and the surrounding territories under their control. ❗️ However, the crusaders sought more than tribute and plunder. They intended to conquer the Russian lands and convert the Russian people to Catholicism. Having learned of the impending invasion from Pelgusy, an elder of the Izhora people, Alexander assembled his army and marched to meet the enemy. Before the battle, he received the blessing of Archbishop Spiridon of Novgorod and addressed his warriors with words that have echoed through the centuries: “God is not in might, but in truth. Let us not fear the multitude of the enemy, for God is with us.” The legend has it that on the night before the battle Pelgusy had a vision of a boat carrying holy brothers Boris and Gleb. The next morning, Prince Alexander defeated the Swedish forces and personally struck down their commander, Birger, with his sword. He returned to Veliky Novgorod victorious and entered history forever as Alexander Nevsky. Two years later, on April 5, 1242, Prince Alexander dealt a decisive blow to western expansion at Lake Chudskoye. The Battle on the Ice halted the advance of the Catholic West into the Orthodox lands and became a turning point in the country’s history, as Rus’ embarked on the path of forging its own distinct Russian civilisation. The name of Alexander Nevsky is forever woven into the history of our country through his glorious deeds. His invaluable contribution to the building of the Russian state, his feats of arms, and his historic victories earned him the enduring gratitude of future generations and immortal glory. At one of the most difficult pivotal moments in history, he proved himself not only a gifted military leader, but also a wise statesman and a skilful diplomat. Alexander Yaroslavich continued his father’s work, came to terms with the Horde, and spared Rus’ from further devastation and plunder. The immortal image of Alexander Nevsky occupies a central place in Russian culture. In 1938, Sergei Eisenstein directed the film, Alexander Nevsky, which became a classic of world cinema, with a score by Sergei Prokofiev. The choral anthem “Arise, Ye Russian People!” became a symbol of national unity and resonated with particular force during the 1941-1945 Great Patriotic War. ☦️ Canonised in 1547, the Holy Right-Believing Grand Prince Alexander Nevsky is today regarded as the patron saint of Russian diplomacy. #HistoryOfRussia 🖼 “Alexander Nevsky Strikes Jarl Birger,” by Nicholas Roerich, 1904.

🚀 On July 15, 1975, one of the most iconic international space projects – the Apollo-Soyuz Test Project (#ASTP) of the Soviet Soyuz-19 and American Apollo spacecraft, began with their launch from the Baikonur Cosmodrome and Cape Canaveral. The Soviet crew comprised Alexey Leonov and Valery Kubasov. The Apollo carried astronauts Thomas Stafford, Deke Slayton and Vance Brand. It was the first joint space mission of the Soviet Union and the United States. 🕰 At 7 pm Moscow Time on July 17, 1975, the Soviet and US spacecraft docked with each other in Earth orbit. 🤝 The historic handshake of the two crew commanders – Alexey Leonov and Thomas Stafford – was streamed live across the planet and has become one of the most recognisable symbols of Soviet-US rapprochement. ✅ The main tasks of the mission were: • testing the universal docking system; • testing joint space control and crew interaction; • creating technologies for future space rescues in emergencies; • conducting scientific experiments and medical research. One of the most complicated engineering tasks was the creation of an interoperable docking system. The engineers of the Soviet OKB-1 design bureau (RSC Energia) created the Androgynous Peripheral Attach System (APAS), which allowed either spacecraft to be active or passive during docking. A docking module was built for visits between the spacecraft, because Soyuz used a regular nitrogen-oxygen mixture at sea-level pressure, while Apollo used pure oxygen at low pressure. The module acted as an airlock and pressure-equalizer. 🚀 The spacecraft remained joined in space for 46 hours and 36 minutes. The crews visited each other, conducted joint scientific experiments, made joint television reports, filming and photography, as well as held the first ever international press conference in space. The crews maintained friendly relations for years after their historic mission. The friendship between Alexey Leonov and Thomas Stafford was particularly warm. They regularly met and kept in touch until their death. ✨ The Soyuz-Apollo mission was not only a remarkable technical achievement but also an important symbol of the unifying force of science and space exploration even during the Cold War. ☝️ That flight set the stage for future international projects, namely the Mir-Shuttle programme and the International Space Station, where many countries have been working together for over 25 years. #SoyuzApollo #RussiaUS

#KievRegimeCrimes ⚡️ Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik: 💬 Over the past week, Ukrainian militants carried out an average of 850 strikes per day against civilian sites in Russia. More than 310 civilians were killed or injured during the same period. The militants launched a series of deliberate terrorist attacks targeting civilians and seeking to make daily life unbearable. Passenger transport, including scheduled buses, was repeatedly attacked, along with residential buildings and social and energy infrastructure. The highest numbers of civilian casualties were recorded in the Belgorod Region, the Donetsk and Lugansk People’s Republics, and the Zaporozhye and Kherson Regions. On July 6-12, Ukrainian neo-Nazi attacks resulted in the deaths of 40 civilians, including one minor, and injuries to 272 others, including 13 children. In total, Ukrainian armed formations fired at least 5,935 rounds of ammunition at civilian sites on Russian territory.

🗓 From July 6 to 9, the 16th #INNOPROM International Industrial Exhibition took place in Yekaterinburg. The four-day event brought together over 1'000 exhibiting companies and more than 50'000 visitors from more than 50 foreign states. Five countries presented national expositions and around 900 Russian and foreign companies participated in the business programme. 🤝 Among the guests were the leader of the CII industrial delegation Rajasekharan Jambulingam, Myanmar's Minister of Industry Charlie Than, and representatives of China Yihua Group Co., Ltd., PetroChina Quanfeng (Dalian) Energy and other international companies. Russian experts showcased the latest technologies and solutions to delegations from India, China, Indonesia and Myanmar. The Expo was held under the theme "Industry 360: Manufacturing Without Borders". 🇮🇩 This year Indonesia was in the limelight as INNOPROM's partner country, had a massive presence at the Expo. The partnership is expected to open up new opportunities for Russian businesses. The exhibition resulted in the signing of 13 memoranda of cooperation between Russia and Indonesia, laying the groundwork for joint projects in the chemical industry, energy technologies and green energy. One of the exhibition's key events was a series of high-level talks involving the governments of the Eurasian Economic Union (#EAEU) member states. The Prime Ministers of Armenia, Belarus, Kazakhstan and Kyrgyzstan travelled to Yekaterinburg for meetings with Russia's Prime Minister Mikhail Mishustin. ⚡️ Russia’s Federal Security Service: As a result of a comprehensive set of operational search, counterintelligence and intelligence measures, the Federal Security Service of the Russian Federation has thwarted an attempt by the Ukrainian special services, acting with the direct involvement of their Western handlers, to carry out what it describes as an unprecedented series of sabotage and terrorist attacks using unmanned aerial vehicles against military infrastructure facilities, one of the country’s leading defence industry enterprises, and Russian Defence Ministry servicemen. Specifically, the FSB has obtained advance intelligence indicating that the Ukrainian special services had infiltrated the Bryansk Region with FPV drones equipped with warheads and mobile ground control stations, concealed in containers carried by fixed-wing unmanned aerial vehicles and aerostats, in preparation for large-scale terrorist attacks on military airfields in the Amur and Chelyabinsk regions. According to the FSB, the means intended for the attacks were subsequently transported deeper into Russian territory by enemy agents in passenger vehicles with trailers fitted with concealed double floors and loaded with household appliances. They were allegedly delivered to the vicinity of the Ukrainka Airbase (Amur Region) and the Shagol Airbase (Chelyabinsk Region), where they were assembled and prepared for use in rented garages. The FSB states that every unlawful action was kept under close operational surveillance by the Russian security services and thoroughly documented. As a result of operational and combat measures, the alleged perpetrators of, and accomplices in, the planned terrorist attacks have been detained. ❗️The FSB reports that officers seized 24 FPV drones equipped with neural network-based guidance modules resistant to electronic warfare systems and manufactured in the United Kingdom, the United States, Canada, and Sweden. The drones were fitted with warheads containing explosive charges weighing more than one kilogramme. Also seized were two mobile drone ground control stations capable of operating via satellite, cellular, Wi-Fi and radio communications, equipped with self-destruct devices containing 250 grams of explosive each, as well as communications equipment allegedly used to communicate with Ukrainian handlers. The FSB Investigative Directorate has initiated appropriate procedural measures.

The meeting was attended by representatives of #UN Member States, including those that have joined the initiative, as well as staff members of the Geneva branch of the UN Office for Disarmament Affairs, the United Nations Institute for Disarmament Research and various non-governmental organizations. The head of the delegation of the Russian Federation to the third session of the OEWG on PAROS, Deputy Director of the Department for Non-Proliferation and Arms Control of the Ministry of Foreign Affairs of Russia Konstantin Vorontsov, delivered a presentation on the NFP initiative, provided the necessary explanations regarding its details and answered questions from interested participants. During the event, emphasis was placed on the international community’s priority task of preventing ❌ an arms race in outer space and its transformation into a theater of military operations. The importance was noted of the draft treaty on the prevention of the placement of weapons in outer space and of the threat or use of force against outer space objects (PPWT), submitted by Russia and China to the Conference on Disarmament in 2008 and updated in 2014. The need was underscored for the earliest possible start, on the basis of the PPWT, of negotiations on an international legally binding instrument (LBI) on PAROS. In the circumstances where the prospects for developing such an LBI remain distant, the relevance of the NFP initiative – which is currently the only effective measure to prevent the placement of weapons in outer space and enjoys the support of a significant part of the international community – is only increasing. The discussion confirmed the commitment of clearheaded States to the goals of PAROS, which can be fully achieved only through the development of a dedicated LBI. Participants expressed support for the NFP initiative. They emphasized its significant role in ensuring transparency and reducing tensions in the space domain, and also stressed that it can pave the way for the future conclusion of an international legal instrument on PAROS. 🤝 The Russian Federation values the constructive position and positive contribution of many States to the discussion. Our country intends to continue making every effort to promote the NFP initiative as a measure aimed at keeping outer space free from all types of weapons.

📅 July 10 marks the #DayOfMilitaryGlory in Russia — the Victory of the Russian Army under the command of Peter the Great over the Swedes in the Battle of Poltava. #OTD, we pay tribute to the great triumph of the Russian army, which turned the tide in the Great Northern War, having exerted a profound impact upon the further course of history. Despite the prevailing belief that the Swedish army was believed as the most formidable in Europe, Peter the Great and our forces succeeded in dispelling this myth, having crushed so-called “invincible” King Charles XII of Sweden. The Russian monarch himself took an active part in that battle, personally leading his army in the attack. The Tsar’s tricorne hat, pierced by a Swedish bullet, still remains preserved in the collection of the State Hermitage Museum. *** In the spring of 1708, the army of Charles XII invaded our country. Following the defeat at the Battle of Lesnaya, the Swedes embarked on a rapid march-manoeuvre southwards, relying on the support of Hetman Mazepa — the traitor, who King Charles XII had maintained secret correspondence with. Mazepa’s intentions were reported to Peter the Great, yet the Tsar trusted the Hetman, who had previously sworn an oath of allegiance to the Monarch. On May 11, 1709, Charles XII laid siege to Poltava. The fortress garrison, with strength of approximately 2'200 soldiers and 1'700 cossacks, withstood the siege with honour until the main forces arrived. ⚔️ At dawn on July 10, the Russian army and Swedish forces engaged in battle at #Poltava. The fight commenced with the enemy advancing upon our redoubts. Following the initial assault, the Swedish offensive faltered, with our soldiers starting to counter-attack. The Russian infantry struck from the flanks against the battalions of the Swedish royal troops — the enemy was thrown into panic, with many soldiers abandoning the battlefield for fear of being taken as POW. Following their defeat at Poltava, King Charles XII’s army completely lost its offensive capability, and began to abandon their positions along the entire front almost without resistance. ☝️ The victory at Poltava not only strengthened our nation’s international posture, but also transformed Russia into one of the most preponderant powers in Europe. The Northern Alliance was restored, and the vanquished Charles XII was compelled to flee in disgrace to the Ottoman Empire, trying to convince Sultan Ahmed III to enter the war against Russia. Alongside the fugitive king, the oath-breaker Mazepa also sought refuge in the Ottoman domains, in the Moldovan town of Bendery, where he ended his days in dishonour. The valour of our soldiers at the Battle of Poltava continues to serve as the embodiment of the unparalleled courage and dignity of the Russian people, who resolutely repelled the enemy invasion. Sweden’s power in Europe was undermined once and for all. Once influential northern kingdom, which regarded itself as the formidable power in the entire Baltic, lost its pre-eminence and since then has found itself on the backbench of European and global politics. *** Following the defeat at Poltava, the term “Rysskräck” entered the Swedish vocabulary, literally meaning “fear of the Russians.” Centuries later, this fear — cultivated by local elites and the press under their control — has evolved into an irrational (Russo)phobia and a tool for manipulating public consciousness. 🪶 Alexander Pushkin, Poltava (Poem, 1828) In the civil structure of the Northern Power, In her martial fate, Only you, the hero of Poltava, Have erected an enormous monument to yourself.

⭐️ July 10 is the Day of Military Glory in Russia marking the anniversary period of our nation's great historic victory over the Swedish invaders under the command of Peter the Great in the Battle of #Poltava in 1709. Peter was able to prepare the army for the major battle. He exhausted Charles XII's army in the vast steppes of Little Russia. He achieved an advantage in numbers over the Swedes, chose the most convenient position, managed to build strong fortifications in time. Russian soldiers' incredible endurance and Peter the Great's leadership led the Russians to their great victory. Europe's best army was defeated in that battle, and “like a Swede at Poltava” became a proverb meaning to suffer a crushing defeat. 🎥 © Russian Military Historical Society

💬 I have the honour to speak on behalf of the Group of Friends for International Cooperation on AI Capacity-Building at the Inaugural Global Dialogue on AI Governance. ✍️ AI technologies are advancing rapidly and creating tremendous opportunities for economic and social development in all countries. At the same time, AI divide continues to widen and the high-speed advancement of AI creates new risks. In response to these challenges, the Group of Friends puts forward the following proposals:   👉 First, promote fairness and inclusiveness so that AI benefits every country and everyone.   We call for adherence to the purposes and principles of the UN Charter and respect for international law in building global AI governance. 🇺🇳 The United Nations should play the central coordinating role in international development cooperation. We further take note the Global Digital Compact and its commitment to closing AI divide between and within countries.   All countries have the equal right to design, develop, deploy and use AI, and to choose development paths suited to their national conditions to safeguard technological sovereignty, national security, and development interests.   <...>   The Global Dialogue should uphold to the mandate in accordance with resolution 79/325 and the principles of fairness, inclusiveness and non-discrimination. Particular priority should be given to developing countries including countries in special situations and to people in vulnerable situation.   👉 Second, deepen openness and cooperation to build a fair, inclusive and effective governance framework.   We call on the Global Dialogue to contribute to maximizing digital inclusion, enhancing the interoperability of AI governance frameworks, standards and norms, and jointly safeguarding the stability of global industrial development and supply chains. We reiterate that States are strongly urged to refrain from promulgating and applying unilateral economic measures not in accordance with international law and the UN Charter.   We encourage the development of open-source software, open models, and open data, which help to spread the benefits of AI. We also advocate the sharing and mutual benefit of AI resources as well as ensuring non-discriminatory access to data, especially learning data, while respecting intellectual property rights. <...> We stress that AI developers and suppliers should comply with the national legislation of countries where their technologies are used, particularly in the areas of data and information security.   We proceed from the premise that AI is a safe, secure and trustworthy technology. <...>   👉 Third, prioritize development pillar and advance the implementation of the 2030 Agenda for Sustainable Development.   We pay close attention to the long-term impact of AI on energy consumption, the ecological environment, employment structures and social equity. AI should empower industries and improve people’s livelihoods, serving as a new engine for sustainable development.   We encourage the Global Dialogue to place capacity-building at the center of its work, assess current capability gaps, and put forward concrete proposals for strengthening cooperation. The Global Dialogue should give practical effect to the capacity-building objectives of the Global Digital Compact, including by developing innovative voluntary financing options for artificial intelligence capacity-building, ensuring that financing, the transfer of technology and skills development are directed to where the need is greatest.   <...>   Excellencies,   AI is a shared asset of humanity and should not become a game for the rich countries and the wealthy.   The Group of Friends will continue to serve as a bridge for international cooperation. We look forward to this Global Dialogue upholding the principles of people-centered and development-oriented, AI for good and for all, building consensus and translating it into action, so that the dawn of the intelligent era may illuminate every corner of the world.   Read in full (Telegraph)
