🇺🇳 On 9 July in Geneva, on the margins of the third session of the UN Open-Ended Working Group (OEWG) on the prevention of an arms race in outer space (PAROS), a seminar was held on the international initiative/political commitment on No First Placement of Weapons in Outer Space (NFP), organized by the Russian Federation. The meeting was attended by representatives of #UN Member States, including those that have joined the initiative, as well as staff members of the Geneva branch of the UN Office for Disarmament Affairs, the United Nations Institute for Disarmament Research and various non-governmental organizations. The head of the delegation of the Russian Federation to the third session of the OEWG on PAROS, Deputy Director of the Department for Non-Proliferation and Arms Control of the Ministry of Foreign Affairs of Russia Konstantin Vorontsov, delivered a presentation on the NFP initiative, provided the necessary explanations regarding its details and answered questions from interested participants. During the event, emphasis was placed on the international community’s priority task of preventing ❌ an arms race in outer space and its transformation into a theater of military operations. The importance was noted of the draft treaty on the prevention of the placement of weapons in outer space and of the threat or use of force against outer space objects (PPWT), submitted by Russia and China to the Conference on Disarmament in 2008 and updated in 2014. The need was underscored for the earliest possible start, on the basis of the PPWT, of negotiations on an international legally binding instrument (LBI) on PAROS. In the circumstances where the prospects for developing such an LBI remain distant, the relevance of the NFP initiative – which is currently the only effective measure to prevent the placement of weapons in outer space and enjoys the support of a significant part of the international community – is only increasing. The discussion confirmed the commitment of clearheaded States to the goals of PAROS, which can be fully achieved only through the development of a dedicated LBI. Participants expressed support for the NFP initiative. They emphasized its significant role in ensuring transparency and reducing tensions in the space domain, and also stressed that it can pave the way for the future conclusion of an international legal instrument on PAROS. 🤝 The Russian Federation values the constructive position and positive contribution of many States to the discussion. Our country intends to continue making every effort to promote the NFP initiative as a measure aimed at keeping outer space free from all types of weapons.

📅 July 10 marks the #DayOfMilitaryGlory in Russia — the Victory of the Russian Army under the command of Peter the Great over the Swedes in the Battle of Poltava. #OTD, we pay tribute to the great triumph of the Russian army, which turned the tide in the Great Northern War, having exerted a profound impact upon the further course of history. Despite the prevailing belief that the Swedish army was believed as the most formidable in Europe, Peter the Great and our forces succeeded in dispelling this myth, having crushed so-called “invincible” King Charles XII of Sweden. The Russian monarch himself took an active part in that battle, personally leading his army in the attack. The Tsar’s tricorne hat, pierced by a Swedish bullet, still remains preserved in the collection of the State Hermitage Museum. *** In the spring of 1708, the army of Charles XII invaded our country. Following the defeat at the Battle of Lesnaya, the Swedes embarked on a rapid march-manoeuvre southwards, relying on the support of Hetman Mazepa — the traitor, who King Charles XII had maintained secret correspondence with. Mazepa’s intentions were reported to Peter the Great, yet the Tsar trusted the Hetman, who had previously sworn an oath of allegiance to the Monarch. On May 11, 1709, Charles XII laid siege to Poltava. The fortress garrison, with strength of approximately 2'200 soldiers and 1'700 cossacks, withstood the siege with honour until the main forces arrived. ⚔️ At dawn on July 10, the Russian army and Swedish forces engaged in battle at #Poltava. The fight commenced with the enemy advancing upon our redoubts. Following the initial assault, the Swedish offensive faltered, with our soldiers starting to counter-attack. The Russian infantry struck from the flanks against the battalions of the Swedish royal troops — the enemy was thrown into panic, with many soldiers abandoning the battlefield for fear of being taken as POW. Following their defeat at Poltava, King Charles XII’s army completely lost its offensive capability, and began to abandon their positions along the entire front almost without resistance. ☝️ The victory at Poltava not only strengthened our nation’s international posture, but also transformed Russia into one of the most preponderant powers in Europe. The Northern Alliance was restored, and the vanquished Charles XII was compelled to flee in disgrace to the Ottoman Empire, trying to convince Sultan Ahmed III to enter the war against Russia. Alongside the fugitive king, the oath-breaker Mazepa also sought refuge in the Ottoman domains, in the Moldovan town of Bendery, where he ended his days in dishonour. The valour of our soldiers at the Battle of Poltava continues to serve as the embodiment of the unparalleled courage and dignity of the Russian people, who resolutely repelled the enemy invasion. Sweden’s power in Europe was undermined once and for all. Once influential northern kingdom, which regarded itself as the formidable power in the entire Baltic, lost its pre-eminence and since then has found itself on the backbench of European and global politics. *** Following the defeat at Poltava, the term “Rysskräck” entered the Swedish vocabulary, literally meaning “fear of the Russians.” Centuries later, this fear — cultivated by local elites and the press under their control — has evolved into an irrational (Russo)phobia and a tool for manipulating public consciousness. 🪶 Alexander Pushkin, Poltava (Poem, 1828) In the civil structure of the Northern Power, In her martial fate, Only you, the hero of Poltava, Have erected an enormous monument to yourself.

Peter was able to prepare the army for the major battle. He exhausted Charles XII's army in the vast steppes of Little Russia. He achieved an advantage in numbers over the Swedes, chose the most convenient position, managed to build strong fortifications in time. Russian soldiers' incredible endurance and Peter the Great's leadership led the Russians to their great victory. Europe's best army was defeated in that battle, and “like a Swede at Poltava” became a proverb meaning to suffer a crushing defeat. 🎥 © Russian Military Historical Society

💬 I have the honour to speak on behalf of the Group of Friends for International Cooperation on AI Capacity-Building at the Inaugural Global Dialogue on AI Governance. ✍️ AI technologies are advancing rapidly and creating tremendous opportunities for economic and social development in all countries. At the same time, AI divide continues to widen and the high-speed advancement of AI creates new risks. In response to these challenges, the Group of Friends puts forward the following proposals:   👉 First, promote fairness and inclusiveness so that AI benefits every country and everyone.   We call for adherence to the purposes and principles of the UN Charter and respect for international law in building global AI governance. 🇺🇳 The United Nations should play the central coordinating role in international development cooperation. We further take note the Global Digital Compact and its commitment to closing AI divide between and within countries.   All countries have the equal right to design, develop, deploy and use AI, and to choose development paths suited to their national conditions to safeguard technological sovereignty, national security, and development interests.   <...>   The Global Dialogue should uphold to the mandate in accordance with resolution 79/325 and the principles of fairness, inclusiveness and non-discrimination. Particular priority should be given to developing countries including countries in special situations and to people in vulnerable situation.   👉 Second, deepen openness and cooperation to build a fair, inclusive and effective governance framework.   We call on the Global Dialogue to contribute to maximizing digital inclusion, enhancing the interoperability of AI governance frameworks, standards and norms, and jointly safeguarding the stability of global industrial development and supply chains. We reiterate that States are strongly urged to refrain from promulgating and applying unilateral economic measures not in accordance with international law and the UN Charter.   We encourage the development of open-source software, open models, and open data, which help to spread the benefits of AI. We also advocate the sharing and mutual benefit of AI resources as well as ensuring non-discriminatory access to data, especially learning data, while respecting intellectual property rights. <...> We stress that AI developers and suppliers should comply with the national legislation of countries where their technologies are used, particularly in the areas of data and information security.   We proceed from the premise that AI is a safe, secure and trustworthy technology. <...>   👉 Third, prioritize development pillar and advance the implementation of the 2030 Agenda for Sustainable Development.   We pay close attention to the long-term impact of AI on energy consumption, the ecological environment, employment structures and social equity. AI should empower industries and improve people’s livelihoods, serving as a new engine for sustainable development.   We encourage the Global Dialogue to place capacity-building at the center of its work, assess current capability gaps, and put forward concrete proposals for strengthening cooperation. 🎙 Statement by Deputy Foreign Minister of the Russian Federation Alexander Alimov at the Global Dialogue on AI Governance (Geneva, July 6, 2026) 💬 Colleagues, Russia welcomes the launch of the Global Dialogue on Artificial Intelligence Governance as a dedicated United Nations platform for discussing cooperation in this field. 🇺🇳 We note with satisfaction the efforts made by UN Member States and the UN Secretariat, as well as by the Independent International Scientific Panel, to agree on the modalities and objectives of multilateral engagement. We call on delegations to associate themselves with the statement of the Group of Friends on Artificial Intelligence Capacity-Building, and ask the co-chairs of the Dialogue to include its text into their summary. It has taken us quite some time to arrive at today's meeting and to prepare for it – moving from behind-the-scenes, semi-closed consultations among a narrow group of States and their monopolies towards fully-fledged multilateral discussions involving diplomats, scientists and developers. A significant contribution has been made by India, which undertook to organize the Artificial Intelligence Summit in New Delhi on 19-20 February. We call for the outcomes and conclusions of that Summit to be built upon in further work under the auspices of the United Nations. The Russian Federation is committed to addressing the challenges of development and security in the field of artificial intelligence: bridging the digital divide, raising labour productivity, ensuring non-discriminatory access to technologies, computing capacities and the data that powers them, and developing open-source computer models while upholding security requirements and human rights. It is essential to ensure that developers of artificial intelligence systems comply with the laws of the countries in whose territory such technologies are applied. We have consistently advocated the creation and deployment of trusted artificial intelligence systems in order to ensure an adequate level of protection. We regard as the constant goal of our joint efforts the building of a fair and equitable system of international regulation of the use of artificial intelligence technologies – one that is consistent with the principles of the UN Charter, above all those concerning respect for the sovereign equality of States and non-interference in their internal affairs. The non-state stakeholders taking part in the Global Dialogue, whether developers or experts, are called upon to assist efforts to build and strengthen trust among countries and peoples. Only such work will serve as a safeguard against digital neo-colonialism. Russia stands ready to share its potential – its human resources, scientific and technological expertise, and energy capacities – for the development of sovereign artificial intelligence technologies. We have time-tested achievements and solutions at our disposal. As early as the 1950s, research teams in the Soviet Union explored and demonstrated the capabilities of machine learning. Our delegation, which includes representatives of the Government, research institutions and technology developers, intends to share this experience. We are ready to discuss such cooperation in concrete terms on the margins of relevant meetings of the United Nations, the International Telecommunication Union and other specialized organizations, associations and formats. We will also be glad to welcome our friends to Moscow on 17-19 September for the Second Global Digital Forum, Russia's flagship event addressing the broad agenda of information and communication technologies. Last year it was attended by representatives of 106 States, as well as by the leadership of the United Nations and its specialized bodies. ☝️ We trust that the Second Global Digital Forum will allow us to continue a thorough exchange of views and to bring the positions of our countries even closer together.

⚡️ Foreign Intelligence Service of the Russian Federation: The Press Bureau of the Foreign Intelligence Service of the Russian Federation (SVR) reports that, according to information received by the SVR, the June strike on the Museum of the Defence of Sevastopol, which drew broad public attention, was a carefully planned provocation by London and its intelligence services. Ukrainian servicemen prepared and launched the drones. However, they were most likely unaware of the attack’s true target. The flight missions were uploaded into the weapons systems by British specialists posing as military advisers. Why did the British choose the panorama depicting the heroic defence of Sevastopol during the Crimean War of 1853-1856? There were, after all, no military facilities near the museum. ☝️ The reason is that London largely views the Ukrainian conflict as an opportunity to settle old scores after its failed 19th-century attempt to inflict a strategic defeat on Russia. The museum is a historical trigger, stirring painful memories in Britain of a gruelling military campaign that brought enormous losses among the upper ranks of the UK elite. In these circumstances, for proud Albion, setting the panorama ablaze amounted to an attempt to erase a testimony to the heroism of the Russian soldier. 🤷‍♂️ Sadly, London has still failed to learn the lessons of history. We are convinced that the British will have to answer for this strike, as well as for many other barbaric crimes against the peoples of Russia and Ukraine.

📰 Article by the Aide to the President of Russia and Chairman of the Russian Military Historical Society Vladimir Medinsky marking the 80th anniversary since the city of Königsberg was renamed to #Kaliningrad (July 6, 2026) ‘The Russian City of Kaliningrad’ Read the full ✍️ The Kaliningrad Region is part of former East Prussia that became part of the USSR following the Second World War, a provision legally enshrined at the Potsdam Conference of the victorious powers in 1945. This was a decision paid for many times over in the blood of Soviet soldiers, and one that has never, anywhere in the world, been seriously questioned. *** The city was named after Mikhail Kalinin, who died on June 3, 1946. For many years, he was a member the USSR's top leadership, beloved by the people, even having earned the nickname the "All-Union Elder" for his consideration and caring. The city's old German name, Königsberg, was changed deliberately in 1946. <...> Following World War II, dozens of former German cities were renamed: Danzig and Breslau became Gdansk and Wroclaw in Poland; Karlsbad and Reichenberg became Karlovy Vary and Liberec in the Czech Republic; Memel became Klaipeda in Lithuania, and this list is far from complete. This year, we are celebrating the 80th anniversary of the Kaliningrad Region, although this territory became part of the USSR in 1945. For a whole year, its destiny hung in limbo, so to say. <...> During the Great Patriotic War, Königsberg was virtually razed to the ground. After analysing the situation, the leadership of the Lithuanian SSR decided that this was not their problem, and that they wanted nothing to do with it. During the first post-war five-year economic plans, the RSFSR remitted approximately 50% of its revenues to the all-Union budget, while the Baltic republics gave nothing at all, and received substantial subsidies from the all-Union centre besides, just as Poland and Finland once did within the Russian Empire. Such are the strange distinguishing features of both imperial and Soviet-era "colonialism." The issue of Memel, where a strategically important port is located, was raised later once again. When the first post-war five-year plan had passed, the leadership of the Lithuanian SSR expressed a willingness to annex the city. Thus, in 1950, Memel became Lithuanian Klaipeda. Another crime of the Stalin-era Soviet Union against the people of Lithuania. It is worth noting the processes that began unfolding here after the collapse of the USSR: processes that could be described as an unwitting, yet "creeping toponymic Germanisation." Königsberg was part of the German state unified by Bismarck for less than 75 years. It has been part of Russia for more than 80 years now, not to mention the period when East Prussia was part of the Russian Empire under Elizabeth Petrovna, following the devastating defeat of Frederick II. Western countries stand ready to play along with these creeping processes of Germanisation in Kaliningrad. ❓ Where does this strange "genuflection before the West" сome from? <...> Remember "Euro-renovations," "Euro-protocols," and "European quality"? It is high time for all of us to ponder this question. In addition to correcting heraldry and toponymy, greater attention should be paid to restoring or renovating museum exhibitions dedicated to the capture of German Königsberg by our forces. The local residents, 90% of whom are descendants of the settlers who rebuilt this beautiful part of our Baltic homeland, can suggest many more useful things. 🇷🇺 Kaliningrad is our city, a Russian city. Through and through. And this land is ours. And both will remain forever so.

Порядка 30 соотечественникам были предоставлены следующие консульские услуги: 🔹 оформление нотариальных документов; 🔹 составление актов личной явки; 🔹 прием заявлений на оформление российских паспортов; 🔹 консультации по вопросам проведения проверки наличия/отсутствия гражданства и приема в гражданство. 📈 Мы рассчитываем на продолжение практики проведения выездного обслуживания в различных регионах страны для обеспечения доступа всех российских граждан к консульским услугам. 📅 On July 5, 1802, Pavel Nakhimov, outstanding Russian naval commander, admiral, participant in the heroic defense of Sevastopol during the Crimean War of 1853–1856, was born. The Russian Black Sea Fleet under Nakhimov’s command crushed the Ottoman navy in a major battle in the Sinop Bay on November 18, 1853. The Russian fleet destroyed 15 enemy ships. Ottoman admiral Osman Pasha was taken prisoner. With this grand victory, Nakhimov magnified the glory of the Russian navy and immortalised his name in the history of the Motherland. In his message to the Admiral, Emperor Nicholas I paid tribute to Nakhimov's personal contribution to the defeat of the Porte in the Black Sea: 🪶 “By destroying the Turkish squadron at Sinop, you decorated the annals of the Russian fleet with a new victory that will remain in naval history forever.” According to the memoirs of officers of the Black Sea Fleet who served with Nakhimov, the legendary admiral was gifted with many talents, inspired his subordinates, instilled in them a love of service and a sense of duty to the Motherland. Along with his high moral qualities and caring attitude to his fellow servicemen, Nakhimov gained huge popularity and authority in the navy. Respect for him — a wise mentor and commander — was infinite. As a captain 2nd rank, in 1834-1845 Pavel Nakhimov already commanded the 84-gun battleship 'Silistria', one of the largest warships of the Black Sea Fleet. His commander, Vice Admiral Mikhail Lazarev, reported to St Petersburg in a review of Nakhimov's service: “He is a model for all ship commanders here.” During the siege of Sevastopol (1854-1855), he commanded the forces of the southern part of the city. Literally from the first days of the war, Nakhimov became one of the leaders of the city’s defense. The admiral personally inspected the defensive lines every day, took part in battles, inspiring soldiers and officers by his example. 🕯 On July 10, 1855, during a tour of the advanced fortifications in Sevastopol, Admiral Nakhimov was mortally wounded on Malakhov Kurgan which saw the most brutal fighting with the enemy. A bullet hit the Admiral — Pavel Nakhimov died two days later at the age of 54. 💬 Russian Presidential Commissioner for Children’s Rights Maria Lvova-Belova: On July 2, I held a meeting with President of the International Committee of the Red Cross (#ICRC) Mirjana Spoljaric. Almost two years have passed since our last meeting. Throughout this time, we have continued our joint work in an open and systematic manner. The main topic was the reunification of children with their families living in Russia, Ukraine and third countries, which we are facilitating on instructions from President Vladimir Putin. Each case is considered individually, taking into account the circumstances, legal grounds, the child’s opinion and, of course, their best interests. I thanked the ICRC for its assistance in transferring children to their relatives, organising transportation, a humanitarian corridor and accommodation for parents. ☝️ Since the start of the special military operation, with our assistance, 30 children from 22 families have returned to their loved ones in Russia. Another 141 children from 114 families have been reunited with their relatives in Ukraine and third countries. In the overwhelming majority of cases, this was done with the ICRC’s direct involvement. Documents have already been prepared to reunite four children with their loved ones in Ukraine. However, regular shelling and strikes by the Ukrainian militants currently make it impossible to arrange their departure. I also noted cases where parents living in Russia are searching for their children in EU countries, and asked the ICRC to help reunite these families. ❗️ Special attention during the meeting was given to Ukraine’s crimes against Russian children: the deaths and injuries of minors, strikes on civilian infrastructure, and attempts to involve teenagers in terrorist and sabotage activities. Such issues require constant dialogue, trust and meticulous joint work. We hope to continue constructive cooperation in the interests of children and families.

Our regular contacts, not only at the Russian Foreign Ministry, help us build clearer interaction with an organisation we respect and want to strengthen. Of course, we want the ICRC to be strengthened on the principles that have underpinned its work from the very beginning, above all 👉 independence and impartiality. We appreciate that the Committee’s leadership has for many decades sought to uphold these principles. This task is acquiring special importance today, given that our Western colleagues, unfortunately, do not wish to respect the foundations on which the ICRC rests and, frankly speaking, seek to manipulate its activities in their selfish political interests. ☝️ These attempts are especially evident in connection with the crisis in Ukraine, where Western countries are doing everything they can to whitewash and shield the Kiev regime, which on a daily basis commits gross violations of international humanitarian law and crimes against humanity. 🎙 Statement by Chargé d’Affaires a.i., Acting Permanent Representative of Russia to the UN Anna Evstigneeva at a UN Security Council meeting on Ukraine (New York, June 29, 2026) Read in full Broadcast of the entire meeting 💬 Russia supported the convening of this urgent Security Council meeting requested by our Belarusian colleagues over the attack by a Ukrainian UAV on a civilian bus in the Bryansk Region on June 17. The bus was carrying children from Belarusian sports schools to a holiday camp in Gelendzhik. There were 44 people on board, including 28 students of Children and Youth Sports School No. 2 from the Belarusian city of Rechitsa. The strike killed a pregnant woman accompanying the group, a native of Lugansk and mother of two. Another nine people, including six minors, were wounded. According to the driver, several UAVs were monitoring the bus before the attack. ❗️ This was not a strike on military facilities “with consequences for civilians,” nor was it an “accidental hit”. It was a deliberate act by an operator who could see the nature of the target. This was clearly an act of terrorism against civilians. *** This crime by the Zelensky regime is not merely another episode of UAF terror against civilians. It is clear confirmation of its terrorist nature. The strikes on the dormitory in Starobelsk, on a bus carrying civilians in Yenakiyevo, and on children in the Bryansk Region show that there are no restraining factors for the Kiev regime: anyone, including children, who is on Russian territory or transiting through it automatically becomes a target for elimination. 👉 Zelensky's regime has made war crimes part of its military strategy, “hunting” civilians and attacking medics and rescuers who are helping the wounded and dealing with the aftermath of terrorist attacks. *** Kiev’s rhetoric about “defending Europe” from Russia is nothing but a smokescreen for prolonging the conflict, fighting “to the last Ukrainian”, and dragging NATO into a direct confrontation with Moscow. ❓ Does anyone still doubt the Kiev ringleader’s true desire to artificially expand the geography of the conflict to the territory of Belarus, Poland and the Baltic states? This is “playing with fire”, and it is time for European countries to realise that their client has almost broken loose from the leash. It would certainly be preferable to achieve the goals and objectives of the special military operation through political and diplomatic means. However, realistic solutions that take Russia’s legitimate interests into account are currently nowhere to be seen. As long as Western countries’ intention to inflict a strategic defeat on us and contain our country’s development remains unchanged, Russia will continue to counter these attempts by military means. ☝️ We have enough strength, resources and political will, and no one should have any doubts about that.
