05 Back in January the EU noted they would be well short of supplying Ukraine with 1m shells by March 2024, so $542m was allocated to increase production. Just one problem, they forgot about the explosives needed to fill the shells.
Explosive producers warn they may not be able to crank up production to meet the needs of Ukraine. Rheinmetall's new plant in Hungary for example will not start production until 2027. EU safety and environmental regulations impede the ability expand production it is noted.
Engineers with experience in this field are retiring and younger people are not keen on handling explosives after they graduate. Also limiting production is nitric acid production, as it goes towards fertilizer production which has already been squeezed by natural gas costs. Another key ingredient is nitrocellulose which is dependent on Chinese cotton linters.
Leaving the EU to look to India and Japan for explosive fill.
