Several media outlets, citing materials from the FSB of Russia, report that the Investigative Committee of Russia has opened a case against former commander of the 58th Army, General of the Southern Military District Ivan Popov. The general has been arrested under Part 4 of Article 159 of the Criminal Code of the Russian Federation—"Fraud committed by an organized group or on an especially large scale."
