🔆 Open Waste Burning: Winter Pollution in Indian Cities 📍 Why in News? 🟢 A World Resources Institute (WRI) India working paper found that open waste burning increases sharply during winter across different categories of Indian cities. 🟢 Average incidence, quantity of waste burned and associated emissions were up to three times higher than in summer. 📍 Key Findings 🟢 Study based on field surveys from 2019–2026 across 11 polluted Indian cities. 🟢 Tier 2 cities (population 5 lakh–50 lakh) recorded the highest quantities of waste burned. 🟢 Tier 3 cities recorded the highest winter incidence of open waste burning — 49.6 incidents/km²/day, compared with 46 in Tier 2 and 39.4 in Tier 1 cities. 🟢 Poorer areas recorded substantially more burning than high-income areas. 🟢 The highest incidence was nearly 84 incidents/km²/day in poorer areas of Tier 2 cities. 📍 Why Winter Worsens the Problem? 🟢 Falling temperatures and stagnant atmospheric conditions during the post-monsoon/winter period make pollutant dispersion more difficult. 🟢 Open waste burning occurs close to homes, streets and waste dumps, increasing short-term exposure to toxic smoke. 📍 Important Observation 🟢 Open waste burning was not the dominant source of citywide PM2.5 and PM10 pollution, contributing less than 1% of total emissions assessed in the cities. 🟢 However, its proximity to people makes it an important source of localised exposure. 🟢 Higher burning in poorer areas points towards disparities in waste collection and municipal services. 📍 Way Forward 🟢 Strengthen door-to-door waste collection and municipal waste-management services. 🟢 Target waste-burning hotspots, particularly in poor and underserved areas. 🟢 Improve enforcement against open burning along with better waste-disposal alternatives. 🟢 Address winter pollution through localised source control in addition to city-wide pollution measures. 📌 UPSC Mains Model Question Open waste burning may contribute a small share of citywide particulate emissions, yet it can cause significant localised exposure.
