| 11 | 🔆 Air-Cooling for 1-GW Data Centres
📍 Why in News?
🟢 Google’s proposed 1-GW data centre in Visakhapatnam has raised questions over the feasibility of using air-cooling for such a large facility amid concerns over water consumption.
📍 Why Do Data Centres Generate Heat?
🟢 Millions of transistors in processors consume electricity and release waste heat.
🟢 A 1-GW data centre can generate an enormous heat load that must be continuously removed to maintain reliable operations.
📍 Air-Cooling vs Liquid-Cooling
🟢 Air-Cooling: Fans and chillers circulate air to remove heat; it uses relatively less water and is a mature, established technology.
🟢 Liquid-Cooling: Liquids absorb heat more efficiently than air and are increasingly useful for high-density AI workloads, but involve higher upfront costs and more complex infrastructure.
📍 Other Cooling Approaches
🟢 Immersion cooling: Electronics are immersed in a non-conductive liquid that absorbs heat.
🟢 Evaporative cooling: Heat is transferred to water and removed through evaporation.
🟢 Dry cooling: Air is used as the heat sink, avoiding evaporative water demand.
🟢 Chilled-water systems & geothermal cooling can also be used where local conditions permit.
📍 Key Challenge
🟢 Air-cooling may not practically handle the entire heat load of a 1-GW facility on its own, particularly with high-density AI chips.
🟢 Large-scale cooling also involves trade-offs between water use, energy efficiency, cost and noise.
📍 Way Forward
🟢 Greater adoption of hybrid cooling, combining air-cooling with direct-to-chip or other liquid-cooling technologies.
🟢 Use renewable energy, heat reuse, rainwater harvesting and efficient cooling systems.
🟢 Data-centre expansion should balance digital infrastructure growth with water and energy sustainability.
📌 UPSC Mains Model Question
Q. Data centres are emerging as major consumers of energy and water. Discuss the challenges associated with cooling large-scale data centres and suggest sustainable solutions.
🟢 High computing density generates substantial waste heat.
🟢 Cooling can increase energy consumption and water demand.
🟢 Air-cooling offers lower water use but faces limitations at very high heat densities.
🟢 Liquid and hybrid cooling can improve thermal efficiency but involve higher costs and infrastructure requirements.
🟢 Renewable energy, heat recovery, water recycling and efficient cooling technologies can make data-centre growth more sustainable.

| 18 | 🔆 Forest Rights Act & Gram Sabha Consent
📍 Why in News?
🟢 The Ministry of Tribal Affairs clarified that the Forest Rights Act (FRA), 2006 does not explicitly provide for obtaining Gram Sabha consent for forest clearance of projects.
📍 Forest Rights Act, 2006
🟢 The Ministry of Tribal Affairs is the nodal ministry responsible for implementation of the FRA.
🟢 The Act recognises the forest rights of Scheduled Tribes and Other Traditional Forest Dwellers.
🟢 Under the FRA, recognition and vesting of forest rights is carried out through the prescribed process involving the Gram Sabha.
📍 Forest Diversion Process
🟢 The Forest (Conservation) Act, 1980 and Centre’s rules require completion of relevant FRA processes before formal diversion of forest land.
🟢 Identification of potential FRA claimants, recognition and vesting of rights, followed by obtaining required NOC/clearances from Gram Sabhas, have been treated as part of the process in practice.
📍 Key Issue
🟢 A parliamentary panel observed that the requirement of 100% Gram Sabha consent has become a major bottleneck for infrastructure projects.
🟢 For large hydropower projects of national importance, it recommended examining a “qualified super-majority consent” of 70–75% instead of unanimous consent.
🟢 The Power Ministry was asked to discuss the feasibility of the proposal with the Ministry of Tribal Affairs.
📍 Challenges
🟢 Forest clearances for some infrastructure projects have reportedly faced substantial delays.
🟢 The debate highlights the need to balance tribal/forest-dweller rights, environmental protection and developmental requirements.
